CLASS TITLE: EQUIPMENT OPERATOR II
BASIC FUNCTION:
Under the direction of a District Road Superintendent, perform skilled operation of heavy
equipment and vehicles to construct and maintain County roads and solid waste sites;
service and assist in the maintenance of assigned equipment and vehicles.
DISTINGUISHING CHARACTERISTICS:
Equipment Operator II incumbents perform skilled duties in the more complex construction
of County roads and solid waste sites. Equipment Operator III incumbents exercise
greater independence and have sole responsibility for a geographical section of the
County such as the Salton Sea area. Equipment Operator I incumbents are assigned
maintenance and repair duties for County roads and bridges.
REPRESENTATIVE DUTIES:
Perform skilled operation of heavy equipment and vehicles to construct and maintain
County roads and solid waste sites; service and assist in the maintenance of assigned
equipment and vehicles.
Perform road construction including clearing right of way, shaping roadway, loading and
hauling dirt, spreading and laying dirt, compacting base, loading and hauling oil mix
material
and mixing road oil on job sites.
Train others in equipment use, safety procedures and operations; attend meetings as
required.
Coordinate instructions and communications between truck crews, loading sites and
project
sites; update personnel on breakdowns or delays at loading sites or between job sites;
report changes in job plans, road condition hazards, accidents or need for emergency
assistance.
Operate vacuum power broom to clean roads; operate steel roller to compress asphalt in
the construction of roads.
Inspect and service equipment to assure safe and effective operating condition; check
tires,
belts, lights and cables, grease, filters, radiator, oil and fuel.
Repair and maintain equipment such as flat tires and grader blades; replace cable; change
bands on draglines and perform minor tune-ups.

Perform road maintenance such as grading roadways, shoulders, ditches, water roads;
trim trees and brush.
Maintain bridges by sweeping, removing paint, painting and performing structural repair.
Assist with storm damage operations such as clearing roadways, removing storm waters
and repairing roadways.
Respond to emergency call-outs as required during on- and off-duty hours.
Read measurements and grade stakes to assure proper grading levels of roadways,
shoulders and ditches.
Operate light and heavy equipment such as draglines, skip loaders, dump truck, water
truck,
bulldozer, flat rack, steel roller and rubber tire roller.
Operate other equipment such as small compressors, saw, hoe, shovel, wrench, drill,
impact tool, gas pump, steam cleaner, car radio and flat rack truck.
Perform welding as necessary to fabricate and repair a wide variety of metal parts.
Assist mechanic with repair of engines, transmissions, drive assemblies, electrical
systems,
body repairs and cleaning.
Prepare time sheets and maintenance and service records for equipment.
Assist in producing road and traffic signs as necessary.
Perform flagging duties as necessary.
Read items such as department directives, repair manuals, memos and paint cans.
Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
Road construction and maintenance.
Light and heavy equipment such as draglines, skip loaders, dump truck, water truck,
bulldozer, flat rack, steel roller and rubber tire roller.
Methods of performing basic maintenance and service on assigned equipment.
Methods and equipment used in welding.
Proper lifting techniques.

ABILITY TO:
Perform skilled operation of heavy equipment and vehicles to construct and maintain
County roads and solid waste sites.
Operate light and heavy equipment such as draglines, skip loaders, dump truck, water
truck,
bulldozer, flat rack, steel roller and rubber tire roller.
Service and assist in the maintenance of assigned equipment and vehicles.
Repair and replace equipment such as tires, cables, motors, transmissions, grader blades
and belts.
Utilize hand and power tools such as wrenches, screwdrivers, socket sets, hammers,
punches, power broom, tire tools and welding equipment.
Trim trees.
Paint bridges.
Maintain routine records related to work performed.
Understand and follow oral and written directions.
Work cooperatively with others.
Read items such as department directives, repair manuals, memos and paint cans.
Lift objects weighing up to 100 pounds.
EDUCATION AND EXPERIENCE:
Any combination equivalent to: two years of increasingly responsible experience
operating and maintaining heavy equipment used in the construction and maintenance of
County roads and waste sites.
LICENSES AND OTHER REQUIREMENTS:
Valid California Class A driver's license.
WORKING CONDITIONS:
Outdoor environment; driving from site to site to conduct work and emergency call-outs in
hot, cold, windy and rainy weather.
Physical abilities required include dexterity of hands and fingers to operate vehicles,
equipment and tools, seeing to perform work and operate equipment, climbing in and out
of large equipment, stooping, reaching overhead, above the shoulders and horizontally,
walking over rough uneven ground, balancing on high and narrow places, lifting and
carrying heavy objects weighing up to 100 pounds and pushing, pulling or dragging heavy
items weighing up to 200 pounds, perform heavy physical work, standing for extended
periods of time to perform such tasks as flagging traffic.
Incumbents may be exposed to hazard from passing traffic when repairing roads and

bridges, extreme weather conditions, loud equipment noise, working around and with
machinery having moving parts, falling or flying objects, chemicals and solvents, exhaust
fumes, dust, pollen, and working in high, narrow or cramped locations.
