Important Definitions

Public Laws are identified by the Congress number in the order of the law’s appearance. In other words, the first public law for the
current (107th) Congress would be P.L. 107-1.
 Committee Reports describe the purpose and scope of a bill and the reasons for approval of the measure. Most bills never get beyond the
committee, because if the committee declines to report a bill, that bill is effectively killed
 Committee Prints are prepared by the Congressional Research Service, independent consultants, or by committee staffs, for the
committee handling the bill. These prints consist of studies on topics of public concern, investigative reports, analyses, confidential staff
reports, etc.
 Committee Hearings are published hearings, most often in the form of testimony given at public hearings by individuals concerning the
passage of a particular piece of legislation.

Other documents relevant to a Public Law can include Presidential messages proposing the legislation, debate on the bill published in
the Congressional Record, and Presidential statements issued upon the signing of a Public Law published in the Weekly Compilation of
Presidential Documents.
