Furthermore, it is the policy of BABHA to design such a training curriculum consistent with the approved curriculum published by the Michigan Department of Community Health (MDCH) and customized where feasible and appropriate for local training needs. Purpose This policy and procedure was established to define a training curriculum for BABHA employees and contracted service providers consistent with MDCH requirements. DO NOT WRITE IN SHADED AREA ABOVE Procedure BABHA will provide or make available the Group Home Curriculum (GHC) to BABHA staff, providers, or individuals who are contractually required to be certified in same, to enable them to work with BABHA consumers across a variety of settings. Topics 1-6 apply when the GHC is being provided by an approved contracted source. All items apply when the GHC is being provided directly by BABHA Approved Curriculum All employees of specialized residential programs, including those directly employed by BABHA, will complete the MDCH approved “Providing Residential Services in Community Settings”, also known as the GHC. This training will also be made available for staff working with consumers in contracted vocational programs. Vocational program staff may be offered the Abbreviated Basic Medication Class depending on previous work experience, transcripts, and current working position. Furthermore, general Adult Foster Care (AFC) homes receiving Type A contract monies will have all of their staff trained in the areas that apply specifically to the Type A subsidy. The entire GHC will be required for any staff working in a home where all of the people who live there are covered by a Type A contract. Decisions regarding the scope of training in the case of each Type A contract will be made in conjunction with the Residential Services Coordinator. 1. Out-of-County Certifications Individuals who have been trained in the GHC by another county will be reviewed by the Staff Development Center on a case by case basis to determine if they will need to repeat any courses or perhaps the entire curriculum. Regardless, those individuals will need to take Recipient Rights through BABHA. Unacceptable Curricula BABHA may disallow the GHC from another mental health agency if there is evidence that the materials were not presented in a manner consistent with the learning objectives stated in the MDCH curriculum. BABHA does not accept the Tool Box training for the following reasons: There is a potential conflict of interest in allowing the provider to train staff. There are no prescribed trainer qualifications (including length of time on the job or professional expertise). The training does not automatically support the values and the mission of BABHA. The Toolbox Training does not necessarily conform to any standards of care or best practices that the agency may have set for people living in residential settings. The Toolbox Training provides site and person-specific training. Since the information taught is not broadly applicable, a staff person trained in the Toolbox for one home or corporation would have to be trained again if they changed employers or their work site. 3. Grandfathering For those trained at BABHA in the past, updated Group Home class training requirements will be based on the following criteria: A. If a person took the BABHA GHC prior to January 1997 (the start of the new curriculum) and has NOT had continuous employment in a group home in the BABHA system, they must take the entire curriculum. If a person has had continuous employment in a group home in the BABHA system and completed the GHC prior to January 1997, they need to take Nutrition. C. If a person has successfully completed the GHC from an approved mental health board after January 1997, and is approved by the Staff Development supervisor, they need only take Recipient Rights, Basic Medications, and CPI. D. If a person has successfully completed the BABHA GHC after January 1997, and has less than a 12-month break working in a group home in the BABHA system, they need to take the Medication Refresher course. If it has been more than one year since the individual has passed medications, they need to take either the Abbreviated Basic Medication class or the Basic Medication class. This will be determined by the Medical Practice Manager, or designee, based upon transcripts from prior training. 4. Time Frame for Completion The time frame for completion of the GHC for residential service providers is Recipient Rights must be completed within the first 30 days of employment and the entire GHC must be completed within 90 days of hire. No staff shall work alone until completely trained.No staff shall be involved (in any manner) in the distribution of medications, until they have successfully completed Basic Medications. For Horizon Home staff only, all training must be completed before staff work a shift, including Recipient Rights and the GHC. 5. Course content and learning objectives are dictated by MDCH in the GHC. BABHA may, at times, add or approve courses or subject matter to the GHC (e.g., Person-Centered Planning (PCP) or Cultural Competence). However, no material will be taken from the GHC. Criteria for Passing With limited exceptions, a student must score 80% on their post test to pass a class. A passing grade of 100% is required for Recipient Rights and 88% is required to pass Basic Medications. If a student fails the test the first time, he/she may take it one more time. Failure to pass the test a second time will require that the student re-take that particular class. If the student fails the test after re-taking the class a second time, he/she will not be allowed to take either the class or test again for at least one year from the date of his/her last attempt. In addition, a course transcript and Certificate of Training, which verifies successful completion of the GHC, will not be issued. Furthermore, if the failed class is a pre-requisite to any other class(es), the student must pass the pre-requisite class before moving on to the others. Because the ability to read is essential to doing direct care work, post tests will not be administered verbally. Other accommodations, such as allowing extra testing time, will be made when requested. In certain circumstances, remediation education for staff who make medication errors will be required. Please consult BABHA’s Agency Manual, Policy and Procedures, C07-S03-T07, Remedial GHC Training for Undesirable Medication Occurrences. BABHA reserves the right to fail a student who is excessively inattentive or disruptive in class (including the use of cell phones and electronic devices). See the related materials document, “Standards of Classroom Conduct” for further details. In these cases, students will receive one verbal warning and their home manager will be contacted. The student will be asked to leave class if they need to be warned a second time. Certificates/Transcripts Upon the successful completion of the GHC requirements, a Certificate of Training and a course transcript will be issued by the Staff Development Center. The original certificate and one copy, along with two copies of the student’s transcripts, will be sent to the student’s place of employment (one copy is for the employer and one copy is for the student). Only classes taken at BABHA will be recorded on the student transcripts. Certificates of Training will be issued only to staff who take their entire training through BABHA. Certificates of completion for each class will be provided to staff who take only selected courses of the GHC. Upon written request by the student, an additional copy of the Certificate of Training and the GHC transcript will be sent to the student. A $5.00 transaction fee must accompany the written request. Cash will not be accepted. The GHC transcript is a separate document from any continuing education and in-service records maintained by the Staff Development Center. 9. Prerequisites Students are required to be proficient in some class material prior to taking subsequent class(es). A list of pre-requisites will be found in the Training Plan. 10. Classroom Expectations BABHA has established a guide for classroom conduct which will be given to each new employee the first day of class. A current version of this guide can be found in the agency Training Plan. Registration All students must have a BABHA “Group Home Curriculum Registration” form completed and on file at the Staff Development Center prior to their start in any GHC class. The form is to be e-mailed, faxed or mailed to the Staff Development office. It must arrive no later than the start of the first GHC class. To reduce errors, telephone registrations for the GHC classes will not be accepted. The registration form can be found in the Training Plan.
