Responsiveness to Instruction (RTI) Specialists
Role:
 The RTI Specialist is defined as one whose primary concern is the improvement
of instruction through the provision of instructional leadership via data
interpretation and differentiation strategies.
 The RTI Specialist serves as process and paperwork consultant to teachers and
other professional personnel regarding RTI problem solving and procedures.
 Responsibilities include curriculum guidance, instructional recommendations,
and staff development as these areas related to the implementation of the RTI
process.
 The RTI Specialist serves as a member of the leadership team charged with the
responsibility for planning, implementing, and evaluating the process and
procedures of students involved in the RTI process.
 The ultimate goal of this role is to improve educational outcomes for students by
supporting schools in integrating high-quality, standards-based interventions
that match student’s academic, social-emotional and behavioral needs.
Responsibilities:



Develops and leads the school district in progress monitoring for students;
Collaborates with schools in developing, refining and integrating appropriate RTI
strategies;
Provides leadership and support to Title I school leadership, as identified by the
principal, in managing the RTI documentation process;
Coordinates the publication and distribution of RTI-related staff development
and materials, excluding the process as it relates to exceptional children’s
process or placement;
Work directly with teachers to train, guide and assist with learning and
integrating the RTI process;
Work directly with school administration and building RTI leadership, as
identified by the principal, to develop RTI protocol within the state and LEA
parameters;

Work with schools teams and instructional specialists to help develop strong
instructional support models and materials;

Assist SST Chair with reviewing and monitoring Student Support Team (SST)
referrals and process;
Work with school administration to assist in RTI fidelity check observations and
feedback;

Attend related RTI meetings, conferences and workshops;


Required Knowledge, Skills, and Abilities:
 Broad knowledge of the principles and practices of instruction; comprehensive
knowledge of the methods (high-quality, research-based instruction), materials,
procedures, and practices of instruction, including instructional differentiation
and increasingly intensive, multi-tiered instruction which supports individual
student needs; ability to develop or locate on-going student assessments to
determine the effect of instruction on individual students; ability to establish
and maintain effective working relationships with staff, parents and
administration; ability to manage time and human resources to successfully carry
out the function and programs of the office; ability to communicate effectively,
both orally and in writing.
Reports to:
 Building Principal and District RTI Coordinator
Qualifications:
 Licensure in the State of North Carolina;
 Leadership skills necessary to assist teachers, parents and administrators as a
resource;
 Knowledge and demonstrate proficiency with the NC Standard Course of Study:
K-5;
 Knowledge of current research and basic understanding of the RTI process
