This report seeks authority to release capital funding in order to enable the refurbishment and extension of the pavilion at Paddington Recreation Ground. The contract includes the extension, refurbishment and internal adaptation of the existing pavilion and the construction of a linked single storey extension constructed to its west. The new extension will accommodate additional changing facilities, an entrance lobby and associated ancillary accommodation and a new, fully accessible resource centre for use by clubs, schools and local groups will also be created. 2. The works associated with this contract are included within the approved capital programme for Environment and Leisure for 2007/08 and 2008/09. 3. The works form part of the wider regeneration programme at the park which commenced in 2006/07 and involves the refurbishment and enhancement of the sports and leisure facilities. The works are particularly important as the current changing facilities are of a poor standard and cannot accommodate the growing levels of usage at the site. The new resource centre will also provide a vital facility for local clubs, groups and schools to support further improvements in sport and leisure infrastructure at the site and across the City. 4. This contract is also part of the agreed programme of works associated with the agreed £1 million external funding award from the Football Foundation which was successfully secured in 2006/07 but is subject to the satisfactory and timely completion of the whole regeneration programme at the site of which the Pavilion project forms a vital part. 5. The funding of £1.45 million for this project has been approved in the Capital Programme for 2007/2008 and 2008/09. Under Financial Regulation B8, capital expenditure cannot be incurred on any scheme in excess of £150,000 until Cabinet Member approval is received. Recommendation 1. The remodelling of Paddington Recreation Ground is a Civic Renewal objective with approved capital budget provision phased over several years and with partnership funding from third parties. These site improvement works in 2007/08 and 2008/09 are promoted to enable the improvement programme to continue, with this element of the works involving the extension and refurbishment to the Pavilion building. Financial summary: Financial Regulation B8 approval is sought for this project amounting to £1,455,000 £360,000 external funding will also be realised following completion of the works as part of the £1 million award from the Football Foundation, providing a net cost to the Council of £1,095,000. Background Information 1.1 The required improvement works have been identified in the capital programme for a number of years and form part of the regeneration works at the site which has attracted significant external funding from external sources. The proposed works to the Pavilion building to which this report relates are an integral part of the regeneration programme and will realised £360k in external funding contributions from the Football Foundation upon their timely completion. 1.2 The proposed works have all planning consents necessary to undertake and deliver the improvements, including a temporary planning application to relocate the changing facilities into temporary accommodation during the build period. 1.3 Carillion Services Ltd were appointed as consultants to develop the drawings and specification for the contract and to manage and monitor the building contract through the tender, building works, practical completion and defects liability stages. This appointment was approved by DCB on 25 th July 2005. Following a competitive tendering process DCB also approved the appointment of Walker Construction Ltd to undertake the works on 31 st October 2007. 2. Detail 2.1 The contract covers the refurbishment of the existing Pavilion building including the upgrading of existing changing rooms, the remodelling and enhancement of the reception and bookings area and the remodelling of the first floor area to create a resource centre for clubs, community groups and schools. A ground floor extension is also included which will provide a further four changing rooms and a new storage area. A lift will be installed to provide complete, DDA compliant, accessibility to the remodelled first floor. 2.2 This contract is also part of the agreed programme of works associated with the £1 million external funding contribution from the Football Foundation which was successfully secured in 2006/07 but is subject to the satisfactory and timely completion of the whole regeneration programme at the site. £360k funding from the Football Foundation will be realised upon the timely completion of this project. 2.3 In undertaking the competitive tendering process for the works, the Council’s procurement code was consistently adhered to and five appropriate organisations submitted competitive tender bids for the contract. 3. Financial Implications 3.1 This contract for works amounts to a total of £1,399,173.53, broken down as set out below. 3.2 In addition to the cost of the contract a further £15k will be allocated to the total cost of the project for capitalised salary costs from the Parks, Sports and Leisure client team which relates to an apportionment of their time spent on this project. A further £55k will also be incurred relating of temporary facilities to enable the existing sports and leisure service operation to continue during the 30 week build period. This cost includes the installation of temporary changing, reception and associated ancillary facilities which are vital in maintaining the current level of service for this relatively long duration. 3.3 The costs for the contract will be met through the approved capital programme (cost code W651007 0950) and the anticipated profiled expenditure is as follows: 2007/08 2008/09 Total cost £555k £900k £1.45m 3.4 As the project is included within the approved grant funding from the Football Foundation, external funding grant payments will be received as the project works are undertaken. Consultation 8.1 An extensive programme of consultation was undertaken for the regeneration programme at the park (which includes this programme of works for the Pavilion building) and included Ward Members, users, local residents, clubs, groups and local schools. This consultation process helped to inform the overall proposals. 9. Crime and Disorder Act 1998 9.1 There are no issues to be addressed within the Crime and Disorder Act. 10. Health and Safety Issues 10.1 A full risk assessment of the project and associated works will be carried out. 10.2 The appointed contractor is required to provide the Construction Phase Plan under CDM Regulations 2007. The plan should include arrangements for monitoring site health and safety and will be closely monitored by the Council’s Leisure Contracts Manager (Technical) and the appointed consultants to ensure compliance. 10.3 All contractors will abide by the Council’s Health and Safety Policy and follow the Health and Safety at Work Act 1974. 11. Human Rights Act 1998 11.1 This proposal has no implications in respect of the Human Rights Act 1998. 12.
