Date: Meeting: 22 September 2003 MP-TSWG Document Reference: Working Paper No: MPTSWG(03)23 N/A Minutes of the Multipoint Technical Standards Working Group #5 Meeting held on 22 July 2003 1 Attendees / Apologies Please see separate document for attendees: 2 Minutes of the 4th Meeting of the MPTSWG – [MPTSWG(03)17] and matters arising. The minutes were accepted as being an accurate record. The RA went through the action points from th 4th meeting; section 3: Members were asked to feed comments to the rapporteur for this particular work item, the RA informed the group that these activities are practised outside of this meeting. Item 6: The RA released document no: MPTSWG(03)18 which sought to clarify the position on which bands, single assignments would be considered. The RA envisaged that single assignments would initially be considered in the 28 GHz band only, but the model could be used in other bands following agreement from planned or existing users and in light of future spectrum award processes. 3 ETSI TM4 [MPTSWG(03)19, 20 and 22] MP-TSWG(03)19 In the absence of the chairman of TM4 WP2, the RA provided an update on TM4 issues. The RA remarked that there was one manufacturer, which they knew of, interested in using omnidirectional antennas in a mesh deployment. MP-TSWG(03)20 Existing P-MP standards had allowed an option whereby high gain directional TS antennas could refer to P-P standards. A maximum gain figure had been proposed (as a new parameter in part 3 of the Multipart Standard) to create a transition point from the P-MP antenna standard to P-P antenna standard. However, the Class 1 P-P antenna had recently been deleted from the standard and therefore although the use of P-P antenna standards was agreed in principle the maximum gain issues was still unresolved. There was some on what was a reasonable cut-off point to decide whether a high gain TS antenna is considered to meet the P-P or the P-MP antenna standard. A member stated that, instead of the maximum gain figure, the maximum EIRP limit in the interface requirement could be used to address this. The RA remarked that the EIRP is specified in the interface requirement but is a recommended guideline only and only applies at the licence boundary edge. In reference to Issue 174 of the STF issues list, members were asked whether tests for co-polar elevation patterns at 3 azimuth angles for omni and sector antennas were viable. The group consensus was that the tests were viable. There was a detailed discussion concerning cross-polar measurements for sector antennas and whether cross-polar response is to be met across the whole sector. The discussion centred on how to measure it, in a plane parallel to boresight or parallel to azimuth heading? A member stated that slant path co-polar measurement is the resolved component as you go around the azimuth and that cross-polar component is orthogonal to that. One member commented that there was no way of measuring the signal at 90 Action RA stated that a circular letter would be sent to members requesting comments on the 2nd draft of DEN-4130 (MP Multipart Standard) parts 1 and 2. MP-TSWG(03)22 – Presentation and discussion on ETSI MI/TM-4162 1 Date: Meeting: 22 September 2003 MP-TSWG Document Reference: Working Paper No: MPTSWG(03)23 N/A A member then made a presentation, which considered transmitter spectral masks for mixed mode operation (adaptive modulation). The presentation considered that the current standards are inconsistent for mixed mode operation and noted the conflicting objectives of manufacturers, operators and regulators. The rapporteur for this work item was encouraged to present a proposal and justification to ETSI TM4 WP2 to include appropriate spectral masks for mixed mode operation in the new Multipart Standard DEN/TM-4130. ETSI AOB The RA remarked that funding had recently been secured to continue supporting the STF work until June 2004 in drafting the new Multipart Standard 4130. 4 MPTSWG(03)21- World Radio Conference 2003- Results of Agenda Items of interest to the group The RA covered this item which updated members on agenda items to be covered at WRC 2003. There were no substantive comments from members on this item. 5 Any other business Facilitating individual assignments for 28 GHz.- Lack of response, take item forward to the next meeting. The RA noted the delay in producing the minutes for the previous meeting and would in future endeavour to circulate minutes in a more timely fashion. The RA stated that the CEPT SE19 work had continued on the Multi Point co-existence report and that findings of the report and subsequent regulatory changes would need to be assessed. Chairman announced that Jim Nixon is moving to another post within the RA and will no longer attend this meeting. He thanked him for his valuable contribution to this group and wished him every success in the future. 6 Date of Next Meeting The next meeting had been provisionally arranged for 22 October 2003.
