About the CFC
The Combined Federal Campaign (CFC) is the world’s largest and most successful annual workplace
charity campaign. The mission of the CFC is to promote and support philanthropy through a program
that is employee focused, cost-efficient, and effective in providing all federal employees the
opportunity to improve the quality of life for all.
Looking Forward
The Office of Personnel Management has authorized new options for philanthropic giving, such as
online giving and credit card campaigns. As giving methods evolve with more efficient technology,
donors are increasingly turning to electronic forms of giving. This increases the efficiency of pledge
processing while maintaining the core mission of the PCFO; namely, to conduct an efficient and
effective campaign aimed at maximizing donations to charities. CFC campaigns are also recognizing the
value of real-time campaign reporting that electronic giving makes possible, as well as the donors’
unprecedented control and access in managing their CFC contributions throughout the year.
To help CFC campaigns increase the use of online giving, the PCFO Million Dollar Roundtable (MDR) has
developed the “GET YOUR GIVE ONLINE” campaign event. This online event is convenient, cost
effective and secure. The goal of “Get your Give Online” is to increase campaign awareness, unify the
campaign nationally, and build campaign momentum during the height of the solicitation period. The
PCFO MDR is providing this toolkit with valuable information, tactics, and tips you will need to
implement this online giving event successfully. The PCFO MDR encourages your campaign region to
participate as part of the national CFC community.
About the PCFO Million Dollar Roundtable (MDR)
The Million Dollar Roundtable is a collaborative PCFO forum for sharing best practices, solving
common campaign issues, sharing administrative cost cutting measures, and developing innovative
ways to enhance the campaign. The PCFO MDR has been meeting annually for nearly thirty years. The
PCFO MDR is comprised of campaign regions that have $500,000 in contributions or more.
The MDR also serves as the primary consulting resource for campaign administration for PCFOs. The
“Get your Give Online” event is just one example of how the PCFOs across the country work
collaboratively for one common goal…raising the bar for CFC fundraising.

SUBJECT: Combined Federal Campaign 2013; CFC GET YOUR GIVE ONLINE
Greetings from the (INSERT CAMPAIGN REGION) Combined Federal Campaign (CFC)! 2013 marks the beginning
of the second half of a century of CFC giving. Having celebrated 52 years of giving, the 2011 50th anniversary of
the CFC was a wonderful milestone to celebrate the campaign achievements while rolling out the red carpet to
thank donors and volunteers for helping charities positively impact so many people across the world.
2013 affords us the opportunity to take the campaign to the next level and a unique opportunity to develop a
strategy for strengthening and ensuring the continued success of the CFC for the next 50 years. Our campaign
has been hard at work in preparation for beginning anew! And, we are delighted to introduce the first annual
CFC GET YOUR GIVE ONLINE campaign event!
Presented nationally, the CFC GET YOUR GIVE ONLINE campaign event is an opportunity to increase visibility of
CFC charities and connect with others that support charities through the CFC. The online giving event will take
place during the regularly scheduled campaign solicitation period the week of December 2-6, 2013. The goal is

event.
Here’s how your agency can support the first annual CFC GET YOUR GIVE ONLINE campaign event:
Key Campaign Support Requests & Activities

Recruit your Employee Campaign Team and send them to CFC training on (insert date) at (insert location and
address) from (insert time) or join our training webinar on (insert date, time and electronic invitation) Your
coordinator will receive a detailed campaign briefing, information about implementing CFC GET YOUR GIVE
ONLINE campaign event. Involvement with the CFC is both challenging and rewarding. The biggest
challenge is engaging the right people to oversee and lead the campaign. What we have found is where
there is strength in these roles, we have very successful campaigns. This is why we ask you to consider your
agency and appoint the strongest possible individuals in the campaign leadership roles for the 2013
campaign.
o
Employee Campaign Chairs (aka CFC Coordinators) are responsible for establishing and executing an
agency campaign that is informative and effective. It is strongly recommended that ECCs are
15
enthusiastic about CFC, have strong interpersonal and organizational skills, and are well-respected by
co-workers and management. The ECCs receive guidance and training from our regional director and
report directly to you. Keyworkers are responsible for educating their peers about the CFC and soliciting
donations for CFC charities. It is strongly recommended they be recruited on a 1:25 ratio basis or by
department. They should be outgoing individuals who exhibit strong communication skills and are
enthusiastic about the CFC.

Encourage all personnel to attend the campaign kickoff and charity fairs/other special events.
o Speak at the campaign kick-off (5 minutes); Template motivational remarks provided by the CFC

Op-Ed: Combined Federal Campaign (CFC) Giving is Easy
Its CFC time! The time when Federal employees reach deep into their pockets to help others during the annual
Federal employee charity fund drive. When tragedy strikes, natural disasters occur, or economic impacts take
their toll, making a contribution is an easy way to make a difference in the world. For over 50 years, the
commitment and generosity of federal employees has made the Combined Federal Campaign (CFC) one of the
most successful philanthropic programs in history. In fact, since its inception in 1961 the CFC has raised more
than $7 billion.
For years, traditional pledge forms and charity brochures were the way to give. But times have changed, and
the CFC is working hard to meet donor expectations with online giving. This year many of the local campaigns
are participating in a national online giving event called Get Your Give Online. The event is a week-long online
giving awareness promotion, December 2-6, during the normal CFC solicitation period, September 1 – December
15, to showcase the convenience and efficiency of online giving.
The vehicle for online giving may vary for Federal employees from agency to agency, or campaign region to
campaign region, but most will be able to choose from a variety of online choices and give during the national
event. Donors will enjoy the efficiency of an online platform and the ease of searching for the charities and
causes they are passionate about. They will also be able to track their impact in real time with special real time
results tracking thermometers.
[Insert two to three sentences on your local/regional CFC campaign, including what online platforms are
available for your region.]
Online giving primarily supports payroll deduction giving, but the Office of Personnel Management (OPM) has
authorized campaign regions to offer credit card giving as well. And many regions provide a PDF version of the
traditional charity brochure and pledge form for online assisted giving.
The CFC gives federal employees an accountable, transparent, and flexible way to donate as charities go through
a rigorous evaluation process by the local campaign, and OPM. Further, each charity is verified by the IRS before
becoming a part of the CFC. Each charity must reapply each year. These measures prevent fraudulent charities
from receiving federal donor contributions.
As one of the most efficient and effective channels for philanthropic giving, the CFC gives federal employees an
accountable, flexible way to donate to charities of their choice. Electronic giving options are simply an extension
of these efficiencies while adding ease, convenience, access and privacy for donors.
