Social Security Administration’s Ticket to Work
The Ticket to Work and Work Incentives Improvement Act established the Ticket to Work program in
1999; the program was fully launched in 2004. The Ticket Program provides adult disability beneficiaries
ages 18 through 64 with more choices for receiving employment services and increasing provider
incentives to serve these individuals. Social Security issues symbolic Tickets to eligible beneficiaries
who, in turn, may assign those Tickets to an Employment Network (EN) of their choice to obtain
employment services, vocational rehabilitation services, or other support services necessary to
maximize their economic self-sufficiency through work opportunities.
More than 13 million beneficiaries with disabilities in all 50 states, the District of Columbia, and the U.S.
territories are eligible to participate in the Ticket Program.
MAXIMUS assists Social Security as the Operations Support Manager (OSM) of the Ticket Program.
The core functions of OSM relate to EN recruitment and delivery of EN services to beneficiaries by
recruiting experienced and highly-qualified ENs; facilitating/monitoring active Ticket Program
participation by ENs; administering and supporting the Ticket assignment process; and administering
and supporting the EN payment process.
