Minutes of the Bubwith Parish Council meeting held on Thursday 9 February 2012 in the
Bubwith Leisure Centre
Present: Ann Smith (Chairman), Charlotte Atkinson, Julian Frazier, Carol Hall, Richard Moore,
Allen Shepherd, Denise Shingler, Mike Suddaby, Angie Yorke
Apologies: Sue Chatterley, Paul Lambert, Brian Windsor, Ward Councillor Paul Robinson who
was to attend reference item 14/12 but apologised due to bad weather
Clerk: Steve Young 01757 288234, there were 3 members of public present
Public session, Dick Palmer from Breighton spoke about the planning appeal for Ivy House
Farm, he listed the conditions which are the subject of the appeal, explained that he and his
partner are already suffering disturbance out of permitted hours and asked for the Parish
Council’s support in fighting this appeal. He explained that a planning contravention notice has
been issued reference the current planning permission and that if the appeal succeeds it
would make disturbance worse and cause further loss of quality of life for them

The Parish Councils (Model Code of Conduct) Order 2007. To record any declarations of

10/12 Matters arising
 Allotments report, Clerk reported that one plot remains vacant, it was resolved
unanimously that the field should be rented to Richard Smith at £30 for the year,
proposed Mike Suddaby seconded Denise Shingler
 Recycling site report, Charlotte Atkinson reported that more tarmac is needed for the
car park surface. Richard Moore reported that if the domestic blue bin is full then the
recycle collection lorry will accept extra material in black bags
 Footpath near the C Wiles seat, Chairman and Clerk reported that the path was in
much better condition since the tree felling project and asked if more work is needed
since disabled access to the path is not easy. This will be checked with the Church
 Fund-raising for the youth bus, the family disco is on Friday 2 March and there has
been a good response to the plan for a Bubwith Talent night in November, the Leisure
Centre Committee has supported the idea and will provide rehearsal space etc
 Parish Council web site, a free web-site is offered by East Riding of Yorkshire Council
and it was decided to investigate this, offers of help were given by many Parish
Councillors
 Email from Nigel Leighton reference Sutton bridge. It was noted that the weight limit
signs will be removed on Monday 12 March
 Nigel Leighton follow up to his site visit about road safety improvements, waiting for
information
 Parish planning, it was decided to discuss this at the March meeting
 Entrance to the village from North Yorkshire, improvements to be made will be
investigated by the Chairman and Clerk
 It was noted that the A163 road surface opposite the White Swan has been patched
 Litter picking areas in the parish, Clerk asked Parish Councillors to note areas of need
so that our handyman Gill can be asked to tidy them
 Snow shovels distribution was confirmed
11/12 Planning applications
11/05877/VAR Variation of Condition 5 on planning permission 11/00479/REM and condition 5
on planning permission 08/05390/OUT to allow resiting of dwelling and to include provision of
packaged sewage treatment plant at Land East of 74 Main Street, Bubwith for Mr & Mrs
Steve and Linda Butler. Parish Councillors objected to this application as measurements of
the plot and building do not match plus the low lying land will cause drainage problems plus the
bricks colour does not match neighbouring properties
Mike Suddaby took no part in the discussion on this application
11/05660/VAR Variation of condition 1 of 09/04016/PLF for use of room as coffee shop at
45 Main Street, Bubwith for Mrs Natasha Rowe, it was noted that this application has been
withdrawn
Appeal against conditions 2, 3, 6 and 7 attached to Planning Permission reference
DC/11/01925/PLF Retention of change of use of three agricultural buildings to a mixed use,
part agricultural part vehicle repairs at Ivy House Farm, Clay Lane Breighton. Parish
Councillors decided to confirm their objection to this application and noted that the
requested variation will cause more disturbance to neighbours (this was considered at the
start of the meeting)
12/12 Planning decisions as advised by the East Riding of Yorkshire Council
DC/11/05285/PLF Erection of a garden wall and fence panels at 8-10 Main Street, Bubwith
for Mr Ian Scott, granted
Formal notice of the stopping up order on Intakefield Road had been received, this relates to
the old ARTTS complex and had been previously approved, this was formally signed by
Chairman and Clerk
13/12 Accounts, balances £2538.71 current, £2527.85 saver
Cheques approved were, £133.70 (for litter picking and snow clearance) G Tate handyman,
£350.00 Holme Christian Fellowship to cover donations to the youth bus
14/12 Youth issues and the newly formed Community Partnership chaired by Ward Councillor
Paul Robinson. It was noted that the Youth Bus and Youth Club were both popular with village
youth, Carol Hall stated that anti-social behaviour by young people in Bubwith was not a major
problem but it was important to provide activities for young people. Chairman suggested that
Carol be the Parish Council representative on the new Community Partnership and this was
unanimously supported. The Youth Bus will be encouraging entrants to Operation Lifestyle in
the summer and Parish Councillors supported this initiative and promised to try and come up
with relevant projects that would benefit the community
15/12 Draft policies, Affordable Warmth; Housing Assistance; Affordable Rent; Minerals
Plan. Julian Frazier and Richard Moore highlighted parts of these policies and concluded that
they had little relevance to Bubwith Parish. The information was therefore noted
16/12 Reports
 Bubwith Leisure Centre reference skate park, Carol Hall and Richard Moore reported
that this issue is still live and that the Leisure Centre will be applying for grants
 Denise Shingler asked about the new Indian restaurant in the take-away. Chairman
confirmed that it had been checked and planning permission was not needed
 Mike Suddaby reported two pot-holes on Bubwith bridge plus pot-holes on the B1228
at the Willitoft turn
17/12 Correspondence
 Holme on Spalding Moor Parish Council Heritage Trail, it was resolved that a letter of
support be sent to HOSM PC
 CPRE ‘A guide to neighbourhood planning’ was noted
