Improve Student Preparedness
Saddleback College will ensure that students gain the foundational skills necessary to complete college level
work and achieve career goals.
1. 80% of all students who seek certificates, associate degrees, and declare transfer as a goal will be assessed,
placed and complete a professional educational plan.
A. Strategy – Establish and implement a computerized Assessment Center.
1) Tactic - Purchase 40 computers and carrels for the Assessment Center.
2) Tactic - Purchase and validate test instruments for computerized assessment.
B. Strategy - Offer professional counseling that will assure every student seeking a certificate, associate
degree or declare transfer as a goal has an educational plan.
1) Tactic - Revise online advisement and orientation programs.
2) Tactic - Hire an upfront evaluator for MAP.
C. Strategy - Develop and implement a comprehensive orientation and follow-up counseling service
program for military veterans and spouses.
1) Tactic - Hire a full time generalist/veterans counselor to develop and implement a program for the
military veterans and spouses who seek a certificate, associate degree or declare transfer as a goal.
D. Strategy – Develop an overall plan for restoring state funding and requesting district fiscal contributions
for categorical programs (Matriculation, EOPS/CARE, Cal Works, DSPS).
1) Tactic - Hire 40 hour per week counselors to assist with meeting the needs of students in special
programs.
2. Increase by 5% the number of individuals with an unidentified career goal who receive career assessments and
job acquisition skill development services.
A. Strategy - Develop and implement a comprehensive career assessment program with specific job
acquisition skills.
1) Tactic - Hire one full-time generalist/career counselor that will provide specialized career counseling
to students.
2) Tactic – Hire a full-time coordinator/counselor that will develop and implement this program.
3) Tactic - Implement an outreach effort to classes informing students of career and job placement services
available.
4) Tactic - Offer large scale career events each semester that are coordinated with the community and local
employers.
5) Tactic - Expand the current college internship program.
6) Tactic - Implement a process to provide career services to students receiving assistance from
community agencies.
B. Strategy – Develop and implement a student success program to improve the percentage of students
completing certificates and/or career technical educational programs.

3) Tactic – Purchase assessment and workforce readiness software.
3. Improve the progression rate of students in Math, English and the ESL program sequence from levels 300 to 200
and from 200 to transfer courses by 5% in each level.
A. Strategy - Develop and implement a comprehensive follow- up and retention program for those
students who have been identified as “at risk” and/or on academic probation
1) Tactic - Hire one full time generalist/basic skills counselor who will provide specialized counseling to
students who identify as needing Basic Skills counseling.
B. Strategy - Develop communication with local high schools regarding the necessity of gaining
foundational skills prior to attending college. Target parents, faculty, administration and students.
1) Tactic - Provide funding for counselors to visit local high schools. After meeting with administration,
informational programs should be scheduled with parents, faculty and students to increase awareness of
the necessity of gaining foundational skills prior to attending community college, and of the matriculation
process and placement.
C. Strategy – Establish and implement a program that allows and encourages students to complete their
basic skill courses early as outlined in their educational plan.
1) Tactic - Provide the technological support to develop a new computer pathway for second semester Early
Bird registration that can access and check whether the student followed their educational plan and
successfully completed their Math and English course work. Students will be rewarded with second
semester priority registration.
D. Strategy - Continue to develop the model cohort, Freshman Academy, implemented through Basic Skills.
E. Strategy - Develop tutorial services designed for students with disabilities (specialized tutors).
1) Tactic - Collaborate with the LAP to coordinate a Specialized Tutoring Program.
2) Tactic - Special Services will provide training to select Tutors in the LAP in the “instruction methodologies”
that enable students with disabilities to successfully learn.
F. Strategy – Establish a plan to improve ESL completion rates.
Excel In College Transfers
Saddleback College will increase student transfers to four-year colleges and universities.
1. Improve by 5% student transfers to four-year institutions.
A. Strategy - Establish a dedicated stand alone, comprehensive transfer center to improve the
effectiveness of transfer center programming.
1) Tactic - Acquire a stand-alone Transfer Center facility to include the following:
 reception area including waiting area
 40 station computer center
 30 station catalogue/video center
 transfer center coordinator's office
 administrative assistant office
 3 counseling faculty offices
 2 College representative offices
 3 support staff offices

2) Tactic - Hire a full-time Counseling assistant
B. Strategy - Establish the Teacher Preparation Pipeline (TPP) Program as a permanent Saddleback College
program under the Transfer Center, to assist students in preparing to become teachers.
1) Tactics - Hire two counselors at 20 hours per week (40 OSH) for fall and spring to provide the following
services: recruit and counsel TPP students, recruit TPP mentor teachers and orient them to the TPP
program, work with four-year partners in creating and updating teacher preparation advising sheets,
provide students and staff with teacher preparation information, and act as advisors for the SCTA – Future
Teachers’ Club.

