The explanations of these terms are intended to provide information and are not all-inclusive definitions. 1. Amendment Any change in a responsibility listed in the Career Ladder plan. 2. Appropriate Certification An individual who holds a Missouri teacher’s certificate appropriate to the assigned position. 3. Career Ladder Supplement This is in addition to the salary normally accorded the teacher. 4. Direct Student Contact Direct contact with students after school hours in a non-paid position. Examples are: clubs, organizations, music, lessons, tutorial service, etc. 5. Enhancement Materials and elements used to expand, enrich, strengthen, deepen, and improve a basic unit above the ordinary. 6. Evaluator The individual responsible to evaluate a teacher. He/she can be the superintendent, an assistant superintendent, principal, an assistant principal, or director. 7. Performance Based Evaluation In the career ladder plan, a specified level or performance is required for each stage. Meets Expected Performance Level* The designated performance level of career ladder Stage I, II, and III. The Teacher must have been evaluated at this level on all of the criteria listed in the District’s Performance Based Evaluation system. 1 Meets and Exceeds Performance Level* The established performance level for Stages II and III of the career ladder plan. “Exceeds” means that the teacher must show evidence of performance above the expected level on an established number of criteria (2 for Stage 2 and 3 for Stage III) as noted in the career ladder plan for the Ralls County R-II School District. *reference – Form E and Performance Based Evaluation Manual 8. EDUCATOR Certified personnel who are not contracted as an administrator and serving on a regular length or extended full-time contract. 9. ACRONYMS AND DEFINITIONS CLC – Career Ladder Committee CLP – Career Ladder Plan CLDC – Career Ladder Development Committee DCL – District Career Ladder DCLP – District Career Ladder Plan PBTE – Performance Based Teacher Evaluation PIP - Performance Improvement Plan 2 TIME LINE FOR PLANS May 1 – April 30 Career Ladder Plan logging of hours. April 1 All Plans for Career Ladder must be hand or typewritten and submitted for approval. (This includes Form E for Stage II and Stage III participants.) April 1 - 15 Committee meets to review proposed plans, makes recommendation for change, and approves proposed plans. November 1 First Amendment period. Teachers new in the district can apply for Career Ladder. March 1 Final date for Amendment. Submit letter of intent to participate in Career Ladder during the next career ladder cycle. May 10 Completed plans are due. In Case of Rejection – The submitting teacher may desire to make alterations in the original plan and to resubmit the plan in order to obtain Career Ladder status. The teacher must do so within ten working days of the date the plan was returned to the teacher. Failure to comply, results in forfeit of that teacher’s plan. 3 I. RALLS COUNTY R-II DISTRICT CAREER LADDER PLAN (DCLP) Ralls County R-II School District is committed to providing a successful educational experience for all students. Educational excellence is dependent largely on the skill, talent, and dedication of educators. A Career Ladder Program is a positive process which fosters professional growth, the exchange of ideas, cooperation among teachers and assists in attracting quality teachers. The two purposes of the Career Ladder Program are to 1) benefit students by the implementation of programs that will enhance student successes and 2) enhance the educational experience of students by recognizing and rewarding productive educators through which career advancement can be realized. Career Ladder is organized to provide opportunities for increased responsibilities and compensation. A Career Ladder plan facilitates communication between schools and the community. The Ralls County R-II School District has developed a School Improvement Plan, a Curriculum Development Plan, a Professional Development Plan and participates in the educational experience for all students. All Career Ladder responsibilities shall directly and obviously relate to the IMPROVEMENT OF PROGRAMS AND SERVICES FOR STUDENTS as outlines in the: Ralls County R-II School Improvement Plan, Curriculum Development Plan, Professional Development Plan, Missouri School Improvement Plan, or other instructional improvement plans. The teacher’s Career Development Plan (CDP) will associate each Career Ladder responsibility with either a designated plan or other instructional improvement plan. Acceptable responsibilities are non-compensated activities that are not a part of a participant’s regular contract and involve extended day activities. The Career Ladder responsibilities must meet these criterion: 1) time must be logged for each responsibility, 2) work must be on non contracted time, 3) work must strengthen the program, 4) improves educational experience, 5) work is not currently monetarily compensated, (including graduate level credit paid for by the district), and 6) WILL BENEFIT THE STUDENT. 