EXECUTIVE SUMMARY
The Olive View-UCLA Education & Research Institute, Inc. entered into a Medical Research
Agreement with Los Angeles County in 1981, which allowed members of the ERI to conduct
research and educational activities on the Olive View Medical Center’s premises. The Medical
Research Agreement provides that ERI shall “...seek contracts, donations, and non-County funded
grants to conduct medical research and medical education projects at Hospital and in area.”
The ERI allows physicians and related health-care personnel to engage in medical research in two
main areas: through federal and/or non-profit funded research and clinical trials. At the same
time, the past few years have seen an increase in the level of CME funds administered through
the ERI due to California Medical Association accreditation requirements.
The ERI oversees all research conducted at Olive View-UCLA Medical Center and all ValleyCare
sites. The purpose of the ERI is to stimulate professional and scientific contributions by the
members of the medical staff and to provide facilities and personnel for the performance of
medical research and education. The ERI is governed by the Board of Trustees which consist of
officers, ex-officio members, department chairs and six elected members. The Officers of the ERI
include Andrew Wong, M.D., President, Paul Schmit, M.D., President Elect, Paul Liu, M.D.,
Treasurer, and William Loos, M.D, Secretary, The Olive View-UCLA ERI’s Institutional Review
Board (IRB) assures that all research is conducted in accordance with federal, state, and county
rules and regulations. The IRB committee members complete training in human subjects and
HIPAA regulations related to research as a requirement of committee membership.
The ERI also obtains and negotiates grants and contracts with private, for-profit and government
sponsors. Sponsored research, clinical trial contracts, and other grants continue to be
administered through the ERI Business Office under the direction of the Business Manager. New
clinical studies are negotiated with the Business Manager and outside legal counsel. Finances
(including monthly reports to PI’s, quarterly reports to the Finance Committee, and the annual
audit) continue to be managed by the Accountant.
Funds managed by the ERI pay direct costs (including salary, benefits, equipment and supplies)
and indirect costs.

ANNUAL AUDIT
The annual audit of the ERI was conducted in September 2006 by the firm of Kaplan, Lim and
Brignoni. The final audit report stated that all financial statements were in order and that the ERI
is in compliance with federal OMB Circular A-133.
BUSINESS OFFICE
The monthly dollar amount of payables decreased 18% from the previous fiscal year. It is noted
that fiscal years 2004-2005 and 2005-2006 included unusually large, one-time payments which
inflated the annual total. Compared to fiscal year 2003-2004, the monthly dollar amount of
payables decreased slightly by 4%. Listed below is a comparison of the dollar amount of
monthly payables since the 2003-2004 fiscal year.

CONFERENCES
The Department of Emergency Medicine sponsored three national conferences last year. All
three conferences included lectures addressing topics in infectious disease, pediatrics, primary
care, OB-Gyn, toxicology, and critical care for emergency physicians and other health care
providers. Optional afternoon interactive ECG and emergency medicine board recertification
courses were offered at all conferences.
The first conference, entitled “19th Annual Olive View-UCLA National Conference on Advances in
Emergency Medicine and Primary Care,” was held in Las Vegas, Nevada in April 2006.
Approximately 200 people attended.
The second conference, entitled “19th Annual Olive View-UCLA National Conference on Advances
in Emergency Medicine and Primary Care,” was held in Coronado, California in July 2006.

The overhead rate was successfully negotiated with DHS. The approved established rate is 21%.

Institutional Review Board: In 2006-2007, the amount of new projects reviewed by the
committee slightly decreased (1%). The number of renewals increased by 32% and deactivated
projects decreased slightly by 8%.

All principal investigators and key personnel are required to receive human subject and HIPAA
training regardless of funding source. Training is available through the ERI website. Tracking of
training is maintained via ERI database. Compliance is assured through initial and reminder
notification and holding IRB approval notices when necessary. In December 2006, the IRB
Administrator (Denise Tritt) completed certification training through the National Association of
IRB Managers.
PERSONNEL
At the end of the fiscal year, the ERI employed 109 employees - a slight decrease from the
previous fiscal year of 113 employees. The number of ERI personnel working on projects was 106
and the number employed by administration was three. There were 10 full time employees and
96 part time employees.
The average monthly payroll amount processed by the ERI was $89,492, an increase of 4%.

various research funds or has no sponsor. At the close of the fiscal year, there were 86 sponsored

