MOUNTAINSIDE, NJ — Victims of Hurricane Sandy that began on Oct. 26, 2012 in parts of New
Jersey may qualify for tax relief from the Internal Revenue Service.
The President has declared Atlantic, Bergen, Burlington, Camden, Cape May, Cumberland, Essex,
Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Salem,
Somerset, Sussex, Union and Warren counties a federal disaster area. Individuals who reside or
have a business in these counties may qualify for tax relief.
The declaration permits the IRS to postpone certain deadlines for taxpayers who reside or have a
business in the disaster area. For instance, certain deadlines falling on or after Oct. 26, and on or
before Feb. 1, have been postponed to Feb. 1, 2013.
In addition, the IRS is waiving the failure-to-deposit penalties for employment and excise tax
deposits due on or after Oct. 26, and on or before Nov. 26, as long as the deposits are made by
Nov. 26, 2012.
If an affected taxpayer receives a penalty notice from the IRS, the taxpayer should call the
telephone number on the notice to have the IRS abate any interest and any late filing or late
payment penalties that would otherwise apply. Penalties or interest will be abated only for taxpayers
who have an original or extended filing, payment or deposit due date, including an extended filing or
payment due date, that falls within the postponement period.
The IRS automatically identifies taxpayers located in the covered disaster area and applies
automatic filing and payment relief. But affected taxpayers who reside or have a business located
outside the covered disaster area need to call the IRS disaster hotline at 866-562-5227 to request
this tax relief.

The counties above constitute a covered disaster area for purposes of Treas. Reg. § 301.7508A1(d)(2) and are entitled to the relief detailed below.
Affected Taxpayers
Taxpayers considered to be affected taxpayers eligible for the postponement of time to file returns,
pay taxes and perform other time-sensitive acts are those taxpayers listed in Treas. Reg. §
301.7508A-1(d)(1), and include individuals who live, and businesses whose principal place of
business is located, in the covered disaster area. Taxpayers not in the covered disaster area, but
whose records necessary to meet a deadline listed in Treas. Reg. § 301.7508A-1(c) are in the

covered disaster area, are also entitled to relief. In addition, all relief workers affiliated with a
recognized government or philanthropic organization assisting in the relief activities in the covered
disaster area and any individual visiting the covered disaster area who was killed or injured as a
result of the disaster are entitled to relief.
Grant of Relief
Under section 7508A, the IRS gives affected taxpayers until Feb. 1 to file most tax returns (including
individual, corporate, and estate and trust income tax returns; partnership returns, S corporation
returns, and trust returns; estate, gift, and generation-skipping transfer tax returns; and employment
and certain excise tax returns), or to make tax payments, including estimated tax payments, that
have either an original or extended due date occurring on or after Oct. 26 and on or before Feb. 1.
The IRS also gives affected taxpayers until Feb. 1 to perform other time-sensitive actions described
in Treas. Reg. § 301.7508A-1(c)(1) and Rev. Proc. 2007-56, 2007-34 I.R.B. 388 (Aug. 20, 2007),
that are due to be performed on or after Oct. 26 and on or before Feb. 1.
This relief also includes the filing of Form 5500 series returns, in the manner described in section 8
of Rev. Proc. 2007-56. The relief described in section 17 of Rev. Proc. 2007-56, pertaining to likekind exchanges of property, also applies to certain taxpayers who are not otherwise affected
taxpayers and may include acts required to be performed before or after the period above.
The postponement of time to file and pay does not apply to information returns in the W-2, 1098,
1099 series, or to Forms 1042-S or 8027. Penalties for failure to timely file information returns can
be waived under existing procedures for reasonable cause. Likewise, the postponement does not
apply to employment and excise tax deposits. The IRS, however, will abate penalties for failure to
make timely employment and excise tax deposits due on or after Oct. 26 and on or before Nov. 26
provided the taxpayer makes these deposits by Nov. 26.
Casualty Losses
Affected taxpayers in a federally declared disaster area have the option of claiming disaster-related
casualty losses on their federal income tax return for either this year or last year. Claiming the loss
on an original or amended return for last year will get the taxpayer an earlier refund, but waiting to
claim the loss on this year’s return could result in a greater tax saving, depending on other income
factors.
Individuals may deduct personal property losses that are not covered by insurance or other

affected taxpayers. Taxpayers should put the assigned Disaster Designation in red ink at the top of
Form 4506, Request for Copy of Tax Return, or Form 4506-T

