TRAFFIC SIGNAL BOX ARTWORK COMMISSIONS 2014
LODGEMENT OF SUBMISSION
Applicants are required to lodge their submissions (comprising contact details, proposed
Art Box Designs and samples of previous work) by hand to the National Wool Museum,
26 Moorabool Street, Geelong, or by email to dfitzsimmons@geelongcity.vic.gov.au, no
later than 9am on Monday 14th April 2014.

“ART BOX” PROJECT SUMMARY
In 2010 City of Greater Geelong commissioned a series of public artworks for the 2010 UCI
World Road Championship held in Geelong in late September/Early October 2010. These
formed part of an overarching open access cultural programme designed to enhance the
spectator’s experience of the UCI event, and showcase Geelong as one of the world’s best
places to live and visit.
As a part of these commissions, and with a broader vision for a long-term arts project, Council
initiated a project entitled ‘ArtBox’. The ArtBox concept is based on the very successful Urban
Smart Projects Painting TSB initiative.
ArtBox involved artists painting designs on traffic signal boxes sited across two of the City’s
most vibrant urban and suburban precincts – Moorabool Street and Pakington Street.
Participating artists submitted a design proposal and those accepted were provided with acrylic
paint to render their design on a Traffic Signal Box, allocated by Council, in one of the two
precincts.
The commissioned artworks were intended to be retained for a period of two years and
replaced as a part of an ongoing public art programme. However, as many of these are popular
most have been retained until now.
The City now wishes to continue the ArtBox programme by commissioning new artworks for the
first time in six locations in East Geelong. Council will from time to time select more traffic signal
boxes in new or previous locations for painting or renewal – these locations will be identified in
the project brief issued for the EOI. Artists may nominate a preferred site from one of those
identified but the final site selection will be made by the ArtBox Commission Selection Group.
An honorarium of $300 will be paid to each artist for this commission.
SUBMISSION DETAILS
Artists may make submissions by email or in person by 9am Monday 14th April 2014.
Submissions must include:
1. Full colour sketch diagram or computer rendering illustrating proposed artwork design
and colour scheme
2. Contact details and current CV indicating any previous commissions or relevant projects
3. Visuals/examples of previous works that are relevant to the project (up to 6 jpegs or
images with an accompanying list detailing the location, date, media and scale)
Submissions will are encouraged from artists residing within the G21 region – City of Greater
Geelong, Surf Coast Shire, Golden Plains Shire, Borough of Queenscliff and Colac-Otway Shire.
However in the event there are fewer submissions than are required, or not of a standard
deemed appropriate by the Selection Committee, submissions from outside the region will be
considered/accepted. Professional experience is highly desirable.
Applicants may make more than one submission for different sites, and/or teams of artists may
apply to paint a single Art Box.
The selection criteria for the commissions are:
 Quality of the design concept developed in response to the brief
 Demonstrated artistic skill and experience

Demonstrated ability to deliver the project within the budget and set timeframes
Following assessment by a panel of representatives (from Council’s Arts & Culture Department,
Urban Design Department, and Graffiti Unit) applicants will be notified of success or otherwise
by Thursday 17th April 2014. Work can commence on Saturday 26th of April and must be
finished by Friday11th May but artists must avoid working during peak periods such as Saturday
morning shopping time and school days between 3pm and 4pm at locations close to schools or
public transport stops.
Council is not bound to accept any design or submission.
LOCATION AND DESIGN DETAILS
There are six nominated Art Boxes sites located in East Geelong. Photographic images of the
sites are included at the end of this brief, to give a sense of dimensions and context.
Applicants may nominate their preferred Art Box or precinct but final sites will be allocated at
the discretion of Council.
Artists must only use the acrylic paint provided to complete their artwork. Paint will be
provided in black, white, red, yellow and blue. Colour mixing is acceptable.
Designs may be on any theme (see submission requirements in Appendix 3) and in any style and
may be quirky or exotic but cannot be offensive. Artists must not paint over VicRoad’s labels
affixed to the box.
PROJECT TIMELINES
Selected artists will be notified of the location of their allocated signal box when informed of the
successful outcome of their submission on Thursday 17th April 2014.
Traffic Signal boxes must be painted between 26th April and 11th May 2014 and work must be
completed within a seven day period once work has commenced.
Artists must inform Council in advance of the dates that they intend to paint their box prior to
commencing their work by contacting David Fitzsimmons – contact details below.
Artists may pick up their paint and PPE (Personal Protection Equipment) from Council
commencing Wednesday 23rd April 2014 by prior arrangement with David Fitzsimmons.
INSURANCE AND OH&S
Public Liability Insurance for the artists will be covered by Council’s Public Liability Insurance
policy provided artists operate within the guidelines established in this brief and direction of
Coucnil representatives.
All applicants should have the capacity to fulfil the City’s Occupational Health and Safety
requirements and will be expected to provide a completed Safe Work Method Statement which
will be provided upon acceptance of their Artwork proposal. Please contact David Fitzsimmons
on 5272 4704 for assistance if required.
Spot checks will be conducted during installation of the Artwork to confirm that OH&S
requirements listed in the Statement are being complied with. Artists not complying with the
Safe Work Methodology will be required to cease work until all requirements are met, and may
potentially forfeit payment of their honorarium.

