Responsible for: All staff, budgets, buildings and collections in Kettering’s
Heritage Quarter (Manor House Museum & Alfred East Art Gallery), and all
visitors to site.
SECTION THREE – Overall purpose of job
The Community Services Unit aims to improve the economic, social and
environmental well being of people who live, work and visit the borough of
Kettering. We:








Develop the Borough’s community plan with other groups and
organisations.
Advocate services being provided in ways that are sustainable for the
future.
Form partnerships with community groups, the voluntary sector, other
organisations and businesses.
Support local businesses and promote the Borough as a location for
economic growth.
Develop communities particularly those with fewer skills and
opportunities.
Provide and manage sport, play, leisure and cultural services.
Develop the Borough’s community safety strategy to make this a safer
place to live and work.
Tackle poverty, social exclusion and equality to promote community
cohesion and minimise inequality.
Post Objective
The overall management and development for the Manor House Museum and
Alfred East Art Gallery.
SECTION FOUR – Principal Responsibilities
1. Overall responsibility for all Heritage Quarter resources: staff, budgets and
buildings, including the off-site store.
2. To manage people by developing and motivating team members and
promoting a ‘one-team’ approach and ‘one team’ knowledge and skills.
3. Responsible for implementing all KBC HR policies, including, grievance
and disciplinary, sickness management, etc.
4. Responsible for interviewing and appointing all Heritage Quarter staff;
carrying out performance reviews, identifying training needs and signing
timesheets.
5. Responsible for all Heritage Quarter budgets, supervising the maintenance
of all income and expenditure records (funding awards, grants, shop and
exhibition sales and commissions, raising orders and paying invoices).
6. Overall curatorial responsibility for all museum and gallery collections.
7. To identify opportunities for external funding and prepare bids.
8. Liaise with relevant local, community groups and individuals, as well as
regional and national bodies, representing Kettering Borough Council.
9. To enable, advise and assist in the development of the three A6 towns
museums at Burton Latimer, Desborough and Rothwell, (including
development and monitoring of service level agreements), and provide
advise to other arts and heritage groups as appropriate.
10. Responsible for all front-of-house events, exhibitions and activities,
including:
The Museum events programme and holiday activities programmes.
The Museum & Gallery temporary exhibition programmes.
The Museum & Gallery educational programmes.
The Heritage Quarter buildings maintenance programme.
11. Responsible for the marketing and promotion of the Heritage Quarter.
12. To respond to all public (individual and institutional) enquiries about the
collections and services.
13. To devise, implement and keep up-to-date all Heritage Quarter strategy
and policy documents, including:
The Heritage Quarter Forward Plan
The Heritage Quarter Marketing Plan
The Museum & Gallery Education Strategy
The Heritage Quarter Access Policy
The Museum & Gallery Acquisitions & Disposals Policy
14. Responsible for all performance monitoring of the museum and gallery
15. To research into and advise upon all issues affecting the Heritage Quarter
services, such as the potential for transferring to charitable trust status.
16. To observe the Code of Conduct for museums professionals as adopted
by the Museums Association
17. To ensure compliance with all Council policies particularly Health and
Safety, Equal Opportunities.
18. To promote services and reputation of the Council by active and positive
internal and external communication including web site development.
19. To be a project sponsor, project manager or project team member as
required.

towns’ museums, borough heritage societies, The Northamptonshire

Libraries & Archives Council, Group of Smaller Local Authority
Museums)
National: Museums bodies (The Council for Museums,
Libraries & Archives, the Museums Association)
