Represents the interests of national employer,commerce and industry organizations in Malta. Active membership of the ECO (Economic and Financial Matters) Section, the INT (Internal Market) Section, the SOC (Social Affairs and Nationality ) Section, the Euro-Med Committee besides also serving for a number of years on the Consultative Commission for Industrial Change (CCMI) that brings together the representatives of various sectors of European industry and promotes and safeguards their interests. Served as Rapporteur, member and Chairman of Study Groups in the EESC in industrial matters, Internal Market, Economic, Financial, Banking Social and Employment Issues and Immigration matters, and have represented the Committee at International and Regional meetings in EU countries, Israel and Mediterranean countries that are members of the Union for the Mediterranean(UfM). The European Economic and Social Committee formulates its technical opinions on Draft Directives, Regulations proposed by Parliament, Council of Ministers and the European Commission. It also issues own-initiative and exploratory opinions. 1988-2004 Director General of the Malta Federation of Industry (MFOI). National Lobbying Organisation in favour of Industry As the permanent head of the Secretariat of the Federation and the sole adviser of the President of the MFOI, I actively participated in consultations with the Prime Minister and other Ministers of the Malta Government, and the Trade Unions in the furtherance of the best interests of Industry in Malta. I took part in delegations to different countries in the interests of industry in Malta. I initiated a number of developments and actions taken by the Federation including the first attempt at a Tripartite Agreement in Malta 1990 which established Social Dialogue. I was also a contributor to, and Editor of, the publications of the Federation. I had the responsibility of chairing various sectoral committees and together with the Council of the Federation formulated policy recommendations with action plans and took appropriate steps for their implementation. I took the initiative of developing international participation for the Malta Federation of Industry, including membership of Business Europe, in Brussels. For several years I represented the Malta Federation of Industry on the Executive Committee of BUSINESS EUROPE , previously known as the Union of Industrial and Employers Confederations of Europe (UNICE). I participated actively and addressed various assemblies on Social Dialogue held between member states and candidate countries. I also took a very active part in the Euro-Mediterranean Industrial Forum that took root after the Barcelona Declaration of 1995 between the Business Federations of the then fifteen EU member countries and those from the twelve Mediterranean countries including Malta. This initiative led to long negotiations leading to the formation in 2001 of a Union of Mediterranean Confederations of Enterprise (now called Business Med) in which the Malta Federation of Industry was a founder-member. I was a key speaker in several Mediterranean fora on the subject, and served as Chairman and Rapporteur respectively on Working Groups in Euro-Med Business Summits. I was co-Chairman of the Euro-Med Business Forum held in Malta in 1996. I played a leading role in a number of studies assessing EU membership for Malta and several reports and position papers which were published by the Malta Federation of Industry. I was the main spokesman for the Federation of Industry with the Government of Malta in discussions and preparation of Malta’s negotiating position on various aspects of EU membership at national level within the Malta-EU Action and Steering Committee (MEUSAC).
