OFFERED STUDY PROGRAMMES This directive on admissions specifies conditions for the admission procedure at the Faculty of Civil Engineering of Brno University of Technology (BUT) for programmes started in the 2006-2007 academic year, for the first years, into these accredited PhD Study Programmes: - P 3607 Civil engineering with full-time mode of study and combined with subjects: o 3911V006 Physical and Building Materials Engineering o 3607V027 Water Management and Water Structures o 3607V009 Constructions and Traffic Structures o 3608V001 Building Constructions o 3607V003 Management in Building Industry - P 3646 Geodesy and Cartography with full-time mode of study and combined with subject o 3646V003 Geodesy and Cartography - P 3917 Forensic Engineering with full-time mode of study and combined with subject o 3917V001 Forensic Engineering. 2. APPLICATIONS FOR THE STUDIES 2.1. Applying for the programme An application for the PhD Study Programme can be submitted by every Master’s Study Programme graduate or a student in his/her last year of the Master’s Study Programme at the Faculty of Civil Engineering of BUT who successfully completes his/her study the latest in: - the summer term of the academic year immediately before the one for which the admission procedure has been announced, - in the autumn term when the final state exams take place at the Faculty of Civil Engineering of BUT in the academic year for which the admission procedure has been announced The PhD Study Programme applicant registers with a PhD Study Programme theme of the respective PhD Study Programme subject that has been approved by the Scientific Board of the Faculty of Civil Engineering at BUT. The Doctoral Study Programme themes for the respective academic year are available for the applicants within the Faculty information system, on the Student Administration Department notice board and in the individual training workplaces. - 1 (6) - DIRECTIVE ON ADMISSION PROCEDURE OF THE FACULTY OF CIVIL ENGINEERING AT BRNO UNIVERSITY OF TECHNOLOGY FOR THE 2006-2007 ACADEMIC YEAR The themes may be offered to one or more students at the tutor’s request. The number of students who can register for the particular theme is made public before the admission procedure along with the themes themselves. 2.2. Application form details The applicant can submit the application for the PhD Study Programmes either in a written form on the printed version called Přihláška ke studiu (this can be collected in the FAST Dean’s Office) or in the electronic form, see BUT Status, article 10, paragraph (1). The Faculty of Civil Engineering prefers the electronic form. Applicants with Czech or Slovakian citizenship may enrol in the programme via the electronic application form. Other applicants must enrol via the written form using the classical printed version called Přihláška ke studiu. 2.2.1. Electronic application form The electronic application form is the same for all faculties of BUT. It is available on the BUT website (www.vutbr.cz). A reference to the respective website with the application form is also placed on the Faculty of Civil Engineering website (www.fce.vutbr.cz). 2.2.2. Written application form A properly filled written application for the programme signed by the applicant must be sent in to the Faculty, along with all the required documents, or delivered by the set deadline, via one of these channels: - sent in by mail to the Faculty address, i.e.: Fakulta stavební VUT v Brně Studijní oddělení děkanátu Veveří 331/95 602 00 Brno - delivered in person to the Registry of the Faculty of Civil Engineering (on workdays from 9:00 – 12:00 and 12:30 – 14:00 hours). 2.3. Application submission deadline Applications for the PhD Study Programmes at the Faculty of Civil Engineering of BUT, including the required attachments must be submitted before 31st May 2006. A printout of the electronic application with the applicant’s signature and attachments or a written application including attachments may be delivered to the Faculty in person by this date or sent in by mail to the Faculty’s address (the date of posting on the postal stamp is decisive). 2.4. Administrative fee There is an administrative fee charged for operations connected with the admission procedure. Applicants must pay this fee by a specified method before 31st May 2006. The fee is CZK 400,- when submitted in the electronic form and CZK 550,- when submitted in the written form. The fee is non-refundable. When submitting the electronic application, the fee must be paid by the Česká pošta post money order or paid by cashless transfer to the BUT bank account, but not the Faculty of Civil Engineering account! Bank connection will appear on the website after sending in the - 2 (6) - DIRECTIVE ON ADMISSION PROCEDURE OF THE FACULTY OF CIVIL ENGINEERING AT BRNO UNIVERSITY OF TECHNOLOGY FOR THE 2006-2007 ACADEMIC YEAR application. The date of entering the payment order is decisive. Electronic applications will not be registered until the fee is sent off and passed to the BUT bank account. When placing a written application, the fee must be paid either in person at the Faculty of Civil Engineering Registry, sent in by the Česká pošta post money order or paid by cashless transfer to the Faculty of Civil Engineering bank account: - bank: account number: bank’s code: variable symbol: constant symbol: ČSOB, a. s., Brno 111 044 081 0300 1269002 0308 The date of entering the payment order is decisive when paying the fee by cashless transfer from an account. With the written applications, a copy of a proof of the fee payment must be attached to the application for the programme. No application without this copy will be registered. 