JOB ANNOUNCEMENT Houston Housing Authority POSITION TITLE: Master Electrician DEPARTMENT: HHA SALARY: Negotiable DATE POSTED: 11/05/09 CLOSING DATE: Until Filled FLSA CLASS: Non-Exempt POSTING 11-09-MEHHA General Overview: The Master Electrician will be responsible for installation, maintaining, troubleshooting, and repair electrical circuits, appliances, systems, facilities and related electrical controls devices. Assign, direct and review the work of lower level employees. Inspect and certify work is in compliance with state and local electrical codes. Plan, estimate and commission new installations or renovations of electrical systems or equipment. Assist in the training of new personnel. Acts as assistant shop supervisor when the supervisor is absent. The specific job responsibilities include but are not limited to the following: Duties and Responsibilities: 1. Apply safety precaution pertaining to: Safety regulations and procedures; chemical safety, hazard communication program; personal protective equipment; lifting procedures; back injury prevention; flammable storage, housekeeping; fire extinguisher training. 2. Lay out, assemble and install wiring in Houston Housing Authority development properties in accordance with blueprints and NEC. 3. Size and install conduits, conductors, switches, outlets and junction boxes. Install disconnects, lights, devices and electrical panels; install motors, motor control circuits, electrical systems in hazardous locations and transformers; install battery banks, battery chargers and switch gear; install intrusion alarm systems and grounding systems in general facilities. 4. Calculate power equipments for electrical systems (conductors, protective devices, physical protection) 5. Service batteries (lead acid, Nicad, Lead Calcium) 6. Perform periodic switch gear maintenance or relays and control switches; troubleshoot switch gear circuits, voltage regulators and control switches; replace circuit components (instrument meters, voltage regulators, surge protectors, relays, control switches). 7. Troubleshoot motors, motor control circuits, across the line starters, reduce voltage starters (auto transformer, resister), reversing starters, electrical systems in hazardous locations, battery banks and battery chargers. Repair/replace electrical appliances in general electronic facilities. 10. Troubleshoot battery banks, battery chargers, power conditioners. 11. Install, troubleshoot, maintain and repair most types of electrical systems and equipment up to 600 volts. 12. Interpret plans, sketches, wiring diagrams, and specifications; identify all electrical terms and symbols. 13. Identify all electrical terms and symbols. 14. Perform other related duties incidental to the work described herein. Qualifications and Knowledge Work requires educational background normally equivalent to a high school diploma or equivalent. Requires National Electrical Code classes; training on lockout/tag out; and fire stop certification. Work requires immediate of higher Texas electrician’s license. 1. Ability to lift fifty (50) pounds. 2. Valid Texas driver’s license or obtain such within the first thirty (30) days of employment. Must be able to drive under varying weather conditions. Eligibility for coverage under PHA Fleet insurance. 3. Must Pass Drug Test 4. Perform supervisory duties in the supervisor’s absence. 5. Perform other related duties incidental to the work herein. Supervision Received and Given The employee receives assignments from the Construction Superintendent. Most instructions the employee receives are specific in nature; occasionally he/she will receive broad directive or policy statements. The employee initiates and follows through on routine tasks with minimal supervision. The employee's work is evaluated for conformity to organizational policies and attainment of personal performance evaluation objectives. Situations that arise which are not covered by instructions are referred to the supervisor or dealt with independently, depending on the circumstances. The employee gives general assignments to all lower level staff when project needs to be accomplished. Guidelines The employee follows various written guidelines in performing work. Guidelines generally are not available for daily operating decisions, emergency decisions or unusual circumstances. Situations not Master Electrician Page 3 of 4 covered by guidelines are referred to the supervisor or handled independently, depending on the circumstances. Complexity The employee performs a wide variety of tasks that range from routine to difficult. The employee identifies work to be done and determines the course of action to follow. The employee coordinates, integrates, and prioritizes the tasks, and intermittently makes decisions regarding unusual circumstances, conflicting data, or other non-routine occurrences. Problems and issues are easily identified and decisions made by the employee my involve work in several authority activities. Scope and Effect The employee’s work primarily affects maintenance, its accomplishments to complete its projects on schedule, within budget, and has maintained the PHA developments in an above average appearance. Successful accomplishment of the maintenance function is essential to achieving the Authority’s basic mission to provide housing that is decent, safe, and sanitary. Personal Contacts The employee has contact primarily with authority employees, residents, local contractors, and consultants. Normally, contacts require ordinary tact and courtesy. Infrequently, the employee may be involved in negotiations or controversial matters, which require extra tact and diplomacy. Contacts are to obtain or give information or facts, or to plan and coordinate activities. Contacts may also be made to motivate, influence, direct, or to justify, defend, negotiate, or resolve significant matters. Physical Demands Work is performed both indoors and outdoors that involves physical exertion common to the construction, rehabilitation, and maintenance industries, such as bending, stooping, standing, and walking on rough terrain. Work may require specific physical characteristics and abilities such as above-average strength, agility and dexterity. Work hours may vary from the normal core hours of the agency and on occasion may involve weekend work. Work Environment Work involves moderate risks and discomforts, which are common to architects, engineers, and contractors. The Working Foreman may require special safety precautions and use of protective clothing or gear, such as a helmet, mask, goggles, steel-toe-shoes, or a safely belt.
