Cyclone Stampede Constitution Written Spring 2008 Article 1: Section 1: Name A. This organization shall be known as the Cyclone Stampede Article 2: Section 1: Purpose and Goals A. To produce an National Intercollegiate Rodeo Association (NIRA), which will become a major annual sporting event at ISU B. To increase and maintain interest of the students of ISU in the sport of rodeo, horsemanship, and sportsmanship C. To attract prospective students to enroll at ISU Section 2: Description of Activities A. Cyclone Stampede abides by and supports established Iowa State University policies, State and Federal Laws B. Cyclone Stampede is a member of the National Intercollegiate Rodeo Association (NIRA), Great Plains Region C. Cyclone Stampede shall obey the rules and bylaws of the NIRA; if there are any conflicts between club rules and the NIRA, NIRA rules will govern D. To work in conjunction with the NIRA and Iowa State University to host an annual collegiate rodeo for student members in the Great Plains Region Article 3: Section 1: Membership A. Membership shall be open to all registered students at Iowa State University B. Membership shall consist of the executive officers, as defined in Article 4, Section 1, Part C Article 4: Section 1: Officers A. Offices to be Established a. The executive officers will consist of Co-Chair(s), Treasurer, Publicity Chair, Advisor, and any other specially created position, as long as there is a valid need B. The officers of this organization must meet the following requirements: a. Have a minimum cumulative grade point average (GPA) as stated below and meet the minimum cumulative GPA in the semester immediately prior to the election/appointment, the semester of election/appointment and semesters during the term of office. For undergraduate students, the minimum GPA is 2.00. In order for 1 this provision to be met, at least six hours (half-time credits) must have been taken for the semester under consideration. b. Be in good standing with the university and enrolled: at least half time (six or more credit hours), if an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office, and at least half time (four or more credits), if a graduate level student (unless fewer credits are required in the final stages of their degree as defined by the Continuous Registration Requirement) during their term of office. c. Be ineligible to hold an office should the student fail to maintain the requirements as prescribed in (a) and (b). C. Election Process a. Election of officers will require a majority vote for the general membership b. Members interested in becoming and officer must meet academic requirements as established by the Student Organization Recognition Policy c. Term of office will be one full year (January 1 to December 31). The executive officers shall have the power to appoint any committees that are deemed necessary to carry out organization goals d. Officer election interviews shall be held at the end of the fall semester, and new officers will take office beginning January 1 of the following year e. Interviews will be conducted by the previous year’s executive officers and Cyclone Stampede advisors i. Preference will be given to ISU Rodeo Club Members ii. Previous experience in rodeo is highly recommended f. Officers and/or Advisors may be removed from office, by a unanimous decision from all other officers and advisors, if actions are deemed necessary by the membership. The charged officer is permitted to speak before the executive officers and advisors about the charges made concerning his/her performance. The charged officer is not permitted to participate in the deliberation of the other executive officers and advisors, regarding the charges. g. In case of a vacancy, the current executive officers and advisors will call a special election to fill the opening h. In the case of an Advisor vacancy, candidates for the position must express their interest to the current committee. Interviews will be conducted with the current committee (and former Advisor, if available). This process will take place at the end of the fall semester, with new committee member interviews, and new officers/advisors will take office beginning January 1 of the following year. D. Officer Duties a. Co-chair(s) 2 i. Responsible for conduct of meetings ii. Responsible for creating and obtaining contracts for the services needed to conduct a rodeo iii. Responsible for maintaining a positive relationship with 1. Iowa State University, including, but not limited too: Risk Management, Event Authorizing Committee, Government of the Student Body, Sports Club Council, and ISU Rodeo Club 2. NIRA and all affiliations iv. Ensure other officers are fulfilling their duties, and assist them as needed v. Maintain communication with advisor(s) b. Treasurer i. Maintain accurate records of organization’s transactions ii. Develop organization budget and present to executive officers and advisors for final approval iii. Co-sign proper documentation for financial transactions, along with club advisor(s) 1. Responsible for maintaining financial records and documents, which may be examined by the other executive officers at any given time 2. Responsible for financially fulfilling any and all contracts established by co-chair(s), in a timely manner 3. Maintain a positive relationship with the Campus Organization Accounting Office, while properly using their services a. Treasurer is also the group’s University Pcard holder (credit card holder), as the program is available b. Treasurer/Cardholder will abide by all Campus Organization Accounting Office rules and regulations iv. Periodically report financial status to other executive officers for approval v. Work in conjunction with the Publicity Chair to obtain sponsorships, as well as maintain relationships with past sponsors c. Publicity Chair i. Advertise all activities associated with collegiate rodeo, particularly the Cyclone Stampede 1. Post flyers in major campus buildings (i.e. Kildee, Agronomy, Bessy, Curtis, Horticulture, Carver, Gilman, Heady, Pearson, etc.) 3 2. Contact and work with local media providers, including, but not limited too: local newspapers, radio, television, and area online calendars ii. Organize sponsorship-soliciting, create the sponsorship packet, and design the rodeo program with sponsors’ advertisements 1. Recruit new sponsors 2. Maintain positive and professional relationship with past sponsors iii. Organize recruitment of volunteers to assist with the rodeo production; this including, but is not limited to: current ISU Rodeo Club members, ISU Rodeo Club alumni, and other ISU Affiliates 1. Work in conjunction with other executive officers to effectively utilize volunteer efforts d. Advisor(s) i. Maintain communication and meet with officer(s) regularly ii. Awareness and approval of financial expenditures and any and all contracts before finalizing iii. Ensure that the organization is operating in conformity with the standard set forth by Iowa State university and Student Activities Center Article 5: Section 1: Finances A. Finances will be conducted by the Treasurer, and approved by the advisor(s). All transactions are subject to review by the other executive officers. If a transaction is deemed illegitimate by the other executive officers and advisor(s), the amount may be charged to the Treasurer’s UBill. All Campus Organization Accounting Office policies and procedures must be followed strictly. In the case of dissolution of this organization, any monies remaining, following the repayment of any debts, shall be donated to the NIRA. B. All monies belonging to this organization shall be deposited and disbursed through a bank account established for this organization at the Campus Organization Accounting Office and/or approved institution/office (must receive authorization via Campus Organizations Accounting Office). All funds must be deposited within 24 hours after collection. The Adviser to this organization must approve and sign each expenditure before payment. C. The organization may establish reasonable dues that must be paid by all members. The amount of the dues, and the due date, will be determined in the beginning of the academic year by the Executive Committee and must pass by a ¾ vote. Dues are not to exceed $75. The treasurer shall be responsible for making sure all members have paid their dues, and will maintain all financial records pertaining to the collection of dues. 4 Article 6: Section 1: Amendments and Ratification A. Amendments shall be presented in typed form for the entire group to see. The original section of the constitution to be amended shall be read, in full, and then followed by a reading, or visual opportunity to see the amended version. Discussion on the amendment will be entertained at this time. Upon said discussion, the group will approve or disapprove the amendment. At the following group meeting, the same amendment shall again be presented, if passed prior, in the same fashion and voted on again. It is at this time that the amendment is deemed final. B. Amended or ratified constitution will be submitted within 10 days to Student Activities Center for approval 5