3) Tactic - Hire a full-time Transfer Center Specialist to assist with the TPP services.
2. Improve by 15% the number of students classified as transfer ready.
A. Strategy - Establish a Transfer Center with up-to-date technological resources to increase the number of
transfer ready students.
1) Tactic - Hire a part-time Counselor with the technology skills background at 20 hours a week for Fall and
Spring to provide: webinars, online workshops and answer e-advise emails.
2) Tactic - 7 weeks of summer counseling (14 OSH).
3) Tactic - Hire a Transfer Center Webmaster and a technology support person to keep the Transfer Center
website and technology resources up-to-date.
B. Strategy - Develop and implement a Transfer-Ready marketing and outreach plan
1) Tactic - Hire a Transfer Center outreach specialist
2) Tactic - Acquire specialized Transfer-Ready Program marketing and outreach materials
3. Increase by 20% the number of students in the Honors Program.
A. Strategy - Offer counseling services to honors students and develop better collaboration between the
honors office and the transfer center.
1) Tactic - Hire the following faculty and staff in order to develop TAGs, offer honors workshops, counsel
honors students, facilitate the transfer of honors students, and to act as a liaison between Transfer
Center, Saddleback College faculty and the honors program.
i. 20 hours/week counselor fall and spring (40 OSH)
ii. 7 weeks summer counseling (14 OSH)
iii. Honors Program Specialist (11 hours/week for 40 weeks)
B. Strategy - Develop and implement a Honors Program marketing and outreach plan.

Enhance Resources
Saddleback College will improve its ability to expand and develop alternative sources of revenue to support
college priorities.
1. Increase external foundation contributions to $1 million annually
2. Realize a minimum of $1 million in savings per year through the implementation of college efficiencies.
A. Strategy – Form collaborative partnerships with local, state and national organizations to enhance
Career Technical Education for Saddleback College students.
1) Tactic – Seek workforce development initiative funding.

Strategy – Form strong and active relationship with the workforce Investment Board (WIB)

Strategy – Align student services with instructional CTE departments to begin to utilize current and future
resources and funding.
3. Meet funding requirements to fulfill the “20-year Facilities and Scheduled Maintenance Plan.”
A. Strategy – Educate the Board of Trustees and the incoming Chancellor on the need to fund the 20 year
facilities and scheduled maintenance plan (60 million for Saddleback College over the next three years).
1) Tactic – Hire a consultant to explore funding plans outside of Basic Aid Dollars (Bonds / Loans).
Foster Innovation
Saddleback College will employ innovative teaching and technology to enhance instruction and student
services.
1. Double the training services offered to faculty in the areas of teaching innovation and best teaching
practices.
A. Strategy - Create a collegial atmosphere through “College Hour” campus-wide.
B. Strategy – Establish a bridge between CTE and Student Services Programs for students who are seeking
job acquisition skills.
C. Strategy – Establish a program that integrates career services into the academic curriculum.
D. Strategy – Create career and job placement teaching components that can be used in all classes.
2. Improve by 20% the efficiency of college-wide communications and marketing strategies through a
centralized system.
A. Strategy - Enhance communication with students/faculty to include the latest technology such as SARS,
emails, website, texting, and the college automatic call system.
1) Tactic - Collaborate with District Technology to implement expanded communication services.
2) Tactic - Hire a full-time technology support person to assist in with the maintenance of the centralize
system for the student services area.

B. Strategy - Develop a cost-effective marketing plan to recruit international students to Saddleback
College.
1) Tactic – Explore and implement web-based technologies to promote Saddleback College to prospective
international students.
C. Strategy - Enrich our College’s enrollment by establishing a lasting relationship with high school
students.
1) Tactic – Train Saddleback College students to visit schools on behalf of the college to advertise the school
through various activities.
D. Strategy - Create an improved relationship among the student body.
1) Tactic – Acquire public relations by use of social networking, and student activities.
