CIRCULAR –07/13-14 12.06.2014 Dear Friends, Warm Greetings, India, the world’s largest democracy has once again demonstrated its strength and deep roots. The election to the Lok Sabha led to a new NDA Government, enjoying a clear mandate, assuming charges at the centre. We congratulate the new government & express expectations that the government will fulfill the hopes& aspirations of our country men. We reaffirm our mission to cooperate with the Government on all issues in the interest of quality & inclusive education in our country, the teachers & the students. This is our glorious tradition. We are happy that Srimati Smriti Irani, Hon’ble Minister, HRD of the new Government has commented that the country should spend 6 per cent of the GDP for education. We welcome the statement as this has been the persistent demand of the entire teaching community. We shall seek an appointment with Hon’ble Minister to make a presentation on various aspects of higher education in India & our professional demands. You all are earnestly requested to send before the next NEC meeting, a status report on the education scenario in your states and also comments on all policy issues, for the purpose of preparation of the presentation. Some of the more important issues we note here below. However, you may note others as well. We do hope that the new Government will consult teaching community, noted academicians & teachers’ associations on various academic issues & policies from national as well as regional points of views. In a great country like India with plural culture & ethos, a wide consultation is urgently required before policy formulation. The agenda like spreading education of all echelons among the backward & weaker sections including women should receive top priority. The AIFUCTO, having presence in all parts of the country, has an in-depth understanding of the ground reality, can significantly contribute to the academic policy formulation & implementation. 1|Page Delhi activities of AIFUCTO As reported in the last circular that the AIFUCTO leadership made a presentation to the UGC highlighting various issues. You are aware of the matters as all these are sent to all e-mail ids with our office & printed in the Teachers’ Movement and uploaded in our website. We wanted a timely address to and speedy solution of our demands. In order to follow up the progress of fulfilling our demands the General Secretary is having several rounds of meeting with the officials of MHRD & UGC. The General Secretary has been raising & persistently presenting the arguments in favour of, among others, two most important issues emphasized in the Memorandum submitted to the Chairman, UGC. One is the Roll out of the Regulations-2010 so that the incumbents can avoid hardship for CAS. The focal points included that the API for CAS to pay band 4 should not be insisted before 2013-14. The Anomaly Committee accepted our demand and made favorable recommendations in this regard. At the same time, the CAS for other categories should also be made easier wherever the Regulations-2010 cause hardship. We have been persistently working to safeguard the interests of our relatively younger teachers also. Another issue is the provision of an alternative cap mechanism, as the existing one, incorporated in the second amendment, is not inclusive due to the fact that Research Projects & Research Guidance are hardly possible for all the teachers. You are aware that the UGC has decided to introduce an achievable criterion following our demand. The General Secretary demanded that the notification to this effect must come as early as possible. While the roll out is a transitional matter to avoid hardship, the practicable cap is required for all future CAS. Parity between the teachers, librarians & DPEs We have informed you about our presentations to UGC & HRD for a perfect parity. The General Secretary discussed the matters at length with Prof.Dr. Sandhu, Secretary, UGC.He agreed with the AIFUCTO arguments & once again assured the General Secretary that the matter would be taken up at the Commission level and AIFUCTO will be consulted for ensuring parity. 6th Pay revision arrears In reply to our query, the HRD informed that the reimbursement of arrears would be made on the basis of demands by the state governments following the procedures. The affiliates may send information about the claims sent to HRD so that we can follow up. So far the HRD has fulfilled its commitments of reimbursement. We hope teachers would be paid by the state governments without further delay so that the reimbursement can take place. The documents to be prepared by the office bearers & NEC members from states All Office bearers & NEC members together should prepare a report on the following aspects- 2|Page a. Number of universities and their nature of governance: central, state Government, private aided & unaided, self financing. b. Expansion in the above since 2000. c. Total number of sanctioned posts in the universities and colleges-both government & aided. d. Number of vacant UGC pay scales posts in universities, colleges. e. Year from which the posts are lying vacant. f. Number of other categories of teachers: contractual, state scale holders, part timers & their pay scales. g. The state of library facilities & whether there are librarians