Tenderers should complete their technical tender in accordance with the technical content and objectives stated in the tendering specifications.

Tenderers should include in the technical tender all information deemed necessary to analyse the quality of the tender and the extent to which it meets all the objectives of the call for tenders (see section 3.4.1 of the Tendering specifications "Award criteria" -

"Technical evaluation").

The technical tender should neither include any of the documents referred to under the exclusion or selection criteria nor should it refer to matters already covered by the exclusion and selection criteria.

In particular, CVs of the staff available for the performance of the services will be assessed as part of the selection criteria (technical capacity) and should not be provided again as part of the technical tender as they are not to be re-examined in the award phase.

The technical tender must contain all the elements requested under section 3.4.1 of the tendering specifications.

Prices must be expressed in euros , not including VAT, and amounts must be quoted to two decimal places.

The prices must be fixed amounts, including all costs directly or indirectly linked to the performance of the contract (like administration, coordination, overheads, consumables etc).

The tender form may not be altered in any way (no modification, comments or additional elements allowed).

A CD-ROM containing the electronic version in Excel of the financial offer must be included with the printed version in the separate envelope in which the financial offer is submitted. In case of any discrepancies between the electronic version and the original, printed version, the latter will prevail. Calculations errors will be corrected accordingly.

Tenderers should fill in Tables Tables A and B below. Each item of the tables must be filled in with a price.

TABLE A – UNIT PRICES

Table A.1

Daily rates for each staff category

Category I.

Highly qualified member of personnel, having assumed important responsibilities in his/her profession and possessing proven management/supervisory, specialist, conceptual and creativity skills as regards professional practise. He/she must have at least ten years professional experience of which at least five must be connected with the professional sector concerned and the type of tasks to be performed.

Category II.

Qualified member of personnel having received a high-level training in his/her profession possessing good specialist, conceptual and creativity skills as regards professional practise. He/she must have at least five years professional experience of which at least three must be connected with the professional sector concerned and the type of tasks to be performed.

Category III : Junior member of personnel, newcomer to the profession but with a training related to the professional sector concerned and the type of tasks to be performed

Category IV : Other staff including administrative and support staff

The daily rate corresponds to the cost of one working day for one member of the tenderer's staff. Normal work time is understood as respecting the law and regulations in force in the country where the services are to be performed. Hours worked beyond normal daily work time shall not be payable.

Table A.2 Travel cost, daily subsistence allowance and local travel cost

Travel cost: a) Lump sum for return travel for one member of contractor’s staff from contractor’s location to Brussels to attend a one day meeting.

b) Lump sum for return travel to other EU destinations than Brussels for one member of contractor’s staff from contractor’s location to the field work place

. c) Lump sum for return travel to Northern and Western African country destinations for one member of contractor’s staff from contractor’s location to the field work place. d) Lump sum for return travel to country destinations of the Indian Ocean for one member of contractor’s staff from contractor’s location to the field work place. e) Lump sum for return travel to Pacific country destinations for one member of contractor’s staff from contractor’s location to the field work place. f) Lump sum for return travel to Nordic country destinations for one member of contractor’s staff from contractor’s location to the field work place.

TABLE B – VOLUME HYPOTHESIS

Tenderers should apply the unit prices as quoted in Table A to the volumes indicated in Table

B, so as to get a total amount for the total volume. This amount will be used to compare the financial value of tenders.

The volumes specified in Table B are for comparison purpose only and do not represent any indication or commitment from the Commission as to the actual volume of services which could be ordered under specific contracts.