Rockland, Sullivan, Suffolk, Ulster and Westchester counties a federal disaster area. Individuals
who reside or have a business in these counties may qualify for tax relief.

business in the disaster area. For instance, certain deadlines falling on or after Oct. 27, and on or
before Feb. 1, have been postponed to Feb. 1, 2013.

NYC Rapid Repairs
NYC Rapid Repairs (http://www.nyc.gov/html/sbs/nycbiz/html/home/home.shtml) is a program to
make your home safe for return. The City is working with contractors to assess damage to your
home from Hurricane Sandy and make the necessary repairs so that you and your family can safely
return home. NYC Rapid Repairs is a program for property owners. If you rent your home and there
are unsafe conditions, call 311.
How does NYC Rapid Repairs work?
Home Assessment
The first step to sign up for NYC Rapid Repairs is an assessment of the damage in your home.
Assessments are free and do not require any commitment to participate in NYC Rapid Repairs. An
assessment will not affect any other FEMA benefits you may receive.
1. Sign up for an NYC Rapid Repairs assessment by visiting
http://sandystorm.cityofnewyork.us/Home/Submit, calling 311, or visiting one of six
Restoration Centers. If you are a homeowner and applying to cover damages to your primary
residence, you will need a FEMA number to register for NYC Rapid Repairs.
2. After you sign up for an assessment, a representative of Tishman Construction will contact
you within 48 hours to schedule an appointment at your home.
3. An Assessment Team comprised of an electrician, a plumber, and an architect or engineer
will arrive at the scheduled time to inspect your home.
4. The Assessment Team will present you with a list of necessary repairs to make your home
safe for living.
NYC Rapid Repairs Registration
After you receive your list of repairs from your assessment, you will have the opportunity to sign up
for NYC Rapid Repairs. There are two ways to sign up:
Option A: You can register for NYC Rapid Repairs at your home with your Assessment Team. If
you would like the City’s contractors to make repairs to your home, the Assessment Team will ask
you to sign a waiver to allow the City’s contractors to make repairs in your home and will share your
information and the scope of work with the City’s contractors. The City’s contractors will contact you
to schedule the repairs to your home.
Option B: If you would like to discuss the repairs with your family, your insurance company, or are
not ready to register for NYC Rapid Repairs with your Assessment Team, you can register for NYC
Rapid Repairs by calling 311 at any time.

Apply for sales tax exemptions of up to $100,000 for rebuilding materials and equipment
The New York City Industrial Development Agency will provide emergency assistance to small
businesses by establishing the Hurricane Emergency Sales Tax Exemption Program (“HESTEP”).
This program will provide sales tax exemptions of up to $100,000 for each affected company on
purchases of building, construction and renovation materials, machinery and equipment and other
items of personal property and related services needed to rebuild after the storm. Companies

undertaking projects of approximately $350,000 in value or more are encouraged to apply. Eligible
businesses should obtain the HESTEP sales tax letter prior to making eligible capital expenditures.

3. If you have not already done so, fill out the FEMA Vendor Profile Form and send it to the
Industry Liaison Support Center at FEMA-Industry@dhs.gov.
A program manager will then use the registration forms you fill out to identify specialty trade

Trenton, NJ – In the aftermath of storm Sandy, one of the most devastating storms to ever strike
New Jersey, the Christie Administration and Department of Banking and Acting Insurance
Commissioner Ken Kobylowski today offered guidance to New Jersey consumers on filing insurance
claims to restore damaged homes and repair or replace property.
“The first consideration is safety. People should wait until it is absolutely safe to return to their
homes before doing so. Once people are safely able to inspect their property, there are a few basic
steps they can follow to file their insurance claims, restore their property and move forward with their
lives.”
“Filing claims is a significant process, especially at a time when a resident has lost a home or
suffered major damage to property as a result of Sandy,” Acting Commissioner Kobylowski said.
“But it is essential to getting all the help that consumers are entitled to under their policies.”
“I urge consumers to contact their insurance carriers as soon as possible and get the process
started. The State’s insurance companies are facing an unusual event in New Jersey, but they are
prepared for an increased level of activity.”
The Acting Commissioner offered the following suggestions to New Jersey residents:
Following the Disaster