BUDGET AND RESOURCES
A fixed honorarium of $300 available to each artist for painting of their allocated Art Box. A
small fee for insurance provided by Council (if required) will be deducted from the honorarium.
Acrylic paint, PPE (Personal Protection Equipment) and site preparation equipment will be
provided at no cost by Council, but all other costs and materials, including brushes, tools and
cleaning products, are the responsibility of the artist.
PAYMENT
In order to be eligible for payment by Council, artists will be required to provide personal details
to Zoe Smith for the purpose of registering as a preferred supplier of Council.
The artist will be paid upon completion of the artwork, within four weeks of submission of an
invoice, unless otherwise negotiated. If the artist is registered for GST, Council will pay the
additional required GST amount upon presentation of an appropriate Tax Invoice.
Artworks not completed by 5pm on May 11th 2014 will forfeit payment of honorarium.
COPYRIGHT, OWNERSHIP & ARTISTS RIGHTS
The Commissioner for the project is the City of Greater Geelong. Ownership of the design work,
and the Intellectual Property represented by the Work, will vest in the Artist. Copyright of the
Artist’s Work including but not limited to the design forming part of the Work shall remain the
sole property of the Artist.
The Artist will grant the Commissioner an irrevocable licence (without further payment) to
retain the Work on the site for which it was designed for a duration at the discretion of Council,
and to maintain, repair or replace it in the event of damage for any period deemed appropriate
by Council.
The Artist will grant the Commissioner an irrevocable licence (without further payment) to
reproduce images of the Work for promotional purposes, including design drawings and any
other materials submitted by the artist as well as photographs and other images of the
completed work. The Commissioner will acknowledge the Artist where possible as the author of
the work.

Designing for a Traffic Signal Box
Your design needs to fit on a TSB. Dimensions of a TSB are: 140 cm high x 80 cm wide x
42 cm deep. You will need to paint all the sides of the TSB that are visible with exception
of the Vic Roads information panel, locks and specific devices as indicated once your
submission has been received.
There are six different sites available in East Geelong – listed below. The recommended
artwork theme for these boxes is ‘Connecting people, place and environment’:

Provide a name for your artwork and briefly describe (30 words or less) the reasons or
inspirations behind your design. This information will assist in the design approval
process.
Please submit three A4 pages of your full colour design as follows:
1. Front of the TSB - one A4 page
2. Rear of the TSB - one A4 page
3. Sides of the TSB - half an A4 page each

Designs can be returned to you if required. Include your signature on your design as you
would on the actual TSB. Signatures must not exceed 30cm x 10cm in actual size.

What steps are involved?
1. Contact City of Greater Geelong and register your interest.
2. Create a design for a TSB.
3. Create full colour designs of exactly what you want to paint on the TSB and email
or post them in.
4. COGG will advise you if your design has been selected.
5. Once your design is approved you will be emailed Safe Work Method Statement
which you are required to sign and return to Council.
6. You will then receive an notification that everything is in order and that you are
free to arrange a time with Zoe Smith to meet and collect your materials and
protective equipment.
7. Arrange a time to meet the ART BOX team on site and paint your TSB.
What designs are eligible?
Designs should be positive, original and colourful and reflect at least one of the
following:





The immediate environment
The character or culture of the suburb
The history of the area
Community pride
Creativity
Designs should also:


Have minimal blank areas of colour to reduce the likelihood of graffiti.
Should not be predominantly dark in colour as this can cause the TSB to overheat
Designs will be ineligible if they involve:






A breach of Intellectual Property Rights (somebody else's idea)
Trademarks, brand or business names, logos or copyrighted images
Images are potentially offensive or sensitive in nature as determined by the
project managers
Images that resemble street signs, directions, etc
Collage or gluing anything onto the TSB
Images that resemble graffiti or tags
COGG will provide:



Paint - Blue, Yellow and Red- artists will be expected to mix there own
colours
OH&S equipment including High Visibility Vest which artists will be required
to wear at all times whilst painting box.
$300 payment per box will be paid once the painting is completed as
allocated by Council.
