CALL FOR NOMINATIONS FOR FOEGE FELLOWSHIP PROGRAM 2011-2012
The William H. Foege Global Health Fellowship Program, endowed by the Bill and Melinda Gates Foundation (BMGF),
was created to honor the global health legacy of Dr. William H. Foege – former Director of Center for Disease Control
(CDC), first Executive Director of the Carter Center, founder of the Task Force for Global Health, distinguished
Presidential scholar at Emory University, Senior Advisor to the Gates Foundation and renowned public health statesman.
Recipients of the Fellowship are individuals who have demonstrated their commitment to the vision and passion of Dr.
Foege. Given Dr. Foege’s seminal leadership in Atlanta’s public health organizations and institutions, the Foege
Fellowship is particularly committed to developing and nurturing a cadre of public health practitioners who will be leaders
in the Atlanta-based organizations that constitute the “public health capital of the world” – CARE, The Carter Center, The
Centers for Disease Control and Prevention, Emory University, The Rollins School of Public Health (RSPH), and the Task
Force for Global Health. The Foege Fellowship program is only five years old but of the 19 Fellows to date, 14 have
completed their MPH degree and taken up major public health responsibilities around the world. There are currently five
Foege Fellows: Mr. Gilbert Boredison (Madagascar), Mr. Joseph Davies (Sierra Leone), Dr. Herti Herjati (Indonesia), Dr.
Andrina Mwansambo (Malawi), and Ms. Rose Wanjala (Kenya).
Requirements for the Fellowship include a strong academic background in a field or discipline relevant to public health,
strong English skills supported by TOEFL or IELTS scores, acceptable GRE scores for those who do not hold a doctoral
degree, a documented relationship to a host Atlanta-based public health organization, at least five years of field
experience, and evidence of leadership in advancing public health. Attached is the ranking sheet that lists the key criteria
for the Fellowship program. Each of the sponsoring Atlanta-based public health organizations ranks the final nominations
on these criteria before the selection committee. The selection committee discusses the nomination package and the
rankings and then selects the finalists for the Foege Fellowship. For the academic year 2011-2012, we will select two
new Foege Fellows.
Each Foege Fellow will be expected to pursue an academic program as well as participate in professional development
opportunities. Potential Fellows who are interested in a doctoral program (PhD) must first be admitted to a PhD program
at Emory. This means that all documentation has been submitted to the relevant doctoral program and that the nominee
has been notified of admission to the doctoral program. The Fellowship will not consider support for doctoral study unless
the nominee has first been admitted to a PhD program. Although Foege Fellows are not required to complete a degree,
they are required to be enrolled as full-time students throughout the duration of the fellowship. Additionally, each fellow
will have a warranty relationship with an Atlanta-based public health organization, the RSPH and the BMGF upon
completion of studies and upon return to his/her country. The warranty should include designation of a mentor in Atlanta
from the nominating organization.
The Fellowship provides funding for travel between the home country and Atlanta, all tuition and fees for the duration of
the academic program, health insurance, a book allowance, a monthly stipend for living expenses, funds for professional
meetings in the United States, a laptop computer and printer for each Fellow.
We anticipate that most Fellows will be degree seeking at the RSPH but there may well be Fellows that would benefit from
course work in other academic units at Emory University as a non-degree candidate. The length of the Fellowship is
between 10 and 24 months depending upon whether the Fellow is enrolled in an MPH or equivalent degree program.
The Foege Fellowship Committee is charged with selecting the Foege Fellows from nominations received by the Atlantabased public health organizations.
Voting members of the committee are Dr. Ben Schwartz (CARE), Dr. John Hardman (Carter Center), Ms. Janice Hiland
(CDC), Dr. James Curran (RSPH), Dr. Mark Rosenberg (Task Force for Global Health). Dr. Deborah A. McFarland
(RSPH) is the Committee Chair and Program Director and Teresa R. Parker serves as the administrative assistant for the
committee.
The Foege Fellowship committee is calling for nominations from each of the Atlanta-based public health organizations.
Organizations can nominate more than one individual. Nomination packages must follow a standard template and include
the following:

A nomination letter from the warranty organization (Atlanta-based public health organization) for those individuals that
you believe would be exemplary Foege Fellows – those who you have marked out as leaders and potential leaders,
who would excel academically at Emory University, who have specific education and training goals, and those who
you expect to work with as collaborators for the long run. In the letter please describe the relationship between the
nominee and the “warranty organization,” plans for future collaboration, the background of the individual and the
reasons why additional training and education are needed.
•
A current curriculum vitae (cv) resume for each individual nominated.

TOEFL or IELTS scores. Individuals selected for the Fellowship must have a TOEFL score of 80 or above on the
internet based exam, 215 or above on the computer-based exam, or a score of 550 or above on the paper based
exam. IELTS scores must receive a band score of at least 6.5. Official scores must be received before Fellows can be
officially admitted to the RSPH. If TOEFL scores are not available at the time of nomination, the nomination letter
should include a description of the candidate's abilities in oral and written English as well as a plan for when the
nominee will take the exam and when scores will be received.
•
A personal statement, written by the nominee, about his/her plans for the Fellowship and future career. This is a very
important component of the nomination package and should contain sufficient detail for the selection committee to
understand the motivation and future direction of the nominee and how the Fellowship will contribute specifically to
future career plans. See the ranking sheet for key selection criteria.
Please submit a separate nomination package for each nominee by March 1, 2011. Please send the nominations
via email to Teresa R. Parker at tparke3@sph.emory.edu. The selection committee will meet in to review
nominations by the end of March 2011. All nominees will be notified via e-mail in early April 2011. Nominees will
be informed that they were selected as recipients for the Fellowship, alternates for the Fellowship, or not selected for the
Fellowship. Those selected for the Fellowship will need to accept the Fellowship by April 15, 2011. . At that time, those
selected as alternates for the Fellowship will then be updated on their status for the Fellowship.
The individuals selected for the fellowship will then be required to submit an official application to Emory University. This
application will be completed online and will require official transcripts from previous degrees (foreign transcript
evaluations by WES or IERF preferred), official test scores for GRE and TOEFL or IELTS. Students will also be asked to
select a program of study and specify to which department they wish to apply.
If selected, the Fellow would begin his/her program at Emory University in mid-August 2009.