Once it is safe to return home, assess the damage and make temporary repairs or arrange
for a qualified professional to do so in order to protect your property. Most policies cover
these temporary repairs if the damage is due to a covered loss. Take photos of the damage
and remove personal property if your home cannot be secured. Make a list of damaged
property. Do not dispose of property until an insurance adjuster has reviewed it for your
claim. Many policies include reimbursement for storage costs incurred until your home is
repaired.
Make sure you know what is in your policy and what coverage options are available for your
cleanup and repair efforts.
If you can still live in your home, talk with your agent or insurer about critical repairs that need
to be made. Whether you make the repairs or hire someone, save the receipts for your claim
and take pictures of the damage before you start the temporary repairs.

If you need to find other lodging, keep records of expenses and all receipts. Homeowners
and renter's insurance generally provide limited coverage for expenses like: meals, rent,
utility installation and transportation if the reason you must leave your home is due to a
covered loss, but if the loss is not covered, you will not be reimbursed for these additional
living expenses.
Reporting Your Claim



Most insurance companies have a time requirement for filing a claim. The process will go
faster if you can locate a copy of your policy, home inventory and have your insurer’s contact
information.
Call the company or visit a mobile claims center to start your claim. If you cannot find the
company or agent's number, call the Department at 1-800-446-7467 or go to
www.dobi.nj.gov.
You will be asked to list all items destroyed, damaged or missing. If you do not have a home
inventory, begin making a list of items going room by room from memory. Include as much
detail as possible, like where and when the item was purchased, the cost, brand name and
model. If your car is damaged while in your garage/carport, it is covered by your automobile
policy —not your homeowners policy. If you are insured by two separate companies for these
policies you must file a claim with both companies.
Handling the Claim




Your insurance company will send an insurance adjuster to survey the damage at no cost to
you. Public adjusters may offer services to represent you, but you would be responsible for
any related fees, which is normally a percentage of the amount the insurance company pays
you. You do not need to hire a public adjuster in order for the insurance company to adjust
your claim. If you choose to hire a public adjuster, check to be sure they are licensed with
the Department (https://www16.state.nj.us/DOBI_LicSearch/) and ask for references and
qualifications before retaining a public adjuster.
Try to be present when the adjuster inspects your property. You may also wish to have a
contractor present or ask a contractor to review the adjuster’s inspection report before settling
the claim.
Do not feel rushed or pushed to agree on a settlement. If there are disagreements, try to
resolve them with your insurer. If you cannot reach an agreement, the Department can help
you decide if arbitration or mediation is an option.
Your full claim may come in multiple payments. If you have extensive damage or cannot live
in your home, the first will likely be an emergency advance and may include additional living
expenses. The payment for your personal property and any additional living expenses will be
made out to you. Payments for the structure may be payable to you and your lien holder if
there is a mortgage on your home. Lenders may place that money in an escrow account to

pay for repairs as the work is completed. If you hired a public adjuster, payment will also
include the adjuster.
Repairing the Damage



Fraudsters often take advantage of the chaos following a disaster. When choosing a
contractor to make repairs, check licensing and references before hiring. Always insist on a
written estimate before repairs begin and do not sign any contracts before the adjuster has
examined the damage. In some cases the adjuster will want to see the estimate before you
begin making repairs.
Do not pay a contractor the full amount up front or sign over your insurance settlement
payment. A contractor should expect to be paid a percentage when the contract is signed and
the remainder when the work is completed.
If the contractor finds hidden damage that was not discovered in the original assessment by
the adjuster, contact your insurance company to resolve the difference. For any
disagreements that cannot be resolved, contact the Department about your recourse.
Things to Remember




