Bids received in excess of the ABC shall be automatically rejected at bid opening.
2.
The Department of Public Works and Highways, Cotabato 1st
DistrictEngineering Office, Lanao, Kidapawan City now invites bids for the abovementioned projects. Bidders should have completed within (10) years from the date of
submission and receipt of bids, a contract similar to the Project. The description of an
eligible bidder is contained in the Bidding Documents, particularly, in Section II.
Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government
Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least seventy five percent (75%) interest or outstanding capital
stock belonging to citizens of the Philippines.
4.
Interested bidders may obtain further information from DPWH Civil Works are required
to register prior to the set schedule of submission of bid while those already registered
shall keep their records current and updated. Contractor’s eligibility to bid on the
projects will be determined using the DPWH Contractor Profile Eligibility Process (CPEP)
and subject to further post-qualification. Information on registration can be obtained at
DPWH Cotabato 1st District Engineering Office, Lanao, Kidapawan City from 8:00 A.M to
5:00 P.M.
5.
Interested bidders may obtain further information from DPWH Cotabato 1st District
Engineering Office, Lanao, Kidapawan City and inspect the Bidding Documents at the
address given below from 8:00 A.M to 5:00 P.M.
6.
A complete set of Bidding Documents may be purchased by interested Bidders from the
address below and upon payment of a non-refundable fee for the Bidding Documents in
the amount of Five Thousand Pesos (5,000.00) Only. It may also be downloaded
free of charge from the website of the Philippine Government Electronic Procurement
System(PhilGEPS) and the website of the Procuring Entity, provided that bidders shall
pay the fee for the Bidding Documents not later than the submission of their bids.
7.
The Department of Public Works and Highways, Cotabato 1st District Engineering Office,
Lanao, Kidapawan City will hold a Pre-bid Conference November 12, 2015 at
10:00 A.M. which shall be open to all interested parties.
8.
All bid documents being required for submission must be properly bookbound and the
contents of which must be all numbered/paginated consecutively, the total number of
which must be indicated in the covering page and signed by the duly authorized
representative, pursuant to Department Order No. 90, Series of 2002
9.
In order to afford sufficient time to update contractor’s records in the Civil Works
Registry (CWR) for all projects, the submission of Class “A” Documents and Financial
Statements is prescribed at least seven (7) calendar days and the Technical Documents
(completed/on-going projects) at least fifteen (15) calendar days before deadline for the
submission or opening of bids to the DPWH-Civil Works Registry, pursuant to
Department Order No. 03, Series of 2015.
10.
Interested bidders must submit a “statement of all its ongoing and completed
government and private contracts, including contracts awarded but not yet started, if
any, whether or not similar in nature and complexity to the contract to be bid within the
period provided in the Bidding Documentsusing the prescribe form DPWH-J in pursuant
to Department Order No. 36, Series of 2015.
11. Consistent with Memorandum dated July 24, 2015 the following documents are no longer
required during the opening of bids:
1. Certificate of Registration of Contractor (CRC)
2. Contractor’s Information (CI); and
3. Class “A” documents enumerated in Section 23.1 of the IRR of RA 9184 as
part of technical envelope, considering that these should have been
previously submitted to the Procurement Service and are captured in the
CI, which is already accessible to ROs and DEOs. Submission of Class “B”
document shall continue to form part of the technical envelope.
12. The Contractor’s proposed CSHP shall be in accordance with DOLE D.O No. 13, series of
1998 and its Procedural Guidelines to be submitted as a part of the first envelope
(Technical Proposal) during the bidding process and,later the winning bidder shall submit
the same for approval of the DPWH authority, subject to concurrence by the DOLE in
consonance with DO No. 129 Series of 2014 dated July 17, 2014.
13. Bids must be delivered to the address below on or before November 24, 2015
at 10:00A.M.All bids must be accompanied by a bid security in any of the acceptable
forms and in the amount stated in ITB Clause 18.1 OR Bid Securing Declaration provided
in GPPB Circular 01-2014 dated May 23,2014.
