CEO - Professional Development and Assessment Center personnel provide data collection and staff
development services to school districts throughout the US and to English speaking schools in
the Far East and South America. Surveys that measure school culture and climate, leadership
behavior, student character behavior, bullying behavior, teacher caring behaviors, and levels of
openness and trust are provided. Center personnel specialize in research design and grant
writing. The Center motto is Awe specialize in change and measuring whether it has occurred.@

December 2003-present
Associate Professor Emeritus – University of West Georgia. Duties include teaching graduate level
courses and supervising student teachers on an as needed basis.
August 1993-2003
Associate Professor - University of West Georgia in Carrollton, GA. Duties include: teaching graduate
level courses in supervision, curriculum, research, finance, personnel, and leadership theory;
supervising Educational Specialist research projects and internships, conducting research in the
area of school climate. Related fields of research are levels of group openness and trust;
leadership behaviors, character behaviors, bullying behaviors, and caring behaviors.
August 1990 to July 1993
Associate Professor - Murray State University in Murray, KY. Duties included: taught graduate level
courses in supervision, group process, research, finance, and the superintendency;
served as the executive secretary of the Western Kentucky Coalition for School-Based Decision
Making; and conducted research from 46 schools in the area of school climate, group
openness, and trust as they implemented the Kentucky Educational Reform Act.
July 1986 to August 1990
Superintendent - Norton City Schools in Norton, OH. On my arrival the Board was sharply divided
on many issues and there was a great deal of personal animosity. Three tax issues
had failed. Since then two tax issues were passed and board members worked together, albeit

not always harmoniously.
Successful curriculum and staff development programs were
implemented. A new set of policies, a grading and reporting practices handbook and an extra
curricular activities handbook were developed. (2500 students)
November 1987 to 1989
Adjunct Associate Professor of Education Administration - the University of Akron. Responsibilities
included teaching Collective Bargaining and other education administration courses.
July 1979 to 1986
Superintendent - New Lexington City Schools in New Lexington, OH. District wide programs for
curriculum, discipline, public relations, volunteers, and staff development were

(2002 – 2005) External evaluator for the character education grant for the Sanger Unified School
District in CA.
(2001 – 2005) External evaluator for the character education grant for the State of WV. The first
year of the grant required on-site visits to every school district in the State. Interviews of
students and faculty at one school in each district were conducted regarding their character
education program.
(1999 - 2000) AA Comparison of Caring Behaviors for Special Education Teachers vs. Regular
Education Teachers.@ A grant for $1,500.00 was secured to conduct research on this topic
(with M. Larkin).
(1998-2001) Project evaluator for a Learn and Serve projects funded by grants through the
Georgia State Department of Education.
(1999-2003) Grant evaluator for a project with the Georgia State Department of Education to
evaluate the effectiveness of a character education curriculums in 22 public schools in
Habersham and Cobb Counties and Atlanta City Schools. The four-year grant was funded
through the federal government for $1,000,000.
(1999) Grant evaluator for a project with Carrollton City Schools to study bullying behavior. The
grant was funded through the federal government for $123,000.00.
( 1999)Grant evaluator for a project with the State Department of Education to evaluate the
effectiveness of a learn and serve project. The grant was funded through the state
department for $5,000.00.
(1999 - 1998) Reviewed school improvement grants for the State Department of Education to
determine if grants were well written and the amount if they were fund able.
