1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared
in Development Business, issue of 31 de may de 2009.
2.
The state of Acre has received a loan from the International Bank for Reconstruction and
Development toward the cost of PROACRE and it intends to apply part of the proceeds of this
loan
to
payments
under
the
of
Medical
Contract
for
Acquisition
Equipment, Hospital and Securities.
3.
The Special Committee for bids - CEL - 01 now invites sealed bids from eligible and
qualified bidders for purchase of medical equipment, hospital and securities in order to improve
obstetric and perinatal network and improvement of the Family Health Program - PSF mobile and
fixed, aiming to meet the activities set forth in PROACRE.
4.
Bidding will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA
Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Special Committee for bids CEL# 01 and inspect the Bidding Documents at the address given below 8:00 am 18:00.

the Pernambuco Sustainable Water Project, and intends to apply part of the proceeds for consultant
services.
The services include the hiring of corporate development for theDiagnostic and proposals for
collection, treatment and sewage, treated effluent disposal in the municipalities: Brejo da Madre
de Deus, Casinhas, Chã de Alegria,Cumaru, Feira Nova, Frei Miguelino, Glória de Goitá,
Jataúba, Lagoa de Itaenga, Limoeiro, Passira, Paudalho, Riacho das Almas,Salgadinho, Santa
Cruz do Capibaribe, Santa Maria de Cambucá,Surubim, Taquaritinga do Norte, Toritama,
Vertentes, Vertentes doLério e Vitória de Santo Antão..The services will be executed within 10
(ten) months and involve the following steps: i. Preparation of detailed workplan, ii. Situational
analysis of the sewage iii. Preparation of proposals for concepts of collection, sewage treatment
and disposal of wastewater; iv. The organization of the information presented in this study, at
different levels of analysis, should be a georeferenced database, compatible with the
geoinformation system of State Secretaryof Water and Energy Resources - SRHE.

CONSULTANT SERVICES FOR ACTING AS VERIFICATION AGENCY
Expressions of interest
The State of São Paulo through the State Secretariat for Water Supply, Sanitation and Water
Resources (SSRH) has signed a loan agreement with the World Bank # IBRD to finance the
activities proposed under the São Paulo Water Recovery Program (REAGUA), and intends to
use parts of the proceeds of this loan for contracting a company (or consortium of companies) to
act as verification agent (VA) to validate the results and milestones established in the various
contracts for financing activities under REAGUA. The SSRH invites eligible consulting
companies to express interest in performing these services.
The consultancy services will comprise verifying the results of actions under REAGUA
according to criteria established jointly by SSRH and the World Bank. At the same time, the
consulting company will be verifying the activities' compliance with established conditions for
environmental licensing, as well as the environmental and social requirements of the World
Bank. The proposed activities include control and reduction of water losses, rational use of
water, wastewater collection and transport system, implementation and optimization of sewage
treatment plants, and reuse of treated effluent. For each activity an initial verification will be
required for establishing the "baseline" which will define a set of indicators that reflect the initial
situation. Throughout the implementation of the activities all these indicators and goals are to be
monitored and assessed to verify the activities' results and efficacy as compared with its
estimated benefits. This will include measuring both intermediate and end results.
Interested consultants shall provide information indicating that they are qualified to perform such
services including (i) a list of similar activities in the past ten (10) years, and (ii) indicating
availability of duly qualified staff. Consultants may associate into consortiums to enhance their
qualifications.
A short list will be prepared which will take into consideration the expressions of interest
received. The consulting company (or consortiums) will be selected from the short list according
to the following guidelines from the World Bank: Selection and Employment of Consultants by
World Bank Borrowers, May 2004 revised in October 2006. The evaluation for comparison of
proposals will be made under (QCBS)

This specific request for expression of interest follows the Project's General Procurement
Notice that was published in the UNDB No. WB 962823 on April 16, 2007.
The Federative Republic of Brazil has received financing from the World Bank toward the
cost of the ROAD TRANSPORT PROJECT -PREMEF, and intends to apply part of the
proceeds for consultant services. The services, Calibration and Adaptation of the HDM-4
Model to the Conditions of the Brazilian Road Network, include the following main activities:
Calibrating and updating the HDM-4 model through the following sub activities:

Expressions of interest
The State of Pernambuco has received financing from the World Bank toward the cost of
the Pernambuco Sustainable Water Project, and intends to apply part of the proceeds for consultant
services.
The services include hiring legal person for training advice managers, thus divided:
Consulting 01-Training Councils Reservoir Managers in Brígida River Basin involving the
mobilization, register of entities, training and support for the operation; Consulting 02- training
consultancy Advice Reservoir Managers in Terra Nova River Basin involving the mobilization,
register of entities, training and support for the operation; Consulting 03- training consultancy
Advice Reservoir Managers in Garças River Basin involving the mobilization, register of
entities, training and support for the operation.
The services will be implemented within 18 (eighteen) months and involve the following steps: i.
Preparing cadastral certificate and apply next to segments of Government (federal, State and
municipal), water users and civilian entities in the areas of influence of reservoirs; ii. Conduct the
treatment of data obtained in implementation of cadastral certificate; iii. plan, execute, supervise
and evaluate the formation of 4 (four) Counsels Managers Reservoirs in Brígida River Basin, 4
(four) in Terra Nova River Basin and 1 (one) in Garças River Basin; and iv. Perform 8 (eight)
training events for leaders and Managers of Councils members reservoirs in Brígida River
Basin,8 (eight) training events for members of the Councils Reservoir Managers in Terra Nova
River Basin and 2 (two) training events for members of the Councils Reservoir Managers of
Councils members reservoirs in Garças River Basin.

