is a planned organised part of the system of protection from natural or other disasters, which includes organisation, preparation and participation of citizens, companies and other legal persons and professional services, organisations and associations for the purpose of the protection and rescue of people and property and environment in the event of natural or other disasters, and their consequences. Civil protection is of humanitarian and nonmilitary nature.

(3)

(4)

“Other disasters” include natural or man-made disasters that are not included in any of the above groups, such as mining accidents, epidemics, air accidents, rail accidents, technical and technological accidents, consequences of terrorist activities, immediate war threat, and similar.

(5) “Disaster” is a serious disruption in the functioning of a community or a society causing widespread human, material, economic or environmental losses, which exceed the ability of the affected community or society to cope with by using its own resources. It results from the combination of hazards, conditions of vulnerability and insufficient capacity or measures to reduce the potential negative consequences of risk.