4 II. Method of Payment for Completion of CLP Responsibilities Payments will be received by educators no later than July 25 if all Career Ladder responsibilities are completed. There will be no partial payment based on partially completed responsibilities. An educator who successfully completes Stage I responsibilities will be compensated up to $1,500, Stage II responsibilities, up to $3,000, and Stage III responsibilities, up to $5,000. If the dollar amount for any stage decreases, the hours will be decreased proportionally. The minimum number of responsibilities may be decreased only by a letter from the participant explaining the request and petitioning the CLC and the committee’s approval of that request by March 1. Money received in payment from the completion of Career Ladder Responsibilities is subject to the same taxes and retirement deductions as an educator’s regular salary. If the state does not fully fund the program, money received by the district will be prorated. If the state portion of the Career Ladder funds is delayed or withheld, the Ralls County R-II School District will honor the district’s share of the Career Ladder Plan by July 25. The Career Ladder supplement is an addition to the Salary Schedule. FUNDING If the funding for the Excellence in Education Act does not keep pace to fund the three levels of the Career Ladder Plan at $1,500, $3,000, and $5,000, the Ralls County R-II School District would reduce the payments to match the reduction in state funding. If the State of Missouri were to abandon their Career Ladder Program, the Ralls County R-II School District would also consider the abandonment of the Career Ladder Program. This would be necessary because we will be receiving a percentage of the cost of our program from the State of Missouri. The Ralls County R-II Board of Education reserves the right to abandon the Ralls County R-II School District Career Ladder Plan. The Career Ladder shall be used to supplement the Ralls County R-II salary schedule and will be funded only after the certified salary schedule has been funded. In no case shall the Career Ladder be used to supplant the existing or future certified salary schedule. 5 III. Stage I In order to participate a Ralls County R-II educator shall meet the following qualifications prior to participation: A. Five (5) years teaching experience in the Missouri public schools. B. Have appropriate certification except upon good cause shown. C. An eligible educator who will be serving on not less than a regular length full time contract. D. Educator meets “expected” level on all of the criteria on the most recent final evaluation instrument on the Ralls County R-II performance based evaluation. E. Educator will prepare a Career Ladder Plan with a minimum of 2 (two) responsibilities. The Educator shall relate each responsibility to an identified plan or other instructional improvement on Form C. F. Minimum of 60 hours logged (15 hours must be student/teacher contact hours). No more than 1/3 of the Career Ladder hours may be Professional Development related. (College classes and workshops outside of contracted time). 1 hour college class = 8 clock hours 2 hour college class = 16 clock hours 3 hour college class = 20 clock hours G. Educators transferring to the Ralls Co. School District who have never been on Career Ladder are not eligible during their first year of employment. They may however submit a Letter of Intent to Participate by March 1 to participate in the next Career Ladder cycle. H. Educators transferring to the Ralls Co. School District from other school districts where they have been on a CLP will be eligible to make application for Stage I, during their first year of employment. They must meet all qualifications required of educators in the Ralls County R-II District upon application and submit copies of approved and completed CLPs. I. Receive $1,500.00. 6 J. Letter of Intent to participate must be submitted by March 1. K. Forms involved and due dates: April 1 – Forms A,B, and C completed and turned in with Career Ladder Plan. May 10– Forms D and F completed and turned in with 2 copies of final Career Ladder Plan. (Keep 1 copy of your plan and submit 1 to the Career Ladder Committee.) 7 IV. Stage 2 In order to participate a Ralls County R-II educator shall meet the following qualifications prior to participation. A. Successful completion of Stage I Career Ladder Plan. B. Educator must complete 2 years on Stage I. Local board of education may waive one year of this requirement based upon a total of 7 years prior experience. C. Appropriate certification, regular-length full-time contract. D. Educators meets “expected” level on all of the criteria on the most recent final Evaluation instrument on the Ralls County R-II performance based evaluation. E Prior to April 1, the Career Ladder Educator will identify, in collaboration with that Educator’s evaluator, 2 criteria on which the teacher feels he/she is performing and will continue to perform above the level of expectation. (Form E must be filled out with arrangements made by the educator to meet with the evaluator periodically to check for progress on and completion of chosen criteria. criteria on Form E MAY NOT be the same criteria chosen for completion of your Professional Development Plan.) *Reference Form E. F. Completion of 16 graduate hours in an area related to educator’s teaching field. G. Educator will prepare a Career Ladder Plan with a minimum of 3 responsibilities. The educator shall relate each responsibility to an identified plan or other instructional improvement on Form C. H. Minimum of 90 hours logged (22 hours must be student/teacher contact hours). No more than 1/3 of the Career Ladder hours may be Professional Development related (college classes, workshops outside of contracted time). 1 hour college class = 8 clock hours 2 hour college class = 16 clock hours 3 hour college class = 24 clock hours 8 I. Receives $3,000.00. J. Letter of Intent to Participate must be submitted by March 1. K. Forms involved and due dates: April 1 – Forms A, B, C, and E completed and turned in with Career Ladder Plan. May 10 – Forms D and F completed and turned in with 2 copies of final Career Plan. (Keep 1 copy of your plan and submit 1 copy to the Career Ladder Committee.) 