Meeting of the Bronte Beach Precinct .
Held on 25 February , 2004 .
At the Bronte R.S.L. Club .
Convenors – Mrs Virginia Milson , Mr. Norman Brown .
Attendance - 21
Ward Councillors in Attendance – Mora Main .
Ward Councillors absent - Ted Plummer .
Apologies – Councillor Kerryn Sloan .
Confirmation of the Minutes of the Precious meeting .
Proposed – Mrs Olga McLachlan , seconded – Erica Rink .
Mrs Milson welcomed everyone to the meeting and stated that due to adverse
weather conditions, the Precinct barbecue was cancelled for the following
evening. It is now intended to be held it on Thursday 25 March.
Clean up Australia Day will be on Sunday 7 March and any assistance in
cleaning up the area would be appreciated.
University NSW Eco Living Centre: – as this is one of the major concerns for
the future, it is hoped to invite a Guest Speaker to talk on this subject at the
next Precinct Meeting. This was greeted with interest by the meeting.
Meet the Candidates.
There would be a special meeting to allow residents to meet the Candidates
for the next Council Election on March 27 th .
This meeting would be held on Wednesday 24 March – at the Lugar Brae
Church Hall commencing at 8 p.m.
Residents were especially invited to attend this meeting and get to know who
they were voting for and their policies as this would affect the area for the next
4 years .
Development Applications:57 Gardyne Street .
It was explained that the Land and Environment Court had decided against
the Applicant in this instance.
55a Gardyne Street
This was now being debated in the Court and a decision was expected
shortly.
532 Bronte Road .
This is another proposal for the existing house to be demolished. A study on
the roof, it was believed, may lead to roof top entertaining.
471 Bronte Road .
The residents were advised that this café had applied for an extension of
trading hours from 7 – 10 p.m. daily - for a 12 month trial period .
There was some concern regarding the noise impact on the people who live
above and behind the cafes.
499.
Bronte Road.
A Development Application has now been lodged for this property and
was available for inspection at the Council Chambers.
501 Bronte Road .
This is a large block on the hill on the south side of the beach. The
proposal is to build a garage for 10 cars in the hillside and the Precinct
was concerned about the safety aspect of this proposal. Council had
decided to put this on Inspection and will be visiting the site on –
Saturday 6 March before making any decision on the matter.
Roof top entertaining.
Mr. Brown stated that the Land and Environment Court had rejected a
similar application in Rose Bay recently. The Commissioner found –
"that it would add bulk to the building , and unreasonably impact on the
visual , aural privacy and views of nearby residents . Also the potential
on the neighbours amenity was too great an intrusion ".
Motion 1.
Due to the density of population in the area, the Bronte Beach Precinct
urges Waverley Council to refuse any Development Application which
would involve roof top entertaining.

For the motion 18 . Abstentions – 2 Motion was passed .
Vandalism of trees in the area.
Residents were concerned about the deliberate vandalism of trees,
particularly those affected in the Cutting, so there was much discussion
and debate about how best to combat this.
Motion 2
Bronte Beach Precinct requests that in cases where trees have been
deliberately poisoned or destroyed that Council allows the dead tree to
remain, and places a sign over it stating what has happened.

For Motion - 19 . Abstention – 1 . Motion carried .
Motion 3 .
That Council implement a tree management program in order to plant a
suitable new tree (not shrub) next to the one which has been destroyed
Proposed - June Moore Seconded - Reg Ryan
For the motion 19 abstentions – nil . Motion carried .
Motion 4 .
That Waverley Council send a letter to neighbours explaining what has
happened to the trees and the reason for the replacement.

Motion 5 .
The Bronte Beach precinct recommends that Waverley council
supports native bird life habitat by the removal of feral Indian myna
birds by trapping along the lines conducted by Centennial Park and
Wyong Council .
Proposed Rob McClellan seconded Reg Ryan
Passed – unanimously
Bronte Park Plan of Management.
Mr. Brown explained that Waverley council was now reviewing the
submissions that it had received from the public and he would keep
them updated on developments.
Annual General Meeting.
At this time the Co Convenors vacated their chairs, and the Election
was conducted by Councillor Main and Rob McClellan.
The following persons were Elected –
Co Convenors - Mrs Virginia Milson and Norman Brown
Exec of the Precinct - Erica Rink and Graeme Greenup .
New State Government Planning Policy
Mr. Graeme Greenup then spoke about new State Government policy
and how it would affect developments in the future.
He explained that the State Government wanted more control over
planning matters, as there was so many inconsistencies between
Councils. Different Councils often have different interpretations of
various issues - such as site coverage. So this was an effort to
standardise and improve efficiency.
A Task Force, which had been set up to evaluate this, had
recommended the speeding up of development applications by use of
a private certifier instead of Council. However this could have adverse
impacts on developments, and Precincts and neighbours might not
even be notified of the proposal.
Waverley Council had objected to many of the proposed changes.
Motion 6.
Bronte Beach Precinct supports Councils objection to those
recommendations of the Local Development Task force which would
lessen transparency and accountability to the local community for
planning decisions .The Precinct opposes any "cookie cutter "approach
to the planning of this beautiful city because of the disenfranchisement
of the local communities that it would represent.

Passed – unanimously .
Motion 7.
The Bronte Beach Precinct requests that Waverley Council place a
Development Application notice at the front of any property which
would have significant development impact such as - e.g. 499 Bronte
Road , and 501 Bronte Road
Proposed – Graeme Greenup , Seconded – Erica Rink .
Passed – unanimously .
