In other words, the first public law for the current (107th) Congress would be P.L. 107-1. Committee Reports describe the purpose and scope of a bill and the reasons for approval of the measure. Most bills never get beyond the committee, because if the committee declines to report a bill, that bill is effectively killed Committee Prints are prepared by the Congressional Research Service, independent consultants, or by committee staffs, for the committee handling the bill. These prints consist of studies on topics of public concern, investigative reports, analyses, confidential staff reports, etc. Committee Hearings are published hearings, most often in the form of testimony given at public hearings by individuals concerning the passage of a particular piece of legislation.