2.5. Essentials of the application Applications for the Doctoral Study Programme must contain required information, under the § 50, article (1), Act no. 111 of 1998. A written application or a printout of an electronic application with the applicant’s signature, including the required attachments to the application, must be delivered to the Faculty of Civil Engineering of BUT in accordance with the paragraph 2.3. of this directive. When submitting the application for the PhD Study Programme, the following must be forwarded to the Faculty of Civil Engineering: - an application form filled with all required data (personal information, the study programme, the field of study, the PhD Study Programme theme that the applicant wishes to work on, chosen mode of study, etc.), - brief information of vocational and publishing activities and results that have been achieved by the applicant so far when solving vocational problems connected with the chosen PhD Study Programme theme, - a copy of a document proving successful Master’s Degree Study Programme completion. An applicant who will terminate the study programme after the PhD Study Programme admission procedure takes place, will present such a document in the Student Administration Department of the FAST Dean’s Office immediately after he/she obtains it. Submitting a document proving successful Master’s Degree Study Programme completion is an essential condition for the Dean to send off the decision about accepting in the programme and registration. - a copy of a document proving the fee payment in accordance with the paragraph 2.4. 3. ADMISSION EXAMS 3.1. Admission exams rules The course and details of admission exams organisation in the PhD Study Programmes at the Faculty of Civil Engineering of BUT for the 2006-2007 academic year (admission exams further on) follow this directive, under the § 49, article 5 of Universities Act no. 111 of 1998, the Faculty of Civil Engineering Status and the BUT Status. - 3 (6) - DIRECTIVE ON ADMISSION PROCEDURE OF THE FACULTY OF CIVIL ENGINEERING AT BRNO UNIVERSITY OF TECHNOLOGY FOR THE 2006-2007 ACADEMIC YEAR All applicants registered for the PhD Study Programmes stated in article 1 of this directive, apart from cases under the article 3.4., undertake the admission exams. 3.2. Invitations to the admission exams A written invitation will be sent to all registered applicants 14 days before the date of exam (the latest). It will contain the date, time and the site of the admission exam. 3.3. Numbers of accepted students The Dean of the Faculty will, based on the admission exam results and recommendations from the Admission Board, accept for each subject of the PhD Study Programmes maximum as many students as corresponds with the themes offered. 3.4. Accepting without an admission exam The Dean of FAST BUT can decide about extraordinary admitting an applicant for the PhD Study Programmes without an admission exam if the applicant satisfies the following criteria: The applicant is a Master’s Study Programme graduate from the Faculty of Civil Engineering of BUT and he/she has completed the programme getting first-class honours. a) b) The applicant undertook a foreign language exam within his/her previous Master’s Study Programme, with no worse result than C, according to ECTS evaluation. c) The tutor who had offered the PhD Study Programme theme that the applicant has registered for, agrees with the applicant’s acceptance without an admission exam. The Dean may apply other reasons for extraordinary admittance on the basis of their approval by the Academic Senate of FAST. 3.5. The dates of admission exams The admission exams for the PhD Study Programmes at the FAST BUT Brno for the 2006/2007 academic year, for both full-time and combined modes of study, will take place on 29th June 2006. Applicants are obliged to take part in the admission exams on that day. 3.6. The contents of the admission exam Each applicant will undertake this admission exam for a PhD Study Programme at the FAST BUT Brno, apart from the cases mentioned in article 3.4. The admission exam consists of the following parts: o A technical debate with the applicant on the chosen PhD Study Programme theme on the content level corresponding with requirements for a Master’s Study Programme technical debate at the final state exam. The applicant demonstrates his/her technical competence for the programme and ability to develop the selected theme, the depth of his/her interest in the respective problem and presents his/her vocational activities up to now. One of the members of the examination board at the technical debate is the tutor who expresses hi/her opinion of the applicant’s complex exam evaluation proposal and has a veto privilege in the decision-taking process. o Verification of foreign language knowledge, i.e. considering whether the applicant is able to learn from technical texts and has the knowledge required to pass the foreign language exam on the B1 level at least. The Dean appoints a special board to assess this part of exam. - 4 (6) - DIRECTIVE ON ADMISSION PROCEDURE OF THE FACULTY OF CIVIL ENGINEERING AT BRNO UNIVERSITY OF TECHNOLOGY FOR THE 2006-2007 ACADEMIC YEAR o Considering study results achieved in the previous Master’s Study Programme and applicant’s completed vocational