I. Call to Order Johnson The meeting was called to order at 5:45 p.m. by Obie Johnson with a quorum present. II. Public Comment Johnson No public comment III. Stipend Requests Johnson Stipend requests were distributed to members. IV. Approval of March 9, 2015 Minutes Johnson A motion was made by Janet Childress to approve the minutes, with a second by Jerry Adams. The group voted unanimously to approve with no further discussion. V. Old Business A. Suicide Prevention Eads Jeff brought information to the group from the March 25, 2015 Davie County Suicide Prevention group. The powerpoint developed by the Department of Public Health was reviewed with the group. An overview of the Suicide Prevention group makeup was presented. Statistics noted in the powerpoint reviewed include: Davie ranks 5th in the State with suicide. The demographic group most likely to complete suicide in Davie is white males between the ages of 5083. Most frequent method of completing suicide was gunshot to head, second most frequent method was gunshot to chest. 2011 Davie County Health Assessment revealed that residents with a friend or family member needing counseling for a mental health problem would refer to: Family doctor; Pastor/Priest; and “Don’t know.” Emergency Department Visits for thoughts, attempted and/or plans for suicide: 2010=133; 2011=150; and 2012=195 During the suicide prevention meeting, it was discussed how individuals with private insurance (outside of CenterPoint’s sphere of influence), are having a difficult time with access to behavioral healthcare. Jerry Adams asked if something similar to what Davie County did could be replicated in our other counties since this data was so helpful and informative. There was additional discussion on how CFAC gets data, CFAC reports to the Board, and then the Board makes recommendations on how to intervene. Matt Potter recommended that CFAC continues to support things (MH Awareness, Stokes Stomp, FunDay) that are “boots on the ground.” Matt commented that there is a cycle where the message is passed along, and “the job is done” and little gets done. A recommendation was made for Network to present on the needs/gaps analysis at the next meeting. Specifically, a “condensed” version is what the group is interested in. Mission CenterPoint Human Services is a managed care organization responsible for assuring that accessible, quality and accountable care is available for those with mental health, intellectual and developmental disabilities and substance abuse challenges. VI. New Business A. Ivey Center Update Eads Jeff updated the group on the land survey. At this time, there isn’t indication of anything that will hold the project back. The property is in a due diligence phase, and CenterPoint does not own the property at this time. Mary Miller commented that Dr. Stephens has sought the input of local advocates, and she is glad that this is occurring. Mary wanted Obie to note this in his report to the Board. Jeff told the group that additional input may be needed quickly, possibly before the next CFAC meeting. B. System of Care Expansion Grant Eads Jeff updated the group on the System of Care Expansion Grant. CenterPoint is part of a pilot project that will target children in Psychiatric Rehabilitation Treatment Facilities (PRTF) and help them with transitioning back to the community. A service called NC Wraparound Service will be grant funded for 4 years to provide intense, family centered services that include family and youth partners to help put families “in the driver’s seat.” An RFP is being put out and will be reviewed by CenterPoint staff and a volunteer from CFAC. C. Update on Mobile Crisis Management Eads Jeff updated the group on mobile crisis management services in the area. Recently, Forsyth Medical Center discontinued providing mobile crisis services. At this time, a waiver has been approved for CenterPoint to have only one provider, Daymark, of this service. Jeff let the group know that at this time, there have been no adverse impacts on folks in the community. Jeff provided education on the service and how it is fee-for-service, and the provider only gets paid when they respond to a call, but they must be staffed to provide this service at any time. Matt Potter mentioned that there is some movement at the State level to move this service away from a fee-for-service model. D. FunDay Request Johnson A request for $2000 from Gracie Woody (CenterPoint) and the FunDay planning committee was presented by Obie. It was recommended that a FunDay planning committee leader attend a CFAC meeting to speak more to this request. Specifically, the group would like to find out how the contributions to FunDay could result in finding more members from Stokes through this event. VII. Division Update CET Liaison No Division Liaison present for the meeting. VIII. Action Steps A. Recommendations to Board IX.
