PROCUREMENT OF INDIVIDUAL ENVIRONMENTAL CONSULTANT FOR
PREPARATION OF ENVIRONMENTAL IMPACT ASSESSMENT (EIA)
REPORTS FOR (i) 220 KV JHIMPIR GRID STATION & ASSOCIATED
TRANSMISSION LINE AND (ii) 220 KV GHARO GRID STATION &
ASSOCIATED TRANSMISSION LINE PROJECT.
National Transmission & Despatch Company Limited (NTDCL) was incorporated on 6th
November, 1998 and commenced commercial operation on 24 th December, 1998. It
was organized to take over all the properties, rights and assets obligations and
liabilities of 220 kV and 500 kV Grid Stations and Transmission Lines/Network owned
by Pakistan Water and Power Development Authority (WAPDA). NTDC operates and
maintains twelve 500 KV and twenty nine 220 KV Grid Stations, 5077 km of 500 KV
transmission line and 7359 km of 220 KV transmission line in Pakistan.
NTDC (the Employer), intends to hire an individual environmental consultant for
conducting EIA study of following two projects for obtaining Environmental Approval
from EPA Sindh.
Project 1: 220 kV Gharo Grid Station and associated Transmission Lines; (a) 220 kV
Transmission Line, 75 KM and (b) 132 kV Transmission Line, 20 KM.
Project 2: 220 kV Jhimpir Grid Station and associated Transmission Lines; (a) 220 kV
Transmission Line, 70 KM and (b) 132 kV Transmission Line, 172 KM.
Required Qualification and Experience: Individual Environmental Consultants having
Masters’ Degree in Environmental or Related Sciences with 10 years overall experience
and five years specific experience of conducting environmental assessments of heavy
transmission lines are invited to submit their sealed technical proposals including CV
along with relevant qualification/experience documents and financial proposals
(including all taxes) at the address given below. The technical/financial proposals will be
received by 12.11.2015 up to 11:00 AM. The technical bids will be opened on the same
day at 11:30 AM. The financial bids of only technically qualified bidders will be opened
later.
Time Period: Total time period of this consultancy service will be six (06) months; three
(03) months for each project.
Selection Criteria: The Consultant will be selected as per following criteria: The
detailed criterion of scoring is given in TORs.
Technical Scoring = 80 %
Financial Scoring = 20 %
Scope of Services and Deliverables: The Consultant will prepare EIA reports of both
the projects meeting the requirements of all funding agencies (ADB, WB, USAID etc.)
as well as of Government of Pakistan. The Consultant will be responsible for obtaining
NOC from EPA Sindh, presenting the EIA in Public Hearing and addressing all the
queries raised by EPAs.
The deliverables will include 11 (eleven) hard copies and 02 (two) soft copies of each
EIA report.
