ZONING ORDINANCE CITY OF PARKERS PRAIRIE, MINNESOTA SECTION 14.0 – WATER SUPPLY AND SEWAGE TREATEMENT 14.01 WATER SUPPLY 14.011 Any public or private supply of water for domestic purposes must meet or exceed standards for water quality of the Minnesota Department of Health and the Minnesota Pollution Control Agency. 14.02 SEWAGE TREATMENT 14.021 Any premises used for human occupancy must be provided with an adequate method of sewage treatment. 14.022 Public-owned sewer systems must be used where available. 14.023 All private sewage treatment systems must meet or exceed the Minnesota Pollution Control Agency’s standards for individual sewage treatment systems contained in the document titled “Individual Sewage Treatment Standards, Chapter 7080”, a copy of which is hereby adopted by reference and declared to be a part of this ordinance. 14.024 On-site sewage treatment systems must be set back from the ordinary high water level in accordance with the setbacks contained in Section 11.062 of this ordinance. 14.025 All proposed sites for onsite sewage treatment systems shall be evaluated in accordance with the criteria in subitems (A)-(D). If the determination of a site’s suitability cannot be made with publicly available, existing information, it shall then be the responsibility of the applicant to provide sufficient soil borings and percolation tests from onsite field investigations. Evaluation criteria: A.) depth to the highest known or calculated ground water table; B.) soil conditions, properties, and permeability; C.) slope; D.) the existence of lowlands, local surface depressions; 14.026 Nonconforming sewage treatment systems shall be regulated and upgraded in accordance with Subsection 14.023 of this ordinance. 14.027 No installations, alterations, repairs, or extensions shall be made until a permit is obtained for such installation, alteration, repairs, or extensions from the City of Parkers Prairie. The fee for such permit will be in accordance to the City of Parkers Prairie Permit and License Fee Schedule. 14.028 Application for permit shall be made in writing upon forms furnished by the city and shall be signed by the applicant or his agent. 14.029 No person shall install, alter, repair, or extend a sewer system in the city limits of Parkers Prairie without first obtaining a license from the City of Parkers Prairie for such activity and pay a fee in accordance with the City of Parkers Prairie Permit and License Fee Schedule. 14.030 Part of the requirements for obtaining a license for installing, altering, repairing, or extending of Onsite Sewage Treatment Systems shall be certification by the Minnesota Pollution Control Agency for the installation of Onsite Sewage Treatment Systems. 14.031 No parts of a sewer system whether an onsite system or a sewer line hooked to the municipal sewer system shall be covered until inspected and approved by the City Maintenance Supervisor or his agent. 14.032 It shall be the City Maintenance Supervisors duty to keep complete records of all installations, alterations, repairs or extensions of any sewer line or onsite systems within the city limits of Parkers Prairie.
