PLANNING AND DEVELOPMENT ACTS 2000-2006 (SECTION 13) NOTICE OF PROPOSED DRAFT VARIATIONS OF THE DUBLIN CITY DEVELOPMENT PLAN 2005-2011 (VARIATIONS NO. 46 & NO.47) Notice is hereby given pursuant to Section 13 of the Planning and Development Acts 2000-2006 that Dublin City Council, being the Planning Authority for Dublin City, has prepared two proposed Draft Variations of the Dublin City Development Plan 2005-2011 in accordance with the objectives of the Liberties Local Area Plan: The Liberties Local Area Plan was adopted at the City Council Meeting of the 11th of May 2009. The Plan seeks the sustainable regeneration of the Liberties area with detailed proposals for key redevelopment sites. Section 8.5 sets out the rationale for a range of land use zoning recommendations, which will contribute towards the implementation of the overall LAP strategy. It is proposed to change the land use zoning of 2 key development sites identified in the Liberties Local Area Plan as follows: Variation No. 46: Location: Vicar Street (Square) Existing Zoning: Z5, which reads; 'to consolidate and facilitate the development of the central area, and to identify, reinforce and strengthen and protect its civic design character and dignity'. Proposed Zoning: Z9, which reads, ‘To preserve, provide and improve amenity and open space’. Reason: To facilitate the achievement of the objectives of the LAP set out in section 7.2. i.e. - to provide for a new communal open space (including playground) as set out in the strategic layout for this area in section 7.2 of the plan (also set out in the public realm strategy). Variation No. 47: Location: Newmarket – between Cork Street and Mill Street. Existing Zoning: Z6, which reads ‘to provide for the creation and protection of enterprise and facilitate opportunities for employment creation’. Proposed Zoning: Z10, which reads ‘To consolidate and facilitate the development of inner suburban sites of mixed use development of which office, retail and residential would be the predominant uses’. Reason: To facilitate the achievement of the objectives of the LAP set out in section 7.8. The plan encourages a more appropriate mix of uses around Newmarket Square to revitalise the area by way of more active frontages. A copy of the proposed Draft Variations will be available for inspection at the Civic Offices, Wood Quay, Dublin 8 from Monday to Friday (excluding Bank Holidays) between the hours of 09.00 to 16.30hrs from Friday 16th October to Thursday 12th November 2009 (both dates inclusive).
