Landmarks Illinois Richard H. Driehaus County Courthouse Grant Guidelines 2010 The Richard H. Driehaus Illinois County Courthouse Initiative was created in 2009 to provide challenge grants for restoration of courthouses throughout the state. The Initiative is a four-year program designed to provide funding through a competitive review process administered by Landmarks Illinois. The projects will be broadly distributed throughout the state and the funds will be used as a match for other private/public funding. ELIGIBILITY Structures/Sites Eligible beneficiaries of Richard H. Driehaus County Courthouse grants are active or former courthouses that are listed in the National Register of Historic Places or determined eligible for listing in the National Register of Historic Places with the intention of becoming listed. Applicants Applicants must be not-for-profit organizations or governmental bodies. Applicants must own the Eligible Structure or Site, or have sufficient legal control of the Eligible Structure or Site to permit the Eligible Project to be completed and protected as required by Landmarks Illinois. Applicants must possess the capacity to manage the grant funds prudently and have the expertise to execute the Eligible Project in accordance with its approved conditions. An applicant that lacks one or both of these attributes must submit to the expertise of a pro bono Sponsor elected by Landmarks Illinois if, in its sole discretion, it offers to provide it. A follow-up report of the project is required to be submitted to Landmarks Illinois within a determined time period. PROJECTS A project must comply, where applicable, with the Secretary of the Interior’s Standards for Rehabilitation, Restoration, or Adaptive Reuse. Landmarks Illinois may ask the applicant for an affidavit of compliance with these standards as a condition of making a grant. A project may include the restoration of critical features of the courthouse, including clocks, bell towers, cupolas, and ornament as well as to support cutting-edge and energy efficient exterior lighting technologies provided each service can satisfy the project conditions described above. Projects which include exterior lighting plans as part of the overall project are encouraged. The project must have demonstrable impact on the appearance or functionality of the building, and it must have a significant impact on its community. A project may not include services that have been completed at the time a grant is requested. Projects must start in calendar year 2011 with a completion date within 1 year of start date. A negotiated extension may be granted. SIZE OF GRANTS The size of the grant will range from $35,000 - $80,000 based on the need of the Eligible Applicant and will be awarded on a 1:1 matching basis. Half of the funding will be given at the midway point of the project and the remainder will be paid out at the conclusion of the project. HOW TO APPLY A completed application must include: The Richard H. Driehaus County Courthouse Grant application form CD with no more than fifteen (15) digital images of the Eligible Structure Detailed scope of work, including cost estimate, as provided by the project architect/engineer. The application must specify the amount of money needed for the project. The applicant must provide documentation from the IRS of its not-for-profit status and the Bylaws of the organization. Applications which do not include these items will not be considered complete. REVIEW OF APPLICATION Landmarks Illinois Richard H. Driehaus County Courthouse Grants are awarded on an annual basis by its Courthouse Advisory Group. The application deadline for 2010 is September 1. Applications will be judged on the importance of the Eligible Structure and/or Site, the quality of the applicant organization, and the quality of the proposed plan of action. Landmarks Illinois has a limited amount of grant money available each fiscal year. Some worthwhile and eligible projects may not be awarded grants due to limited funds but may be considered in the following year.
