Job Description Flood Modeller and Strategy Officer Level: GO7 Location Department Environment, Roads and Facilities Service Responsible to Senior Flood Risk Officer Staff (direct : indirect) 05/14 ERF 13 Mochdre Offices Flood Risk & Infrastructure 0:3 Job Purpose Carrying out hydraulic and hydrological assessments to identify flood risk areas in Conwy and to propose potential mitigation measures and flood risk management options using hydraulic modelling software. Duties and Responsibilities - Job Specific The principal duties of the post are as follows: 1. Responsible for leading a small analysis team to carry out various hydraulic and hydrological assessments throughout Conwy to identify flood risk areas. 2. Responsible for advising and helping the Technical Specialist and Environment Officer within the team ensuring they are meeting deadlines for projects and activities. 3. Responsible for designing hydraulic networks and models including Surface Water Management Plans, Hazard Mapping, Drainage Modelling, River Modelling, Integrated 1D-2D modelling in support of Project Appraisal Reports and other statutory requirements. 4. Will be required to fully develop their skill set using InfoWorks ICM (Integrated Catchment Modelling) and required to train the team to use this software. 5. Responsible for assisting and advising Land Drainage Officers with all land drainage issues and keeping the Senior Flood Risk Officer and third parties up-to-date with how these issues are being progressed. 6. Will be responsible for producing Flood Risk Management Plans within deadlines specified by the Welsh Government. 7. Required to assist flood investigation officers with post flood event analysis of recent flood events in Conwy. These assessments may include all sources of flooding. 8. Ensure that all flood event data is recorded following a flood event. 9. Responsible for ensuring all hydraulic modelling for completed flood risk reduction schemes is shared with Natural Resources Wales (NRW) for the purpose of revising the national flood maps. 10. Will be responsible for reviewing and approving third party modelling and proposed methodology for Project Appraisal Reports (PAR). 11. Responsible for carrying out and approving Flood Risk Assessments as part of Conwy County Borough Council’s flood investigations. 12. Assist the Senior Flood Risk Officer to deliver the Outcomes and Measures within Conwy County Borough Council’s Local Flood Risk Management Strategy. 13. Review and update Conwy County Borough Council’s Local Flood Risk Management Strategy at the required intervals. 14. Provide members of the public and Elected Members with advice on drainage related matters. 16. To assist with a flood event which may include out of hours work and site visits. 17. Required to attend and chair meetings with third parties and stakeholders. 18. Responsible for project managing flood risk management projects for neighbouring Authorities. 19. Responsible for acting as a consultee to planning applications received in Conwy regarding flood risk and drainage design. 20. To complete all necessary paperwork relating to timesheets. 21. Will be required to update the Senior Flood Risk Officer on all flood risk matters including project progress and new legislation requirements. Duties and Responsibilities - Corporate 1. Degree in Flood Risk Management (or relevant qualification) The postholder will require extensive proven experience at a detailed level, over a number of years for creating, developing and running hydraulic models using hydraulic modelling software. Chartered Engineer, or working towards becoming a Chartered through a professional institution. A working knowledge of the Flood & Water Management Act, Flood Risk Regulations, Land Drainage Act, Coast Protection Act and Water Framework Directive. Knowledge & Skills Highly experienced carrying out hydrological assessments using WINFAP, ReFH spreadsheet and carrying out small catchment analysis in line with industry standard guidelines. GIS Experience using MapInfo, Global Mapper or equivalent Highly experienced to carry out hydraulic assessments using one or more of the following software packages - MIKE 1, 21, Flood, Mike URBAN, ISIS, HEC-RAS, Micro Drainage, TUFLOW, InfoWorks RS, CS, ICM or equivalent. Ability to develop Flood Risk Management Plans Ability to organise and Chair meetings effectively. Be able to create and review reports to a high quality of standard and ensure consistency in the team. Ability to work with other Local Authorities and assist them with all aspects of Flood Risk Management. Ability to manage finances from within own budget and to produce work for other local authorities within agreed budget.
