PCB regulations on Scrutiny and Elections of District/City
Cricket Associations
The following rules are hereby adopted by the Pakistan Cricket Board (PCB) for the
conduct of scrutiny and elections of District/City Cricket Associations.
a) The scrutiny of District/City Cricket Associations shall be carried out after
every six years i.e. after two terms of three years. The scrutiny committee
of PCB shall be responsible for the conduct of scrutiny.
b) It is clarified that the process of scrutiny shall also include the registration
of new clubs (if any) within a district or city. However the process of
scrutiny shall lie within the exclusive discretion of PCB which alone shall
decide as to when and how within the mandated six years period the
scrutiny is to be conducted.
c) The elections of District/City Cricket Associations shall be held after each
term of three years.
d) The authority and responsibility for conducting scrutiny and elections
shall vest in the PCB which shall exercise this authority through its
Scrutiny Committee/Election Commission. The Election Commissioner or
his appointed representative shall hold elections.
e) Be that as it may, in sensitive districts/cities where problems are likely to
be faced the Election Commissioner shall himself conduct and supervise
the electoral process.

f) It is also clarified through these rules that the following category of
persons shall not be considered eligible to participate in the districts ,
cities or the regional elections: i)
ii)
iii)
iv)
v)
vi)
Government servants
In-service
Civil servants
Public servants
Convicts/Defaulters both govt and PCB defaulters
Elected public representatives
Serving armed forces personnel.
g) Dispute in relation to the electoral process or the process of scrutiny
shall be referred to the Chief Operating Office of the PCB whose
decision in this matter shall be final and binding.
