Education and Training Directorate 2011 Principal Fellowships and Scholarships Guidelines Updated July 2011 1. Principal Fellowships and Scholarships Principal Fellowships and Scholarships are funded through the Principal Professional Learning Fund (PPLF) under the ACT Department of Education and Training Teaching Staff Union Collective Agreement 2009-2011 to support principals leadership capacities. Education and Training Directorate Principals may apply for a fellowship to undertake a study tour, to participate in a short course at a leading international institution such as Harvard, to attend and contribute to conferences of international standing linked to further studies or to undertake a major action research project. Principals may apply for a scholarship to undertake ongoing formal study or research with a tertiary institution. Selection for the Fellowships or Scholarships is made on the basis of an individual’s application and by a selection committee using the criteria listed below. Principal Fellowship recipients may receive payment up to the value of $6000 for the payment of fees and travel costs. Principal Scholarship recipients are reimbursed at the end of their study up to $6000. Reporting and acquittal will take place at the conclusion of the funded period, or milestones established by the committee. Participants will undertake reporting and sharing arrangements resulting in significant benefits to the ACT public school system. Priorities to be addressed through Fellowships and Scholarships All applications for Principal Fellowships and Scholarships need to address one of the Directorate’s currently identified professional learning priorities, or other areas related to the ACT Department of Education and Training Strategic Plan 2010-2013, Everyone Matters. Principal Fellowships/Scholarships – 2010/11 Guidelines - Page 1 of 4 pages Criteria You are eligible if … you are currently employed as a principal with Education and Training Directorate you have not received scholarship within the last three years. The criteria below are used to determine the awarding of each fellowship or scholarship: The applicant’s eligibility Identified system priorities for the year of application The supporting statement in the application School Network Leader endorsement Potential for significant tangible benefits for the ACT public school system Applications are encouraged from all ACT government principals. This table will assist applicants in assessing their level of eligibility for a Principal Fellowship or Scholarship. 2. Role of the Education and Training Directorate Principal Fellowships and Scholarships Committee The Principal Fellowships and Scholarships Committee will: manage the selection process account for and manage Principal Fellowships/ Scholarships Fund report on outcomes, issues, finances, procedures or policy in relation to fellowships/scholarships ensure that minuted proceedings of the committee provide a basis for specific and constructive feedback to applicants receive administrative support from the Professional Learning Section. The committee will comprise: Executive Director School Improvement or nominee ACT Principals’ Association (ACTPA) representative AEU representative 3. Duration and Award of Education and Training Directorate Principal Fellowships and Scholarships Principal Fellowships and Scholarships are awarded for a period of up to three years for a value of up to $6000, which may be supplemented by participants if they wish to undertake activities costing more than this amount. Participants may receive this funding up-front to meet the ongoing costs of activities undertaken as agreed under the terms of the fellowship or scholarship. Principal Fellowships and Scholarships Award Principal Fellowships/Scholarships of $6000 are awarded to support the payment of: course fees for participation in high level studies, or an event of international standing travel or other costs directly associated with the above, if negotiated in advance with the Education and Training Directorate Principal Fellowships/ Scholarships Committee If you plan to take leave, you will need to consider your school’s ability to fund any HDAs that you plan to set up during your absence. Individual cases can be discussed with your Network Leaders. 5. Processing of Applications Notification to Applicants Applicants will be notified by email of the outcome and letter of their successful or unsuccessful application. Decisions made by the committee are final. Successful applicants are required to formally accept the offer within two weeks of receipt of their offer. Feedback to Applicants Applicants who are unsuccessful may seek feedback by contacting the Education and Training Directorate Principal Fellowships/ Scholarships Committee chairperson or delegate. 6. Expectations of Fellowships and Scholarships Recipients By accepting a Principal Fellowship or Scholarship you will be required to maintain personal records, and fulfil the following obligations: Provide evidence of successful completion of the agreed program or stage of program, as well as receipts for fees and other relevant program costs, in submitting reimbursement requests. Notify any change to work location or personal details to the Principal Fellowships and Scholarships project officer Undertake a professional sharing occasion with colleagues or staff working in the Education and Training Directorate during or after your studies. It is expected that you will commit to three years of service with Education and Training Directorate on completion of your study or program. Preparing an Application Applications should be typed and emailed if possible. Applications should contain: Education and Training Directorate Principal Fellowships/Scholarships Application form School Network Leader recommendation form Supporting statement and CV. 9. Document Location Electronic copies of all required paper work are available on the Directorate’s website. Select Professional Learning from the Teaching and Learning drop-down list, then select Principal Fellowships/Scholarships from the panel on the left.
