APPENDIX 1 The North and Mid Wales Regional Museums Partnership Project Brief for a Scoping Study of Exhibition Venues, and Emergency Response Plans 1. Introduction The report Common Cause North and Mid Wales Museum Partnership Study, produced in 2008, made a number of recommendations for the development of partnership working across the area. Further funding from CyMAL has enabled the agenda to be taken forward. The Steering Group overseeing the project has now identified a number of areas for further research and development, and as lead partner for this stage of the project Wrexham County Borough Council now wishes to appoint a consultant to assist with the work described in the following brief. The project area is north of a line (but including) Montgomery to Aberystwyth. The partnership project works with Accredited Museums (and those working towards Accreditation) in the area. 2. The Project Brief i. To develop and undertake a survey of all available spaces within the study area which are available for temporary exhibitions. The survey will need to identify the quality standards applicable to each venue. ii. To compile a list of the programming policies of these venues including types of exhibition taken, frequencies/timescales, limitations (space, capacity, funding, environment, security). iii. Compile a list of exhibitions (however small) museums may already hold and may be suitable for touring. iv. Compile an overview of currently available emergency planning expertise within the region – availability of staff, equipment and expertise. Whilst the temporary exhibition aspects of this project concentrate on Accredited Museums, this survey should also include other spaces e.g. in art centres, libraries which reach minimum standards of security and environment. We would expect that the majority of the work will be undertaken by email or telephone questionnaires. However it may be necessary to visit selected venues. 3. Management Structure - Client The client for the project will be Wrexham County Borough Council and the project manager will be the Council’s Culture & Heritage Officer. The consultant will work to and be responsible to the Project Steering Committee which comprises representatives from a range of museums across North and Mid Wales. APPENDIX 1 4. Selection Criteria The price and quality selection criteria will be based on the percentage split, as follows: Price = 60% Quality = 40% The quality criteria will be evaluated as listed below. The successful applicant will need to give evidence and demonstrate the following: Previous experience and track record of success in the development and delivery of surveys within a museum context (50%) Knowledge and awareness of museums and exhibition spaces in the study area (20%) Knowledge and awareness of the relevant standards applicable to exhibition spaces (10%) Experience of disaster planning (20%) It is not a requirement that the consultant is able to speak and write Welsh but they will need to fully understand the importance of the bilingual environment in which the commission will be undertaken and be able to facilitate the bilingual production of literature and conduct surveys and associated research through the medium of the Welsh language as appropriate. 5. Contractual Arrangements The appointment will be on the basis of a letter of appointment - a draft letter of appointment for this commission is attached. WCBC will not meet any of the costs involved in preparing or submitting quotes. 6. Timetable The commission will commence on 15 February 2010 after selection of the Consultant and will terminate on 31 March 2010. An interim report will be presented at the mid-point of the commission to enable the Steering Group to monitor progress. 7. Submissions Quotes must include the following information and should also include relevant information to address detail listed under 4 (Selection Criteria): APPENDIX 1 Details of relevant qualifications and experience of the consultant and any team they wish to assemble for the commission Availability to work within the timetable An indication of how much time the consultant would expect from the client (Steering Group) and how much time the consultant will give and over what periods it would be spread Indication of the amount of days and hours needed for completion.
