1. JOB PURPOSE
Alcohol and Drugs Partnership
To take the lead in supporting the Angus Alcohol and Drugs Partnership (ADP) establish a new way of working within
substance misuse services. The ADP has developed a model that they wish to proceed with based on a whole family
approach. The ADP wish to test this model in a single locality. The post holder will be responsible for delivering the pilot
and then lead on the implementation of the model thereafter. The model will apply to NHS, Social Work and Third Sector
substance misuse, mental health, and children’s services.
The post holder will report to a steering group made up of ADP members who are responsible for delivering the project.
The Project Manager will be supported by a range of people including the ADP support team. The Steering Group will
ensure that the relevant staff in substance misuse services, finance, HR, the health and social care integration team, staff
partnership representatives and others as required engage with the Project Manager to assist in the delivery of the whole
family approach. This will involve management of a complex, multiagency portfolio of activities to improve the outcomes for
families affected by substance misuse.

The postholder is expected to work across these and with other key partners to achieve outcomes in the following areas: Leadership, coordination and facilitation and promotion of an integrated and co-ordinated approach to delivery of health
and social care services for specified programmes of work, involving connecting across health social care and housing
and across the statutory, voluntary, independent and private sectors.

Build expertise within Angus Health and Social Care Partnership to support integrated locality working, increase
improvement support capacity ensuring synergy, alignment and integration across the cycle of improvement

Ensure the needs and aspirations of service users and unpaid carers are a fundamental consideration with
developments and activities alongside the principles of community and peer engagement

Ensure thinking and developments within Angus Health and Social Care Partnership use improvement methodology to
facilitate change and reduce harm, waste and variation

Ensure improvement activities within the Angus Health and Social Care Partnership are underpinned with robust models
for sustainable change.

Ensure appropriate leadership and organisational development behaviours are promoted.

Ensure that activities are targeted on areas of inequality and social inclusion.

Ensure robust evaluation of the programmes of work.

Develop robust strategic modelling to infirm clear future strategic planning.

MAIN DUTIES/RESPONSIBILITIES
Manage the locality integration in Angus related to successful delivery of the specified programme outcomes and
objectives and its associated portfolio of projects. Key components include:
1.1
The Project Manager will complete the implementation of the whole family approach model and ensure this model is
tested via a pilot and then implement in full across substance misuse services by April 2016. This approach must
recognise the needs of CAPSM and demonstrate the value of early intervention.
1.2
The first task will be to pilot the whole family Approach in a specific area. The Project Manager will be responsible for
setting up the pilot. This will include the location, the staffing levels, the management structure during the pilot,
determining staff roles within the pilot and evaluation of the pilot.
1.3
The Project Manager will evaluate the pilot and then develop a plan for how to roll out the whole family approach
across Angus.
1.4
The Project Manager will develop a service specification for the whole family service within the context of a recovery
oriented system of care (ROSC) detailing every agencies role within the new system. This will include clear reporting
arrangements to the ADP, CPP and the health and social care partnership.
1.5
Be responsible for establishing a local needs assessment based on available demographic data and subsequently
develop outcomes for the new service. These will be part of a broader governance framework and reported regularly
to the ADP.
1.6
Ensure the views of service users and carers are included in the development of the whole family approach model.
1.7
Develop a workforce development plan for the new service. This can be supported by STRADA.
1.8
Develop a plan to ensure that there is workforce development/training for staff prior to the pilot and the roll out of the
model across services which ensures that staff are clear about their roles in the new system
1.9
To undertake any other duties commensurate with the expertise required to drive forward improvement in crosssectoral Health & Social Care Integration in Angus.
Your performance must comply with the national “Mandatory Induction Standards for Healthcare Support Workers in
Scotland” 2009; and with the Code of Conduct for Healthcare Support Workers

COMMUNICATIONS AND RELATIONSHIPS
The role requires excellent interpersonal skills in order to quickly gain credibility and motivate people and gain
commitment of others in the development and achievement of the programme objectives.
Communication, presentation and facilitation skills including regular communication of information such as
sensitive information associated with improvement and transformation for example changes of working practices.
Throughout the programme the post holder must display effective influencing, negotiation and persuasion skills
when interacting with key stakeholders, understanding and overcoming barriers to change to ensure that
programme objectives and met particularly where there is likely to be resistance by some parties to the changes
as the Programme is planned and implemented.
The post holder must demonstrate the ability to function competently both as a lead and member of the multidisciplinary team and understand and acknowledge the role and function of other members of the team. The post
holder must be able to motivate others to ensure they work effectively to meet the Programme’s objectives.
Overall continuing responsibility for establishing effective systems and standards of communication and for
providing and receiving routine, highly complex, sensitive or contentious information and dealing with potentially
stressful matters with a wide range of independent and voluntary sector providers, health care partners, patients,

families other relevant departments/agencies. Complex challenges may arise and solutions will require creativity
within the conflicting parameters of the scope of the programmes.
Utilises a wide range of media such as telephone, social media, verbal and written communications to overcome
any difficulties in communication with people involved identifying and negotiating appropriate actions to reach
agreed outcomes.
Establish and maintain relationships based on mutual respect communicating on a regular basis with the
patient/relatives/multidisciplinary team and external agencies involved in the provision of care.
Key relationships will be with all members within the Angus ADP Whole Family Approach Steering Group, the Angus
Health & Social Care Interim Chief Officer, NHS Tayside, Angus Council, Tayside Centre for Organisational
Effectiveness, Tayside Council on Alcohol, CAIR Scotland, VAA, and Police Scotland.
To manage any transitional/transformational budgets applied to the designed programmes.

The post holder will be aligned with the Angus CHP Locality.
The post holder will be managerially responsible to the Mental Health Service Manager for
management, work review and formal appraisal of performance.
The post holder has continuing responsibility to work in partnership with others to develop and
improve services and care delivery within the Angus Health and Social Care Partnership.
The post holder will have autonomy to make complex leadership decisions regarding the specific
projects.

Conditions of Service
Remuneration
The terms and conditions of service for this post are those
determined by the NHS Staff Council.
The current salary scale for the post is £39,632
to £47,559
per annum (pro rata for part-time staff). Placing on the scale on
appointment is normally at the minimum but may be higher
subject to verification of previous relevant service.
Please note the salary and band for this post are indicative only
and are subject to Agenda for Change Job Evaluation.
Hours of Duty
Salary is paid monthly by Bank Credit Transfer.
The hours of the post are 37.5 per week.
This is a fixed term post for 12 months as a result of fixed term
funding.
Superannuation
Start and finish times will be determined by the needs of the
service.
Membership of the NHS Superannuation Scheme is not
compulsory but is open to all staff between the ages of 16 and
70 (65 in some instances).
The contributions paid are a percentage of superannuable pay,
which is essentially basic pay excluding, for example, overtime
or travelling expenses.