“The Perinatal Case Management Program” (also known as Project Dream - Developing
Resources through Educational Assistance and Management). This project is a perinatal case
management program for women who abuse alcohol and/or other drugs and who also are
pregnant or have children. Project DREAM provides families with support and referrals and
services to outside agencies. Rochelle Tyler, M.D. is the Principal Investigator at Olive ViewUCLA Medical Center. The project is in its 12th and last year at Olive View.
“Emergency Department Sentinel Network for Surveillance of Emerging Infections” - Under the
direction of David Talan, M.D. and funded by the Centers for Disease Control (CDC).
Subcontracts were again issued to ten separate sites throughout the United States. The project is
in its 12th budget year at Olive View.
“Appendicitis and Protein Markers of Appendicitis” – Funded by ProteinLogic, LTD – Jesse
Thompson, M.D., Surgery
ERI Seed Grants
In September 2006 applications for Seed Grants were announced. The ERI awarded a record

number of seven seed grants this year, totaling $19,500 with funding beginning January 1, 2007.
This year’s recipients are as follows:
Jetotsna Grover, M.D., Dept. of OB/Gyn – “Outpatient versus Inpatient Use of Transcervical Foley
Catheter for Cervical Ripening – Is There a Difference?” – Amount funded: $2,000. This study will
study the effectiveness and safety of mechanical cervical ripening for induction of labor with a
transcervical foley catheter.
Timothy Jang, M.D., Dept. of Emergency Medicine – “Ultrasonographic, Non-Invasive Assessment
of Central Venous Pressure in patients with Suspected Sepsis” – Amount funded: $2,000. The
purpose of this study is to assess the accuracy of simple DEM sonography for assessing central
venous pressure and intravascular volume status in patients with suspected sepsis.
Melinda Maggard, M.D., Dept. of Surgery – “Using Quality Indicators to Improve the Care of
Breast Cancer Patients” – Amount funded: $3,500. This study will use quality indicators to
measure the quality of care delivered to breast cancer patients.
Sheba Meymandi, M.D., Dept. of Medicine (Cardiology) – Incidence of Chagas disease in
Immigrant Patients with Conduction Abnormalities on Electrocardiogram” – Amount funded:
$2,000.
This study proposes to enroll 400 individuals with RBBB, LAFB or LBBB on
electrocardiogram to determine the incidence of Chagas disease.
Aksone Nouvong, DPM, Dept. of Surgery – “Effects of Orthotics on Pregnancy-Related Changes in
Foot Morphology” – Amount funded: $3,500. This study will evaluate 100 patients, 50
randomized to receive customized orthotics and 50 control patients. Three serial scanning foot
measurements will be taken first at the onset of pregnancy, again late in the third trimester, and
finally 2-6 weeks post partum. The data will allow the investigators to determine if foot size and
shape is altered during pregnancy resulting in permanent mechanical changes, and if intervening
with orthotics to support the arch through pregnancy can prevent arch collapse with subsequent
reduced risk of developing midfoot osteoarthritis.
Michael Rotblatt, M.D., Dept. of Medicine – “Hyperlipidemia Survey for Primary Care Providers”
– Amount funded: $3,500. This study will administer a survey to primary care providers to
determine if they are utilizing NCEP guideline steps and if not, the barriers for omitting these
steps.
Christopher Tarnay, M.D., Dept. of OB/Gyn – “Sexual Function and Anatomic Outcomes in
Anterior Vaginal Reparative Surgery Using Dermal Xenograft; A Comparative Trial” – Amount
Funded: $3,000. This study will look at the impact of graft augmentation in pelvic organ
prolapse repair as it relates to sexual function and anatomic outcome.
In addition to the above, there are 13 ongoing seed grants.

Payment for services includes funds generated by personal services by investigators, i.e. expert
testimony, and outside contracting. At the request of the principal investigator, monies are
payable to the ERI and used for the individual investigator’s various research and or education
purposes. Total revenue for the year was $2,814,081. Last year’s revenue was $2,849,687.
SCIENTIFIC MISCONDUCT
In February 2007 the ERI filed its annual report with the Office of Research Integrity/DHHS on
possible research misconduct. No allegations were reported during the year.

PER DIEM AND MILEAGE:
The ERI uses per diem & mileage rates used by the State of California. The daily per diem rate will be used when
itemized expenses are not claimed or receipts are not available. With or without receipts, the maximum per diem,
including meals, is $46. Per diem is claimed for trips of 21 hours or more.

BUSINESS MEALS:
Business meals include recruitment and other situations that promote the research and education activities of the ERI.
Business meals applies only to those funds and projects that allow for such expenses. When reimbursement is
requested, a statement of the purpose of the meeting with a list of those attending and receipts are required. Alcoholic
beverages are not reimbursable.
Reimbursement is made to an ERI member or employee. The maximum reimbursable meal expenditure (including tax
and 15% tip) for each person is as follows. Charges for facility rental (if applicable) is not included.
