Student Council Constitution
Article I – Name
The official name of this organization shall be CTA Independence Student
Council.
Article II – Purpose
The purpose of this organization is threefold:
1. Encourage respect among the student body, faculty, and community.
2. Represent all CTA Independence students in student council affairs, this
includes discussions, decisions, and voting.
3. Exemplify leadership among the student body in citizenship and school
pride.
Article III – Membership
The student council will be comprised of five qualified 6th grade officers, and
two representatives from each of the 4th, 5th, and 6th grade classes. All students
who have successfully submitted a letter of permission to run, including
necessary signatures and recommendations, will be considered for membership
in the CTA Independence Student Council.
Article IV – Student Council Composition

Officers
CTA Independence Student Council officers shall consist of the
following:
 President
 Vice-President
 Secretary
 Treasurer
 Historian
Duties of Office
All CTA Independence Student Council members will be trained
and learn the responsibilities of their office in the first month of
student council meetings. Student council members are expected
to be exemplary role models of academics and behavior, attend
all meetings, participate at Spring Fling and be actively involved, be
dependable, attend all student council functions, and think of what
is best for the student body when voting on issues in addition to the
following:
A. President
1. Preside over meetings of CTA Independence Student
Council

2. Prepare the meeting agenda with items to be
discussed
3. Lead all discussions and call on members to speak
4. Represent CTA Independence at district meetings
5. Listen attentively to all and make sure all have a fair
chance to be heard
B. Vice-President
1. Assume all responsibilities of the President when
necessary
2. Support the student council president
3. Responsible for advertising all events and write all
general announcements
4. Appoint all committees
C. Secretary
1. Prepare and keep detailed minutes of each meeting
2. Post or distribute minutes to the principal, teachers, and
council members within three (3) days following
meetings
3. Maintain accurate attendance and activity, or event,
records including all club correspondence
4. Will preside over student council meeting in the
absence of the President and Vice-President
D. Treasurer
1. Responsible for signing all club receipts
2. Aid in authorizing CTA Independence Student Council
funds alongside the President
3. Aid in the requisitioning of all funds from the CTA
Independence Student Council
4. Maintain accurate records of all funds and give
monthly treasurer report
E. Historian
Keep a historical account of school activities through
pictures and written accounts
F. Class Representatives
1. Responsible for attending all the CTA Independence
Student Council meetings
2. Act as a liaison between the CTA Independence
Student Council and their class, grade level, and
“buddy” classes, relaying all information in an
appropriate and timely manner
Make-up Work
All members of student council are responsible for obtaining and
completing any and all assignments missed due to student council
meetings or activities

Section V
Terms of Office
One term of office for each member of the CTA Independence
Student Council shall be one (1) year.
Vacancies of Office
If a vacancy exists for any position, then a special election shall be
held for the vacant position. During this period of time, succession of
office will be used to fill the position until elections can be held.
Succession is as follows: President, Vice-President, Secretary,
Treasurer, and Historian.
Article V – Removal from Office
Should a student be cited for any of the following, with the exception of
attendance, a meeting with the student council sponsor(s) and/or
administration will occur. During this meeting the student will be placed on
probation for a minimum of eight. Upon the second citation, the student will be
dismissed from the CTA Independence Student Council

Attendance
An officer or representative may be removed from office for two (2)
unexcused absences from two (2) council meetings.
Section II
Behavior
A. Failure to carry out his or her duties as an officer or representative
B. Actions which are detrimental to the welfare and best interest of
the council and/or the school (including students and teachers),
as demonstrated by a behavior referral.
C. Possession, use and/or sale of alcohol, illegal drugs, or weapons
on or near CTA Independence Elementary School campus
Section III Academics
A. Officers and representatives must maintain a C average on
progress reports and report cards.
B. Council members must not receive any D’s or F’s on any report
card
Section IV Probation
In the event that a student council member is placed on probation,
that member will be ineligible to attend leadership and/or team
building activities or field trips until the length of probation has
passed

Article VI – Meetings
CTA Independence Student Council meetings will be held on
Fridays. Additional meetings may be called by the president if
necessary.

Quorum
A meeting shall be declared to have a quorum if a simple majority
of the CTA Independence Student Council is present
Voting
A. Votes shall be taken during a meeting that has declared a
quorum
B. Only members of student council may vote on student council
meetings
C. The approval of three-fourths of the general membership, as well
as approval by the Student Council Advisors, is necessary to pass
any motion
C. Any and all actions of CTA Independence Student Council are
not official until approved by the advisors and/or the principal
Field Trips
The CTA Independence Student Council will plan a minimum of one
(1) leadership training and/or team building activity or field trip per
semester
Article VII – Election of Student Council

Officers
A. Eligibility
1. Students entering 6th grade may run for student council office
2. All officers of CTA Independence Student council must
maintain a C average during their term of service and have
this average at the time of their nomination
B. Process
1. Candidates must submit a Letter of Permission to Run from the
student’s parent or legal guardian and must receive approval
from current teacher by due date, no exceptions
2. Selection interviews will be scheduled no later than one (1)
week after Letter of Permission deadline should more than
three students run for the same office
3. Final candidates will be allowed to present a two-minute
speech to the 4th-5th grade student body on election day
C. Election
1. Election will be by secret ballot
2. The winner shall be declared as the nominee with the most
votes
Article VIII – Constitution
Temporary Constitution
A. This temporary constitution shall take effect immediately after
Section II
being voted upon September 3, 2010.
B. All articles within this constitution will be reviewed and revised, if
necessary, during the 4th quarter of the 2010-2011 school year.
Amendments
A. Any proposed amendments to this constitution prior to the end of
the year must be in written form when presented to the council,
at which time a vote will be had.
B. The approval of three-fourths of the general membership, as well
as approval by the Student Council Advisors is necessary to ratify
any constitutional amendment
