Synopsis
1st Round Table
Health Care cluster
The group discussion was about general trends of the sector, companies & employment,
workforce competencies (skills) and a region analysis of the industry. This group was
composed by laboratories and drug stores of the region.
The Health Care cluster considers that this sector had grown so fast in the last ten years
and Puerto Rico has a shortage of trained nurses and laboratory technicians. Also, the
need of best-trained personnel is very important regarding safety issues, proper
management of high tech equipment, be a competitive company and strengthen the
competitiveness of the cluster. In addition, group members said that local Health Care’s
salaries are low, and because of that they (nurses, lab technicians and doctors) considered
to move outside Puerto Rico, looking for better benefits, conditions and salaries.
Recommendations
Health Care Plans are not aligned with the Health Care sector needs, it’s imperative to
communicate and create awareness of this situation in order to solve it.

b. The group discussion was about the information required in the “Instructional
Specifications for Common Trainings” survey. María Del Carmen and Erik
Perez from Hima generated a document suggesting courses for each of the
Health Care needs; Excellent service, advance resuscitation, intensive course
development, trauma course, vascular technology and Course Development
(telemetry course development, dialysis, license exam revision course)

composed by medical devices, services, bio-tech and pharmaceutical associations, of the
region.
The major concerns of this cluster are global economy is taking us to be prepared on
technical fields and life services, be aware of the workforce future needs, have a working
balance atmosphere, Local WIA Consortiums and educational institutions have to align
their occupational demand with the industry needs and with the economy demand

• Create a workgroup in order to bring continuity to this work
• Meetings with human resources managers to know the specific needs of the
industry.

1. Frank García presented an overview of WIRED program and a work status: the
Implementation Plan is awaiting approval, the request for proposals documents
are being generating, the Sector Work teams (Manufacturing, Health Care, Life
Science and Computer & Information Technology) started their regular meetings.
2. Iván Lugo from INDUNIV expressed that PR must be a global facilitator of
Manufacturing Packaging procedures and Global Leadership trainings because of
our experience and capabilities. Mr. Lugo also suggests Wanda Crespo from
Universidad Politécnica to design a program of Packaging Technology using as
benchmark Michigan State University.
3. García presents the Common Needs Nominal Exercise results for the Work Sector

Garcia indicates a Global Leadership Certification program is the alternative, for

5. The group had a Brainstorming session and Mirla Rodriguez from BD was the
facilitator. First the group work finding a purpose for the Global Leadership
Certification and second identifying capabilities, characteristics and skills a leader
should have, divided in three areas of competencies; planning/strategy,
competency/development and vision.

The group discussion was about general trends of the sector, companies & employment,
workforce competencies (skills) and a region analysis of the industry. This group was
composed by manufacturing, printing and services companies of the region.
The major concerns of this cluster are the alarming loss of employment in the
manufacturing sector in Puerto Rico, the decreasing in productivity, the government
regulations that makes harder the way to do business, lack of a vision or future outlook in
the manufacturing sector and also a lack of support, leadership, know-how and selfesteem.
The group also recommends that Wired funding should go to smaller companies in the
manufacturing sector in order to improve their workforce, technology trained
professionals with an entrepreneurial mindset, develop trainings in english, computer
skills, problem solving, team work, 6 Sigma, Lean Manufacturing, Interpersonal skills
and Project management and also, sales and marketing abilities in local entrepreneurs.

9. Each participant shares with the team their educational/training needs,
expectations form WIRED initiative and other relevant information:
a. José Pavellón- Novartis: suggested the inclusion of a Transformation
Model, packaging knowledge and software applications to the identified
common needs. This Transformation Model should include Leadership
Skills and Interpersonal Skills (tolerance, conflict management). José has
a concern about the lack of leadership in their employees and poor
knowledge about packaging regulation and procedures. He says
employees do not have commitment with the institution, or sense of
ownership; maybe because they are too young.
b. Linda Littke-Eaton: suggested to include Logistic & Supply Chain training.
Explained her need of recruiting mechanical of electrical engineers to
operate the manufacturing/packaging equipments. She presented some
pictures of these equipments. Inteco and UPR Humacao will visit Eaton on
March 7, 2008 to brainstorm about the training curriculum for the Light
Speed project.
Linda expressed the value of helping all as partners, sharing knowledge,
courses costs and place.
Eaton Plastic creates an internship program from the areas of Tool & Die
Maintenance, creating awareness in the people from engeiworks,
c. Prof Muller-UPR Humacao: The University has a Physics applied to
Electronic program. He estipulate that Eaton should consider the
recruitment of students from this program rather that electrical or
mechanical engineers. Mrs. Littke and Prof, Muller will be sharing
information and coordinating a visit to each facility.
d. Lourdes Colón and Cynthia Rivera-Nypro: their needs are Quality
Engineers, Validation Engineers, ISO 13485 knowledge, regulatory
compliance, high velocity system, USL, RTC, Six Sigma, plastic molding
techniques. Linda, form Eaton, suggest the collaboration form both parties
in the training of their molding areas.
Is the first time we have Nypro in the manufacturing meetings and they are
very impressive with WIRE initiative.
e. Jorge Alvarado- Franklin Covey: coordinating a Seven Habits course for
9-12 students, this can be part of the STEM initiative.
f. Alexandra Tirado-Servimetal: their needs area clean room techniques,
personnel attendance problem, sales personnel with experience on
stainless steel products and fluids.
g. David Irriarte-Lee High: agreed with Novartis in the need of Leadership
Skills training. Also needs training on Decision Making, English,
computer skills, flexography and lithography.
h. Julio Lugo- Primex: explained the EUREKA project.
i. Wanda Crespo and Antonio Pantoja: Polytechnic University of Puerto
Rico: presented an overview of their Center for Professional Education &
Training program.

Computer & Information Systems cluster

The group discussion was about general trends of the sector, companies & employment,
workforce competencies (skills) and a region analysis of the industry. This group was
composed by telecommunications, computer soft and hardware, design and
communications companies of the region.
The major concerns of this cluster are the need to train on STEM to open the minds, more
information about innovation, the education process in STEM should have to include a
space for creativity and innovation and align and focus resources skills with C&IT cluster
needs.
Recommendations