activities so far. 3.7. Assessment of the admission exam The Complex assessment of the admission exam is based on the assessment in the individual parts in 3.6. The particular exam parts are assessed by points by the following method: o the result of technical debate on the Doctoral Study Programme theme is awarded by maximum 30 points, o foreign language knowledge is awarded by maximum 10 points, o significant Master’s Programme study results (complex result and the state final exam assessment, thesis award, etc.) and applicant’s vocational activities (participation in scientific competitions or obtaining good places in it, proved vocational or research cooperation, active participation in conferences and other practical vocational activities connected with the PhD Study Programme theme, etc.) are awarded by maximum 10 points. Applicants who obtain a total minimum of 25 points, of which at least 15 points for the result of his/her technical debate on the selected study topic have passed the exam successfully. 3.8. Announcing the admission exam results Immediately after the admission exam and its evaluation, each applicant will be informed individually of his/her total number of points and points awarded for the individual exam parts. The applicant will then confirm by his/her signature in the “Admission Exam Record” that he/she has been informed of the results achieved in the exam and, under the § 50 article 6 Universities Act No. 111 of 1998, that he/she was allowed to consult the materials that decided about his/her accepting in the studies. 3.9. Examination Board The Dean appoints the members of the Technical Examination Boards. The Examination Boards for the PhD Study Programmes admission exams at the FAST BUT consist of five regular members. They are appointed by the Dean on the Scientific Board’s recommendation. External members of the Examination Board are tutors for whose Doctoral studies themes the applicants have registered. A professor or a senior lecturer is appointed as the Chairperson of the Examination Board (usually Chairpersons of the respective PhD Study Programme Branch Council), or, exceptionally, another significant academic Faculty worker in the field. Language command of applicants is evaluated by an independent minimum two-member examination board, specially appointed by the Faculty’s Dean, consisting of academic workers from the Foreign Language Department of the Institute of Social Sciences of FAST. One of them is appointed the Chairperson. The Dean appoints chairpersons and members of the examination boards by 14th June 2006. A Faculty’s Vice-Dean for the PhD Study Programmes will instruct the Examination Board Chairpersons by 20th June2006. - 5 (6) - DIRECTIVE ON ADMISSION PROCEDURE OF THE FACULTY OF CIVIL ENGINEERING AT BRNO UNIVERSITY OF TECHNOLOGY FOR THE 2006-2007 ACADEMIC YEAR 4. ADMISSION EXAMINATION RESULTS 4.1. The Dean’s decision about accepting or rejecting Based on the Examination Board recommendation noted down in the “Record of admission exam course”, the Faculty’s Dean decides about accepting the applicants in the PhD Study Programme by the following method: If the applicant passes the admission exam successfully and has registered with an offred Doctoral studies theme as the only applicant, the Dean decides on his/her possible accepting in the Doctoral Degree Study Programme. If there are more applicants interested in the same theme who passed the exam successfully but the theme had been planned for fewer applicants, the Dean, when taking decision on accepting, will consider the applicants rating determined by the Examination Board in the Record of an Admission Exam. The Dean usually decides in favour of those applicants who have been rated in the Record of an Admission Exam, in the order of awarded points number. In exceptional and well-founded cases, the Dean has the right to ignore the Board’s recommendation when taking decision on an applicant’s accepting. 4.2. Informing the applicant of the Dean’s decision on accepting or rejecting Applicants who sit the admission exam for the PhD Study Programme, will receive a written decision on accepting or rejecting from the Faculty’s Dean by 22/07/2006, with a conditional registration for the studies, or a statement on rejecting. Applicants who appeared at the exam but did not take it, will receive a written Dean’s statement of being rejected from the studies. Applicants who have been accepted in the PhD Study Programmes by the Dean under the article 4.1. and completed successfully the Master’s Degree Study Programme before the admission exam, will receive a positive Dean’s statement of accepting in the studies. Applicants who have been accepted in the PhD studies by the Dean according to the article 4.1. but did not complete the Master’s Degree Study Programme before the admission exam date, will receive a written statement on accepting from the Dean, but with a conditional registration for the studies. These applicants will receive a written statement on accepting in the studies immediately after they present documents proving the Master studies termination. 4.3. The decision revision request The applicant may ask for o a revision of the statement of rejecting from the PhD Study Programme under the § 50 article 7 Act No.111 of 1998. 4.4. Registration procedure for applicants accepted in the studies Applicants accepted in the PhD Study Programme are obliged to appear at the Registration Procedure – see article 11 of the BUT Brno Status. 5.