in all the colleges (give number). h. The state of laboratories. i. The number of physical education teachers & their designations & pay scales. j. Whether CAS is taking place regularly. k. WhetherPh.D increments are given. l. Any grievances regarding granting permission to attend seminars, workshops, refresher & orientation courses. K. Whether teaching, non teaching staff & students are members of the Governing Body L. Any other matter considered important 7th pay Commission We have already written to UGC on the 7th pay commission. The Central Pay Commission is likely to consider demands by employees associations. We are keeping close watch on all developments in this regard. We request all members to send suggestions for preparing presentations to the UGC & MHRD. All India Federation of Retired University & College Teachers’ Organizations meeting in AIFUCTO office, Delhi A meeting of Secretariat, AIFRUCTO was held on 8th June, 2014 in Delhi Office of AIFUCTO. There were leaders from 7 states present in the meeting. These are west Bengal, Tamilnadu, Haryana, Punjab, Maharashtra, Gujarat & Uttar Pradesh Prof.Parthasarathi, and General Secretary, made a detailed reporting on the organizational developments. Our General Secretary & Treasurer were present and assured of our active support to the fledging organization. It was decided to prepare a document on the demands of pensioners in the context of new pay revision exercises. The meeting was presided over by 3|Page Prof.ram Singh, president AIFRUCTO.We request our leaders in all states to help the state level retired teachers organizations to establish contact with the AIFRUCTO leadership. RUSA . We quested all states to keep in touch with the state Govts, & ensure that the RUSA program is planned & implemented properly.The General Secretary have been discussing the RUSA program with HRD officials who have informed the General Secretary that a number of states have been sanctioned funds.Please send reports on the status of the program in your states. Payments of membership fee @ Rs.10 per member & Rs.5000 for Federations for the current year We urgently need money to carry on our regular activities. Affiliates news As a result of formation of Telengana carving out from Andhra Pradesh several organizational developments have taken place Reorganization of the State of Andhra Pradesh-Two Separate units of Govt. College Gazetted Teachers’ Association (GCGTA) In accordance with the A.P. Reorganization Act of 2014, the State of Andhra Pradesh has been divided into Telangana and Andhra Pradesh consisting of 10 districts and 13 districts respectively. With the emergence of Telangana as the 29th State in the country, various recognised service organizations have also fallen in line and formed two separate units for these States. The General Council of Govt. College Gazetted Teachers’ Association (GCGTA) AP which met on 28-05-2014 at Hyderabad unanimously resolved to form two separate units. Govt. College Gazetted Teachers’ Association, A.P.-Landmark achievement of bringing out ‘A Compendium of Government Orders’ 4|Page Govt. College Gazetted Teachers’ Association (GCGTA), A.P. representing the majority of teachers working in Govt. Degree Colleges in A.P. has ventured to bring out ‘A Compendium of Govt. Orders, Proceedings Clarifications and Memos’ issued from time to time during the period 1998-2014. A function was organised on 27-05-2014 at JNFAU Auditorium, Hyderabad to release the book. Sri.K.Naresh Kumar, President, GCGTA presided over the meeting. Sri Ajay Misra, IAS, Principal Secretary to Govt., Higher Education Dept., Govt. of A.P. was the Chief Guest. Smt.K.Sunitha, IAS Commission of Collegiate Education, A.P., Sri.J.Rama Murthy, General Secretary, GCGTA, AP. were the guests of Honour. Sri.Ashok Barman, General Secretary, All India Federation of University and College Teachers’ Organizations (AIFUCTO) was the special invitee. In his opening remarks. Sri. K.Naresh Kumar outlined the activities of the Association. Sri.Ajay Misra, IAS, Principal Secretary to Govt. released the book and complimented the General Secretary for his commitment and efforts in convincing the authorities concerned to issue favourable orders in respect of many demands of the college teachers. He emphasized the duties of teachers and appealed to the teachers to work with commitment and for the upliftment of students. Smt. K.Sunitha, IAS, Commissioner of Collegiate Education, AP wanted the teachers to aim at quality education and strengthen student-centered activities. Sri.Ashok Barman, General Secretary, AIFUCTO complimented the General Secretary, GCGTA and the Govt. of AP for issuing many Govt. orders which are a trendsetter to other Governments in the country. He lauded the efforts of the teaching community and appealed to them to rededicate themselves for the cause of student community. Sri.J.Rama Murthy, General Secretary, outlined the activities of the Association and assured that the Association would continue to adopt a policy of appeasement, which would benefit the teaching community. At the same, he reiterated that they would continue to fight for the rights of teachers working in collegiate education. Speakers hailed the services of Sri.Rama Murthy to the department of Collegiate Education and the Association. Speaker after speaker