David Boone, PhD David Boone is currently an Epidemiologist and Health Informatics Advisor at John Snow, Inc (JSI). Since September 2005 he has worked on the MEASURE Evaluation project to strengthen the capacity of hostcountry programs to collect and use population and health data. He is the activity manager for data quality assurance for MEASURE Evaluation and assisted in the creation of the Data Quality Audit (DQA) tools and methods for The Global Fund, as well as the Routine Data Quality Assurance Tool (RDQA) for MEASURE Evaluation. His specialties include infectious disease epidemiology, disease control and surveillance, health information systems and informatics, monitoring and evaluation, and data management and analysis. He has more than 15 years experience in a variety of international and domestic public health programs. David received his PhD in Epidemiology from the Tulane University School of Public Health and Tropical Medicine in New Orleans, LA. Walter Obiero, PhD Walter Obiero, PhD, is an Epidemiologist and Infectious Disease Program Advisor for Futures Group International under the MEASURE Evaluation Project. He is currently a technical lead on a "Double Counting Study" on OVC and Home-Based Care services and oversees the data quality assessments. Before joining Futures Group International, Dr. Obiero was a Technical Adviser for Evaluation, Surveillance, and Research at the Institute for HIV/AIDS, Family Health International based in Arlington, USA. Dr. Obiero has over 10 years experience in monitoring, evaluation, surveillance, and research. In the recent past some of the activities in which he has participated have targeted populations at greatest risk of contracting HIV/AIDS. Prior to this position, Dr. Obiero worked as an evaluator, analyst and researcher for a number of organizations, including University of Michigan, University of Washington, Kenya National Council for Population and Development, and the Female Circumcision Project. Through his work and academic experience, Dr. Obiero has gained extensive knowledge in biological and behavioral studies, strengthening national and program level HIV/AIDS M&E systems, supervising monitoring and evaluation teams; and undertaking data analysis and report writing. He has also been an educator for two years, teaching high school in Kenya, and tutoring statisticians at the University of Michigan. Dr. Obiero is a well published researcher and has won the Population Reference Bureau Research Award and a World Bank fellowship. He earned a M.A. in Demography in 1986 from the University of Ghana and a PhD in Sociology from the University of Michigan in Ann Arbor, Michigan, USA. Anwer Aqil, MD, MCPS (Psych), MPH, DrPH Anwer Aqil, MD, MCPS (Psych), MPH, DrPH, is a Senior Health Information System Advisor at the MEASURE Evaluation project. He has more than 20 years of leadership experience in planning, management, monitoring, evaluation and research of public health programs. His areas of expertise include: Monitoring and evaluation/ KAP/KPC/DHS survey/Psychometrics; Operations Research/ Health Services Research/Quality Assurance/Performance improvement; Quantitative and Qualitative Research Methods/Statistical Analyses; Reproductive health (STDs/HIV/AIDS; Maternal and Child health, Family Planning); Primary Health Care, Child Survival, IMCI, Early Childhood Care & Development (ECCD); Behavioral Change Communication; Mental Health and Drug Abuse. He has worked in China, Cambodia, Indonesia, Philippines, Thailand, Ethiopia, Gambia, Ghana, Benin, Uganda, Kenya, South Africa, Cote d’ Ivore, Senegal, Egypt, El Salvador, Mexico, Haiti, Azerbaijan, Pakistan, India. Dr Aqil holds a Doctorate in Health Policy and Management and a Master in Public Health from Johns Hopkins University. His basic degree is in Medicine with specialization in Psychiatry.