Consulting 1: Master Plan for Water Supply – PDAA and Sewerage Master Plan - PDES
municipalities Watershed Rivers Moxotó, Pajeú GI2 and Gi3;
Consulting 2: Master Plan for Water Supply and PDAA the Master Plan for Sanitation - PDES
municipalities Watershed Terra Nova, Brígida, Garça, Pontal, Gi4, Gi 5, Gi6, Gi7, Gi8 and Gi9;
Consulting 3: Master Plan for Water Supply - PDAA and Sewerage Master Plan - PDES of
municipalities in the Watershed rivers, Goiânia Capibaribe Ipojuca and GI 6;
Consulting4: Master Plan for Water Supply - PDAA and Master Plan Sanitation - PDES
municipalities Watershed Rivers Sirinhaém, Una, Mundaú, Ipanema, Gi 4, Gi5 and Gi1;
Consulting 5: Update the Master Plan for Water Supply in the Metropolitan Region of Recife PDAA - RMR with the objective serve as a management tool for identification and/or
deficiencies of SAA's existing, whether integrated or isolated, indicating costs versus return on
investment, in order toprioritize actions necessary to universalize; the water supply, while the
PDES will provide position paper to support government policy on their priority actions in order
to sanitize the urban areas, greatly reducing costs currently spent on health of the population.
Each service will be implemented within three hundred and sixty (360) days and involves the
following steps:
Consulting 1, 2, 3 and 4 Consolidation of Existing Studies of Population and Demand;
Definitions of areas ofinfluence of water supply systems and evaluation of major systems
integrations; Diagnostics of existing production systems, assessment of levels of technical losses
of existing production and supply of integrated systems and isolated systems; Forecast, with
planning and program design and implementation works, expansion and/or improvements to
each of the systems, estimated costs of various actions, Development and Delivery of Software
with mathematical modeling in modules; User Manual that defines all the procedures to use the
software, training a team of technicians COMPESA; Preparation of updating the Master Plan for
Water Supply in the Metropolitan Region of Recife - PDAA-RMR.
The consultants may submit expressions of interest for one or more services and must explain for
which Consulting they are enable.

REQUEST FOR EXPRESSIONS OF INTEREST
Specialized consulting services to carry out a São Paulo Municipal Inventory of Anthropic
Emissions and Removals of Greenhouse Gas, and other products, covering the period 20032009, activity included in Window 5 - Transport Demand Management, of GEF Sustainable
Transport and Air Quality Project.
Consulting services in question will demand:
a.
Data collection for the accounting of the São Paulo anthropic emissions and reductions of
greenhouse gas from 2003 to 2009 in the following fields: Energy, Industrial Process and
Product Use (IPPU), Agriculture, Forestry and Other Land Use (AFOLU), and Waste, for
the gases carbon dioxide(CO2), methane (CH4), nitrous oxide (N2O), and fluorinated gases
(HFC, PFC andSF6)
b.
Sample collection (rainy and dry seasons), with at least 12 collection points, for the
following gases: CH4, CO2, N2O, measuring the flux of such gases at the interface wateratmosphere, in the principal water bodies in the Municipality.
c.
Accounting of the São Paulo total anthropic emissions and removals of greenhousegas
from 2003 to 2009 for the sectors Energy, Industrial Process and Product Use (IPPU),
Agriculture, Forestry and Other Land Use (AFOLU), and Waste, comparing its results
depending on the used approach ("bottom up", or "top-down"), preparing the whole database and the calculation reports
d.
Organization of one workshop and two seminaries.
e.
Data collection, organization of a technical seminary, and development of Scenarios,
which will be at least one inertial scenario and two other alternatives, with a more detailed
study in the fields of Land Use and Transport. In these two fields, there will be an analysis
of the positive and negative advances, resultants of actions in the public transport system,
in the road system, in the real state market, with the implementation of urban operations,
vegetation removal, etc
f.
Development of recommendations to the drawing of public policies related to climate
change, which can improve the public administration in the Municipality of São Paulo, and
can subsidize the conception of public policies with emphasis in emissions mitigation and
adaptation to climate change.
g.
Writing and editing of an Executive Summary of the São Paulo Municipal Inventory of
Anthropic Emissions and Removals of Greenhouse Gas, with circa 30 pages, bilingual,
Portuguese and English, to be published in paper, 1.000 volumes
h.
Writing and editing a Technical Dossier of the STAQ Project for the Inventory, with circa
200 pages, which content is the Inventory, the Scenarios, the Recommendations and the
history of the accomplishment process, to be published in paper, 1.000 volumes.
The deadline for implementation of these services will be 14 (fourteen) months, starting from the
date of emission of the Service Order by ANTP, with the available budget of up to
R$ 680,000.00 (six hundred and eighty thousand reais).
ANTP invites consulting firms in the industry to express their interest in performing those
services. Consulting firms interested and qualified to perform these services should submit their
Expression of Interest letters and portfolios (catalogs, brochures, description of similar

assignments, experience in similar conditions
and adequately staffed available to perform the
services, etc.), supported by appropriate and relevant documentation.
The Letters of Expressions of Interest must be delivered to ANTP at the address below, until
April 8th 2011, until 04:00 PM. Interested consultants may obtain further information at the same
address, from 09:00 AM to 12:00 AM and from 02:00 PM to 05:00 PM, Monday to Friday.