lauded the efforts of Sri.Rama Murthy for his yeoman service and in getting a number of Govt. orders for the benefit of teachers in Degree Colleges. Sri.Rama Murthy, told the gathering that he worked with renewed spirit and fought for the just demands of teachers. He appealed to all the teachers to strengthen AIFUCTO and thereby get our demands fulfilled, which would benefit teachers all over country. ACTA Report from AndhraPradesh & Telengana after state bifurcation AndhraPradesh has been bifurcated from 2nd June 2014,ACTA – AP the association in the United state of Andhra Pradesh has been bifurcated into Telangana affiliated and Aided colleges teachers association(TACTA)and ACTA –AP (Affiliated College teachers association).The bifurcation resolution was adopted on 28th May 2014 at KBN college Vijayawada in the central council meeting. Ad hoc Committees have been formed for the both state associations 5|Page TACTA Telangana- Prof.Mallikarjunrao the General Secretary of the ACTA –AP and the Former VicePresident of AIFUCTO has been nominated as advisor Prof.Yadagiri is elected as the president, Prof.Rajarathnam as the Chairman and Prof. Tirupati as General Secretary. ACTA-AP the association in the residual state of AndhraPradesh Prof. L.Venkateshwarrao and Prof. S.M.Maheshwari the Chairman and the additional General secretary are heading the association as chairman & General Secretary respectively till the elections are conducted. Till then Prof.Rao will be the advisor of ACTA-AP also. The Adhoc Committees are so formed will share the liabilities and properties of the association. This is for your information. West Bengal West Bengal College Librarian Association Victory meeting An Emergency General Meeting of the Association was held on 18.05.2014 to observe the “Victory Day” in connection with the success for according ‘Teacher’s Status and Service Conditions” of the Government-aided college Librarians in West Bengal on the basis of the High Court judgement dated 07.02.2011. The meeting was presided over by Sri Dilip Kumar Roy, President of the Association. The Guest-in-Chief, Prof. Bhubaneswar Chakrabarti, Hony. Life Member of the Association; Special Guests viz. Prof. Asok Burman, General Secretary, AIFUCTO; Dr. Samir Kr. Ghosh, Hony. Treasurer, WBCUPA; Sri Shibnath Maiti, President, WBSLA. They expressed their satisfaction over this success. Moreover, more than 250 librarians (Retired & Working) of Government-aided and Government colleges affiliated to the Universities of West Bengal attended this meeting. General Secretary of WBCLA, Dr. Rabindranath Kar reported that this fight on the vital issues mentioned above was started more than thirty years before. After repeated prayers, movements etc. the Association was compelled to move High Court, Kolkata for justice in the year 2003. The historic verdict was delivered by Hon’ble Justice Maharaj Sinha on 7th February’2011 and at last the Order dated 14.3.2014 was passed by Hon’ble Justice, Asok Das Adhikari, High Court, Kolkata , in C.C. No.148 of 2013 issuing Rule under contempt proceedings. Consequently, the Govt. of West Bengal, Higher Education Department issued Goverment Order No. 348-Edn(CS) dated 24.04.2014 extending all the benefits as prayed for viz. Teacher’s Status and Service Conditions. The librarians of colleges who were present, was moved by the ceaseless fight accomplished by the Association and they were proud of being fighters. Their financial help and active co-operation at last made this Association to prove itself as one of the active Associations in India. The General Secretary assured that this victory will encourage all librarians and Associations/Organizations of library profession throughout India how to fight for right causes. WBCUTA wins THE LEGAL BATTLE ON PLACEMENT & PROMOTIONS OF COLLEGE & UNIVERSITY TEACHERS. WBCUTA with its 74 members from different districts of West Bengal moved to the Hon’ble Calcutta High Court on the issue to defer the date of promotions of teachers by 28 months by the State Govt. The Hon’ble Justice Asoke Das Adhikary has quashed the Para 6.1 of the West Bengal G.O. No. 920Edn(CS)/5P-52/98 dated 31.12.2012. Thus the benefit of CAS and Re-designation together with other benefits like Ph.D/M.Phil etc are resumed and the promotion of teachers will be granted to them as and 6|Page when it becomes due. A large number of College and University teachers all over the state will get these benefits on the basis of this judgement. Building/Flat Fund The AIFUCTO has given a call to donate generously to the Building/Flat Fund.We are happy that some of our members and affiliates have responded favorably.in this context we are extremely grateful to leaders like Prof.Maheswari of Jodhpur,Rajasthan.Prof.Maheswari, a great leader from Rajasthan has been able to involve many teachers to join the efforts.Prof.Anjani Kumar,our Zonal Secretary from Bihar has also been successful to create an awareness in this regard.As more and more members are receiving arrears this is high time we raise funds to have our Flat/Building in Delhi as early as possible. I am happy to inform you PCCTU has decided to donate Rs.51,000 to the fund.Prof.P.S Gill,President PCCTU in formed me about the decision.Prof.J.N.Sukla,our former Vice President & the Treasurer of AIFRUCTO donated R.10,000.
