Panel structure and process:
This will be organized as a brainstorming/ broad discussion workshop among experts and
scholars. The role of the moderator is to kick off and lead discussions by framing the topic.
The role of panelists is to update the meeting with new information, views and proposals to
advance discussions. Panelists are asked to limit their comments to 5 minutes each and help
facilitate the broader discussion with the group.
