PART 1—PRELIMINARY
1 Objective
The objective of these Regulations is to prescribe
forms, fees, matters relating to fitness tests,
medical examinations and tests, and other matters
for the purposes of the Professional Boxing and
Combat Sports Act 1985.
2 Authorising provision
These Regulations are made under section 22 of
the Professional Boxing and Combat Sports Act
1985.
3 Commencement
These Regulations come into operation on 1 July
2008.
4 Definitions
In these Regulations—
blood test means a test for each relevant virus;
contestant registration record, in relation to a
professional contestant, means a booklet
provided by the Board to the contestant at
the time of the contestant's registration;

officials means members of the Board, the
Secretary to the Board, employees of the
Department, referees, judges, timekeepers
and medical practitioners who have been
engaged to attend a promotion;
relevant virus means the following—
(a) the HIV virus;
(b) the Hepatitis B virus;
(c) the Hepatitis C virus;
the Act means the Professional Boxing and
Combat Sports Act 1985.

PART 2—LICENCES, PERMITS AND REGISTRATIONS
Division 1—Promoters
5 Promoter's licence
(1) For the purposes of an application for a promoter's
licence, or the renewal of a promoter's licence,
under section 6 of the Act—
(a) the prescribed form is Form 1 of the
Schedule; and
(b) the prescribed fee is $225.
(2) For the purposes of section 6(3) of the Act, the
prerequisites for the issue of the licence are that
the applicant has an appropriate knowledge of the
following—
(a) the Act and these Regulations;
(b) any relevant rules made under section 23 of
the Act;
(c) any conditions to which the licence would be
subject if issued.
6 Promotion permit
(1) For the purposes of an application for a permit
under section 7 of the Act to conduct a
promotion—
(a) the prescribed form is Form 2 of the
Schedule; and
(b) the prescribed fee is $100.
(2) For the purposes of section 7(2) of the Act, the
prerequisites for the issue of the permit are as
follows—

(a) that the application was made to the Board at
least 14 days, or a shorter period decided by
the Board, before the date of the proposed
promotion;
(b) that the applicant has the capacity to pay for
the promotion;
(c) that all professional contestants who will
participate in the promotion are adequately
matched having regard to experience,
competence and weight;
(d) that the proposed venue for the promotion is
satisfactory for the purposes of conducting a
promotion;
(e) that the timekeepers for the promotion have
been selected from the list kept by the Board;
(f) that adequate security will be provided to
protect officials attending the promotion
from verbal and physical abuse and threats;
(g) that female contestants have not been
matched against male contestants.
Division 2—Trainers, match-makers, referees and judges
7 Licence to act as a trainer, match-maker, referee or
judge
(1) For the purposes of an application for a licence, or
the renewal of a licence under section 6 of the
Act, to act as a trainer, match-maker, referee or
judge—
(a) the prescribed form is Form 3 of the
Schedule; and

(b) the prescribed fee is as follows—
(i) for an application to act as a trainer—
$70;
(ii) for an application to act as a
match-maker—$70;
(iii) for an application to act as a referee—
$100;
(iv) for an application to act as a judge—
$50.
(2) For the purposes of section 6(2) of the Act, the
prerequisites for the issue of the licence are as
follows—
(a) that the applicant has an appropriate
knowledge of the following—
(i) the Act and these Regulations;
(ii) any relevant rules made under
section 23 of the Act;
(iii) any conditions to which the licence
would be subject if issued;
(b) for the purposes of an application for a
trainer's licence, or the renewal of a trainer's
licence—that the applicant has a current First
Aid certificate;
(c) for the purposes of an application for a
match-maker's licence, or the renewal of a
match-maker's licence—that the applicant
has sufficient experience in the industry as a
trainer, contestant or promoter and has a
good knowledge of professional contestants
and their relative skills;
(d) for the purposes of an application for a
referee's or judge's licence, or the renewal of
a referee's or judge's licence—that the
applicant has adequate eyesight (whether

natural eyesight or with the aid of glasses or
contact lenses) to act as a referee or judge at
a promotion.
(3) A licence to act as a referee also authorises the
person who holds the licence to act as a judge.
Note
A licence to act as a judge does not authorise the person
who holds the licence to act as a referee.
Division 3—Professional contestants
8 Registration as a professional contestant
(1) For the purposes of an application under
section 10A of the Act—
(a) the prescribed form is Form 4 of the
Schedule; and
(b) the prescribed fee is $50.
(2) For the purposes of section 10A(3) of the Act, the
relevant prerequisites are as follows—
(a) that the applicant has given the Board details
of the most recent amateur and professional
contests in which the applicant has
competed;
(b) that the applicant has given the Board a
certificate in Form 7 of the Schedule
certifying that the applicant is not unfit;
(c) that the applicant possesses an adequate level
of the following skills for professional
contests—
(i) defensive skills, including evasive
skills and speed of reaction;
(ii) mobility and ring generalship;
(iii) strategic and tactical awareness;
(iv) endurance and stamina.

(3) For the purposes of subregulation (2)(b),
a medical practitioner who is completing a Form 7
must have regard to the matters referred to in
regulation 14(3)(a), (b) and (c), as if the applicant
were a professional contestant.
9 Certificate of fitness
For the purposes of sections 10A(2)(d) and 10C of
the Act, a certificate of fitness must be in Form 5
of the Schedule.
10 Professional contestants to advise Board of contests
outside Victoria
A professional contestant registered and resident
in Victoria who competes in a professional contest
outside Victoria that is not controlled by a
licensing authority must—
(a) enter details of that contest in the contestant's
contestant registration record; and
(b) advise the Board of the result of that contest,
and any injury sustained by the contestant in
the contest, before the contestant competes in
another professional contest.