9 V. Stage 3 In order to participate a Ralls County R-II educator shall meet the following qualifications prior to participation: A. Successful completion of Stage II Career Development Plan. B. Educator must complete 3 years on Stage II. Local board of education may waive two years of this requirement based upon a total of 10 years prior experience. C. Appropriate certification, regular length, full-time contract. D. Educator meets “expected” level on all of the criteria on the most recent final evaluation instrument on the Ralls County R-II performance based evaluation. E. Prior to April 1, the Career Ladder educator will identify, in collaboration with that educator’s evaluator, the 3 criteria on which the teacher feels he/she is performing and will continue to perform above the level of expectation. (Form E must be filled out with arrangements made by the educator to meet with the evaluator periodically to check for progress on and completion of chosen criteria. Criteria on Form E MAY NOT be the same criteria chosen for completion of your Professional Development Plan.) *Reference form E. F. Completion of a BS + 32 or Master’s Degree. G. Minimum of 4 responsibilities. H. Minimum of 120 hours logged (30 hours must be student/teacher contact hours). No more than 1/3 of the Career Ladder hours may be Professional Development Related (college classes, workshops outside of contracted time). 1 hour college class = 8 clock hours 2 hour college class = 16 clock hours 3 hour college class = 24 clock hours I. Receive $5,000.00 10 J. Letter of Intent to Participate must be submitted by March 1. K. Forms involved and due dates: April 1 – Forms A, B, C, and E completed and turned in with Career Ladder Plan. May 10 – Forms D and F completed and turned in with 2 copies of final Career Ladder Plan. (Keep 1 copy of your plan and submit 1 to the Career Ladder Committee.) 11 VI. Ralls County R-II Career Ladder Review Committee A. COMPOSITION The Review Committee responsible for reviewing applications for placement on the Career Ladder will consist of: one administrator (appointed by the Superintendent), plus five teachers one from each elementary building, one from traveling teachers, one from junior high, one from high school, and Board volunteers. This committee will elect a chairperson who will be a voting member. The Administrator and Board Member will be non-voting members. Each will serve a three (3) year term with the exception of the first two years. The terms shall be served as follows: New London Elementary, Mark Twain High School (2004, 2005, 2006) Center Elementary, Mark Twain Junior High (2006, 2007, 2008) Traveling Teacher (2007, 2008, 2009) Each building will elect their own representative(s). Terms will run May 1 April 30. The Chairperson and Recorder of the DCL committee will be elected by the committee members at their reorganization meeting. B. FUNCTION The committee shall be responsible for evaluating each individual teacher’s CLP. Should a majority of the committee feel that the teacher’s plan would improve the educational program of the district, it would then be recommended to the board of education for final approval. When a plan is not approved by the majority of the committee, it is returned to the teacher with a list of suggestions for improvement. The teacher’s CLP may be resubmitted according to the time line adopted by the District Career Ladder Committee. The District Career Ladder Committee must give formal approval to any Career Ladder plan or revised Career Ladder plan before it can be considered valid and in effect. 12 VII. Assessment of DCLP The Ralls County R-II Career Ladder Review Committee, following state guidelines, will organize an assessment committee. This committee will consist of educators, administrators, Board members, and patrons. This committee will annually assess the success of DCLP. They will report to the board each year. The Ralls County R-II Board at this time will renew or discontinue the Career Ladder Plan for the upcoming year. The report will include: An annual assessment of the Career Ladder Program in relation to the number of district career ladder goals and needs that are being served, The impact it has had on effective teaching, The number of students benefited by Career Ladder responsibilities, School programs enhanced, Procedure and policy changes, As well as any other issues that the committee deems necessary. 13 VIII and IX. Professional Training of Administrators Responsible for Performance Based Evaluation of Teachers The administrators of the Ralls County R-II School District who are responsible for the Performance Based Evaluation of teachers in the Ralls County R-II School District will have at least ten (10) clock hours of formal training in the Performance Based Teacher Evaluation process conducted by the Missouri Department of Elementary and Secondary Education and/or the Leadership Academy, and take part in continuous training. The Performance Based Teacher Evaluation system used by the administration and faculty of the Ralls County R-II School District must be approved by the Ralls County R-II Board of Education. See Appendix A which contains the Ralls County R-II Career Ladder Forms. 14 X. Career Ladder Appeal Procedure Procedures for appealing decisions made regarding denial of application and placement on the Career Ladder, including the right to substantive and procedural appeals of the Performance Based Teachers Evaluation (PBTE), such procedures shall include: -The rejected CLDP is returned to the teacher with written guidelines for improvements. -The teacher has the opportunity to rewrite or not rewrite. -If not rewritten, the plan can be submitted to the superintendent and then the school board to be reviewed. They have the latitude to accept or reject the CLDP as first written. -If rewritten, the CLDP is returned to the placement committee to be accepted or rejected. -If accepted, the rewritten plan is signed by the building principal and committee chairperson and forwarded to the superintendent. -If the rewritten plan is rejected, it may again be taken to the superintendent and board for acceptance or denial. -If all appeals are denied, the teacher may reapply to participate in the Career Ladder program for the next school year on the eligible stage. 