Relevant Department of Education and Communities Policy Document:“Enrolment of Students in Government Schools: A Summary and Consolidation of Policy, August 1997”
Rationale:
This school’s local area is determined by the Department of Education and Communities South West
Sydney Region (DEC).
In accordance with the Education Reform Act 1990 this school will seek to ensure that every eligible
local girl will have a place at Birrong Girls High School if she chooses to enrol here.
Introduction:
The graph below shows the whole school student enrolment profile over the past six years and shows
that enrolments have been consistent at about 845 students.
Enrolment in 2014 is currently 820.

1. Transition from Year 6 2014 to Year 7 2015
Enrolment Ceiling:
The Year 7 enrolment ceiling for 2015 is set at 160 students.
Enrolment buffer:
Within the enrolment ceiling a buffer of 10 places will accommodate local students arriving
throughout the year (150 +10). Approximately 30% of available places will be made available to nonlocal students, (a total of approximately 45 places).
Verification of Local Residency:
For a student to be enrolled as a local placement, parents will be asked to provide 100 points (as per
the attached sheet) which includes proof of residency that they live in the local area and that the child
being enrolled also lives in the local area.
Placement Panel:
The school’s placement panel will consider all non-local applications for Year 7. The panel will
comprise the Principal (Chair), a staff member and a community member (nominated by the P&C).
Placement criteria for non-local students:
The criteria to be applied in determining the selection of non-local enrolments in priority order are:

Availability of appropriate staff and permanent classroom accommodation

Siblings already enrolled at the school

Access to girls’ education

Proximity to the school

Special interests and abilities

Disability that can be met by the school’s existing resources

Structure/organisation of the school

Compassionate circumstances
The criteria to be applied in determining the selection of non-local students must be documented and
made available, in advance, to parents/carers who are interested in enrolling their children. The
criteria for acceptance of non-local enrolments include the availability of appropriate staff and
permanent and permanent accommodation.
The application of the placement criteria to individual cases will be the responsibility of the placement
panel. The recommendations made by the panel must be made within the context of the agreed
enrolment ceiling and the buffer retained for local students arriving later in the year.
In assessing the application of the placement criteria to individual cases, the panel will consider only
those matters presented on the expression of interest form and will not consider oral submissions;
however, the panel may seek further information when required. The placement panel should record
all decisions and minutes of meetings are to be available on request by the school education director.
The principal will ensure that the agreed placement criteria for the school are applied equitably to all
non-local students. Parents/carers are to be provided with an explanation of the decisions of the
placement panel in writing. The agreed criteria must be forwarded to the school education director
prior to the placement panel meeting to make non-local offers.
Waiting lists
Waiting lists may be established for non-local students. Parents/carers will be advised if their child is
to be placed on a waiting list. The size of the waiting list should reflect realistic expectations of
potential vacancies. Waiting lists are current for one year.
Appeals
Where a parent/carer wishes to appeal against the decision of the placement panel, the appeal
should be made in writing to the principal. The principal should seek to resolve the matter. If the
matter is not resolved at the local level the school education director will consider the appeal and
make a determination. The school education director will consult with the relevant principals and
school communities as necessary. The purpose of the appeal is to determine whether the stated
criteria in the school policy have been applied fairly.
1) Non local placement Year 8 – 12 (inclusive)
On receipt of the application for a non-local placement the principal will:
 review the application in relation to the criteria for enrolment.
 consult with the Deputy Principal curriculum in relation to the school’s curriculum and
vacancies available.
 recommend an interview or decline the application based on all available information and
with regard to available space/s in classes, and
 arrange an interview for possible placement in the school.
2) Enrolment of Students with Special Needs
Enrolment of students with special learning needs will be undertaken in collaboration with parents,
carers, school and appropriate DEC personnel to consider the full range of options available to meet
the student’s learning needs. Enrolment of students with disabilities will be considered after input
from parents, school staff, appropriate DEC staff and other professionals, in line with the policy,
“Enrolment of Children with Disabilities” (Memorandum 88/107).
3) Enrolment of Non-Australian Citizens
Non-Australian students must hold a visa, and may be enrolled under conditions set out inthe booklet
“Conditions for Enrolment of Non-Australian Citizens in NSW Government Schools”.
Temporary residents may be enrolled for the period specified on the visa.
International students studying in NSW may enrol their school aged dependants.
Students on a Visitor’s Visa may enrol for a maximum of three months, but must arrange their
enrolment through the International Students Centre (Ph: 02 9561 8209 or fax 029561 8613).

To process your enrolment application the school requires documentation to verify your
residential address.
General Guidelines:
 All documents MUST be in the name of the enrolling parent/carer
 At least ONE Category A document is required
 A copy of the original document is acceptable
 Documents printed off the Internet are not acceptable
 All documents must be current (dated within the last 3 months)
 Personal references will not be considered.