PART 3—GENERAL
11 List of timekeepers
For the purposes of section 13A of the Act, the list
of persons who may act as timekeepers kept by
the Board must include the following details for
each person on the list—
(a) the person's name;
(b) the person's contact information;
(c) the date the person was included on the list.
12 Duties of medical practitioner
(1) For the purposes of section 12(2) of the Act, a
medical practitioner who conducts a medical
examination under that section must—
(a) for an examination conducted before a
professional contest—record the results of
the examination in accordance with Part A of
Form 6 of the Schedule; and
(b) for an examination conducted after a
professional contest—
(i) record the results of the examination in
accordance with Part B of Form 6; and
(ii) record in the professional contestant's
contestant registration record the details
of the contest as required by
subregulation (2); and
(iii) notify the professional contestant's
trainer if the contestant is declared to be
unfit.
(2) For the purposes of subregulation (1)(b)(ii), the
details to be recorded must include the
following—

(a) whether the result of the contest was a win,
loss or draw for the professional contestant;
(b) whether the result was achieved by
knockout, technical knockout, scoring a
majority of points, or whether the referee or
doctor stopped the contest;
(c) the date and location of the contest;
(d) the weight of the contestant;
(e) the name of the contestant's opponent;
(f) the number of rounds fought;
(g) the particulars of any concussion or other
injury suffered by the contestant;
(h) whether the contestant has been declared
unfit;
(i) the name of the medical practitioner
recording the details.
(3) If, in a professional contest, a professional
contestant is knocked out, judged unable to
continue or receives heavy punishment, the
medical practitioner who has been engaged by the
promoter to attend the promotion must make
suitable arrangements for the observation,
transportation and subsequent medical treatment
of the contestant.
13 Fitness certificates
(1) For the purposes of section 12(1)(b) of the Act, a
professional contestant must present to a medical
practitioner for a fitness test at least once every
12 months.
(2) As soon as practicable after presenting for a
fitness test under subregulation (1), and before the
professional contestant's next professional contest,
the contestant must give the Board a certificate in
Form 5 of the Schedule.

14 Blood testing
(1) A professional contestant must undergo a blood
test before each professional contest in which the
contestant competes.
(2) Despite subregulation (1), if a professional
contestant is to compete in a professional contest
and has had a blood test not more than 6 months
before the date of the contest, the contestant is not
required to undergo a further blood test before the
contest.
(3) For the purposes of section 12(3) of the Act, in
considering whether or not a professional
contestant is unfit to compete in contests
generally, a medical practitioner must have regard
to the following—
(a) the type of blood test that the contestant has
undergone;
(b) whether the contestant's most recent blood
test shows the contestant has been exposed to
a relevant virus;
(c) if the contestant has been exposed to a
relevant virus—
(i) whether the contestant's blood is likely
to be infectious to other people;
(ii) the treatment the contestant has
received for the relevant virus.
(4) As soon as practicable after undergoing a blood
test under subregulation (1), and before the
professional contestant's next professional contest,
the contestant must give the Board a certificate in
Form 7 of the Schedule.

15 Additional medical tests
(1) The Board may direct a professional contestant to
present for a medical test after a professional
contest if, on a medical practitioner's advice, it
reasonably considers that the test is in the interests
of the contestant's health and safety.
(2) A direction under subregulation (1) must be in
Form 8 of the Schedule.
(3) As soon as practicable after presenting for a
medical test as directed under subregulation (1),
and before the professional contestant's next
professional contest, the contestant must give the
Board a certificate in Form 9 of the Schedule.
16 Reporting of professional contestants as unskilled
For the purposes of section 10B(1)(b) of the Act,
the results of an assessment by the Board of a
professional contestant's skills must be recorded in
Form 10 of the Schedule.
17 Arrival of contestants in Victoria prior to
professional contests
(1) A professional contestant who intends to compete
in a professional contest in Victoria must arrive in
Victoria—
(a) 24 hours before the contest; or
(b) the shorter period decided by the Board,
having regard to—
(i) the distance travelled by the contestant
to reach Victoria; and
(ii) the health and safety of the contestant.

18 Conduct at promotions
(1) A promoter must ensure that only a person
authorised by the Board sits in any seat around the
ring apron.
(2) At a promotion, a person holding a licence, permit
or registration under the Act must not, when
acting in the capacity of holder of the licence,
permit or registration, abuse or threaten (whether
verbally or physically) an official.
Note
Sections 9 and 10B of the Act provide that the Board may
cancel or suspend a person's licence, permit or registration
under the Act if the person contravenes these Regulations.

I understand that boxing and combat sports are hazardous activities that may
lead to serious injury. In particular, successive blows to the head may lead to
movement of the brain within the skull of a contestant, rupturing veins, and
in rare cases, arteries. The resulting bleeding may lead to the formation of
blood clots, causing pressure inside the skull, restricting the supply of oxygen
to the brain and causing serious damage to the brain and even death.
In seeking registration as a professional contestant I knowingly accept this

1. General Information
The Professional Boxing and Combat Sports Regulations 2008,
S.R. No. 82/2008 were made on 24 June 2008 by the Administrator of the
State of Victoria as the Governor's Deputy, with the advice of the Executive
Council under section 22 of the Professional Boxing and Combat Sports
Act 1985, No. 10183/1985 and came into operation on 1 July 2008:
regulation 3.
The Professional Boxing and Combat Sports Regulations 2008 will sunset
10 years after the day of making on 24 June 2018 (see section 5 of the
Subordinate Legislation Act 1994).