15 XI. Policies Applications: Educators will submit a hand or typewritten copy of their Career Ladder Plan (CLP) to the DCL Committee Chairperson by April 1. Educators will be notified, in writing, by April 15 if their plan in approved. (These dates will be effective after the initial year.) Committee members submitting individual CLP’s shall not be present for action and/or voting concerning their CLP. Transfers: Educators transferring to the Ralls County R-II School District from other Missouri school districts where they have been on a CLP will be eligible to make application for Stage I, during their first year of employment. They must meet all qualifications required of educators in the Ralls County R-II District upon application and submit copies of previously approved and completed CLP’s. Amendments to CLP: Educators with existing plans may submit amendments to their CLP in writing not later than November 1. Educators, new to the district, may submit an original CLP in writing not later than November 1. The last period for amendments for existing CLP is March 1. The amendments must be submitted in writing not later than March 1. (An amendment MAY be considered by the review committee after March 1 ONLY if the participant is moving down from Stage II to Stage I or Stage III to Stage II due to an extended illness, an unplanned medical leave, or a family crisis, of 15 or more consecutive school days. This excludes a scheduled maternity leave.) Rejections: Plans disapproved by the CLC will be returned to the Educator with suggestions for improvement. Resubmissions: Educators may resubmit corrected plans within ten (10) working days from the date the plan was returned to them or may follow the appeal procedures. Only resubmissions or appeal will be considered by the CLC. Educators may appeal the decision of the CLC to the Superintendent of schools and then to the Ralls County R-II Board of Education. Educator Mobility: If qualifications and responsibilities are met each year, educators may have the option of remaining at a particular stage for an indefinite period of time. Educators may also have the option of moving from a higher stage to a lower stage. If an educator does not participate in the DCL any year, and wishes to return another year, the educator may return to the stage where he/she qualifies. 16 ACTIVITIES THAT ARE INAPPROPRIATE FOR CAREER LADDER The following are examples of activities that are not acceptable responsibilities for inclusion in a teacher’s Career Development Plan. THIS LIST IS NOT ALL INCLUSIVE. Painting classrooms School beautification projects Community Activities that do not include students Community Activities that do include students but are not directly and obviously related to instruction Taking tickets, time keeping, score keeping, attending school functions Attending Board meetings Any activity that is a part of the educators regular contracted duties Any church affiliated activity Any activity that takes place during the regular contracted school day Any activity for which the educator receives compensations regardless of the source of that compensation Clinics designed primarily for participants in MSHASAA sanctioned activities College classes in administration Preparing classrooms before the beginning of the school year. 17 RALLS COUNTY R-II CAREER LADDER CHECKLIST ______ 1. Applicant shall file a typed Letter of Intent by March 1 to participate in the appropriate step of the Career Ladder for the upcoming school year. Submit letter to Career Ladder representative in your building. Stage II and Stage III participants will also need to submit Form E by April 1. ______ 2. Applicant shall complete a Career Ladder Plan (CLP) for the appropriate step by April 1. A copy will be kept by the applicant and another filed with the DCL representative in your building who will submit to the Career Ladder Chairperson. Building Administrators must sign the plans. ______ 3. Applicants will be notified not later than April 15 of the status of his/her plan. (See Policies: Resubmissions, Section XI.) ______ 4. First amendments to the CLP can be made November 1 and the final amendment deadline is March 1. *See note under Amendments to CLP on page 13. ______5. All phases of the applicant’s existing completed CLP shall be completed and filed by May 10. Applicants make 2 packets of the CLP with documentation forms included. Submit one packet to the Career Ladder representative in your building and retain the other packet for your personal file. ______ 6. The DCL Committee shall review all Career Ladder Plans, and the DCL representative shall report to the applicant and the Career Ladder Chairperson shall report to the Superintendent the status of the applicant’s program prior to the June Board of Education meeting. ______ 7. Payment will be made in the July pay period (if not before). : 18 When amending a plan the following must be turned in: 1. Form B referencing additions and/or deletions of specific responsibilities. 2. Form C when adding a responsibility ** It is not necessary to recopy and send in a complete plan. Only those responsibilities being removed or added need to be addressed.
