The Marine and Coastal Access Bill received Royal Assent on 12 November
2009 and introduced a new framework for managing the demands put on our
seas, improving marine conservation, and opening up access for the public to
the English coast. As part of the Act Sea Fisheries Committees were
modernised and gained a range of new powers and duties to become Inshore
Fisheries and Conservation Authorities. In response to the new remit of Kent
& Essex Inshore Fisheries and Conservation Authority, several new IFC Officer
posts have been created.
These posts offer an opportunity for interesting and varied employment for a
person wishing to be involved at the front line of inshore fisheries
management. The successful applicants could be based in either
Brightlingsea, Essex or in Ramsgate, Kent and be expected to carry out duties
both on land and at sea. Officers filling the post would be required to carry
out enforcement of fisheries legislation, assist with surveys, reply to
consultations, and attend meetings. These duties would be carried out both in
Kent and Essex, as well as occasionally outside the district.
Working time is 37 hours per week over a 7 day period and is variable
according to work load and timing (tides etc.). Some weeks more than 37 hrs
will be required with time taken off in lieu during subsequent weeks.

MAIN DUTIES
1.
To undertake the duties of an IFC Officer including enforcement of
fisheries conservation measures. This will involve routine sea-based and
shore-based inspections.
2.
To undertake the duties of First Mate or crew on the Authority’s Fisheries
Patrol/Survey Vessels (at either Brightlingsea or Ramsgate), and help
maintain the vessels in good working order and undertake routine
maintenance.
3.
To help coordinate the launching and operation of the Rigid Inflatable
Boat (R.I.B.) and/or take part in boarding of fishing vessels at sea, under
the instructions of the Skipper of the vessel.
4.
To assist with the planning of patrol activity and enforcement planning on
both shore and sea.
5.
To liaise with the fishing industry and other key shareholders, regarding
fisheries/ conservation management and associated issues and, where
necessary, write reports regarding the outcome of consultation.
6.
To respond to enquiries and prepare correspondence.
7.
To assist with the planning and undertaking of stock surveys, habitat
assessments and research projects.
8.
To assist with the compilation of survey reports, habitat assessments and
research projects, set up spreadsheets and databases to assist in
assessment of data, construct distribution charts and draw conclusions.
9.
To attend, on request, meetings with other bodies as a representative of
the Chief IFC Officer or Authority.
10.
Undertake such tasks that the Chief IFC Officer or Authority may require.

The post holder will be under the principal supervision of the Chief IFC Officer and the post will
be based at Brightlingsea.

Compile an annual K&EIFCA research plan and an annual K&EIFCA research report, including
information on surveys and projects undertaken (this will include data sets, stock distribution
charts and stock assessment graphs).
Provide assessment and advice regarding environmental legislation relating to the Inshore
Fisheries and Conservation Authority’s responsibilities including specifications and
requirements of European Marine Sites, MCZ, SSSIs, RAMSAR sites etc.
To lead the organisation in the formulation and delivery of measures to ensure the Authority’s
compliance with environmental legislation. Providing advice and input to external authorities in
relation to the Authority’s marine environmental policy in conjunction with its fisheries
management function.
To lead the organisation in providing marine environmental input to the Authority’s meetings,
as required, either by verbal advice or by way of written report (e.g. undertake Appropriate
Assessments, comment on Environmental Impact Assessments (EIAs) relevant to K&EIFCA.
Assist in providing input into environmentally based/ sustainable harvesting management
plans, which may be promoted by organisations other than the Authority and which may
impinge upon the Authority’s functions.
Assist in initiating and supervising such studies, investigations and monitoring programmes as
may be required to fulfil the Authority’s marine environmental responsibilities.
Assist in searches for external funding for environmentally based projects within a European
context.
To attend, on request, meetings with other bodies as a representative of the Chief IFC Officer
or Authority.
