Project Description
The hydraulic risk involves a large part of the European territory. When a disaster on
this matter happens the competent bodies need to decide, in a very short time,
realistic estimation on the amount of damages and adeguate measures of intervention.
Nowadays, the financial amounts to be allocated afterwords these disasters are
decided without taking into account objective elements related to the phisical
dimension of the event and the value of goods involved. This means that financial
estimation change on the basis of the site and place involved.
The lack of uniforminy on this matter have arisen the necessity to elaborate
paramenters and common methodologies shared at EU level.
This calculation model will be also the basis for the activation of the "EU solidarity fund
for natural disasters" instituted with the EC decision of the Council n. 2012/2002.
The project aims to set up and test an unique model of calculation of the damage
estimation related to the productive activities as a consequence of the hydraulic
dysasters.
At this end it will be necessary the focussing of:
 the physical parameters and their related acquisition
 the main data related to the estimation of goods involved
 necessary paramethers to be evaluated and to be faced with in case of damages
Overall, long-term objectives
The primary objective of the project is to focus and develop a shared and transnational
framework to support a vulnerability map in order to restart the productive system after
a disaster by means of:
1. planning and development of an integrated system related to a prompt elaboration
of data on the basis of shared and transnational estimation of damages to the
productive system in case of hydraulic disasters;
2. definition of the basis for an european map on values and goods involved;
3. setting up of common analysis about the efficiency of adopted measures taking
into account the overall lifetime of productive realities.
Concrete results
Phoenics will be focussed on:
the creation of a transnational network of operators related to different sectors (civil
protection, socio- economical, public institutions) involved in the estimation of
damages after disaster;
the seting up of a shared standard system on the damage evaluation;
the elaboration of manuals and guidelines on the estimation of goods involved
addressed to istitutional , public and private bodies operating in this sectors;
the training of operators on shared standard of calculation.