Be aware that most homeowners or renter’s insurance policies do not cover flood damage.
The National Flood Insurance Program (NFIP) (http://www.floodsmart.gov/), through
individual insurance brokers and carriers, provides this coverage separately from standard
homeowners coverage.
If your insurance company delays in responding to your claim, call the claims department to
verify if they have assigned an adjuster. Verify your contact details, especially if you have
evacuated your home. Call the Department if the delay is unreasonable.
Even after settling your claim, if you think of items that were not in your initial loss list, contact
your insurance company. Unless the company has paid the entire limit for the coverage of
those types of items, it is possible the company will make an additional payment.
If your damages exceed the amount of your coverage, federal agencies will occasionally
provide grants or low-interest loans to assist with recovery following major disasters.
General Guidelines


Please keep in mind that in the wake of a disaster of the caliber of Sandy, insurance
companies are also experiencing difficulties, including handling the volume of calls they are
receiving. If you cannot access your property, your insurer cannot access it either.
To be sure your claim is handled efficiently, whenever possible, make sure you have your
policy number available when you report your claim. Once you have established a claim,
make sure you use the claim number the company provides you in any future communication
to ensure accurate claims processing.

After You Rebuild


When you re-establish your home following the disaster, take time to do a home inventory.
Once you have completed the home inventory, talk with your agent to make sure your
homeowners or renter's policy is adequate to cover your new investments.

Camden County lifts State of Local Emergency
(11/1/12 - 4:00 p.m.) - (Lindenwold, NJ) - At 4:00 p.m. the Camden County Office of Emergency Management lifted the State of Local
Emergency that the County had been operating under since 4:00 p.m. on Sunday.
The Emergency Operating Center in Lindenwold has also been deactivated as of 4:00 p.m. All county travel restrictions have also
been lifted. Residents are reminded that the Camden County 911 emergency system should be used for emergencies only.
“The County is still cleaning up the aftermath of the hurricane and dealing with power outages heavily centered in the north end of the
County,” Freeholder Leonard said. “This operation will take time and will take a yeoman effort by our staff so please be patient.”

The Camden County Department of Public Works (DPW) and Parks Department are continuing to remediate damaged areas and
cleanup debris brought down by the storm.
“There is extensive tree damage across the county and we have mobilized all of our trucks and equipment including, backhoes,
chippers, tree crews, dump trucks, street-sweepers and the remainder of the fleet for the aftermath operation.” Leonard said.
“Keeping roads passible has been a top priority for DPW.”

The DPW crews, dispatchers and all other emergency personnel worked throughout the storm. The Camden County 911 call center
took more than 3,000 calls throughout the storm event with the heaviest volume coming in the 8:00 p.m. hour last night. On an
average day the Center gets about 1,200 calls.

Flooding

Emergency Management reminds residents to be safe:

Do not go outside. Flying debris from high winds is a danger. As the eye of the storm passes,
there will be a short period of calm followed by rapid wind speed increases to hurricane force
that will come from the opposite direction.
Avoid using candles for lighting. Use a battery-powered flashlight.
Try to stay in an interior room away from windows.
If flooding occurs, turn off electricity at the main breaker.
If your power goes out, turn off your major appliances. This will minimize losing power again
through a power surge and protect the equipment when power returns.
Stay calm and do not call 9-1-1 unless it is an emergency.
Please understand that emergency responders and utility personnel will not be out in the field
during in the height of storm. It is not safe for them to be outdoors in extreme weather
conditions

Rental Assistance
Families and individuals in the declared counties who are registered for federal disaster assistance
and seeking rental resources can search through hundreds of listings on the FEMA Housing Portal
(http://asd.fema.gov/inter/hportal/home.htm). The site is updated regularly but families are advised
that properties listed in the Housing Portal are only potential housing options, and they should
contact the property owner to check if the listed unit is still available.
Financial Assistance for Eligible Residences
The types of financial assistance offered by FEMA to eligible residents include:




Temporary rental help or a stipend for hotel lodging.
Repairs or replacement for a home or business damaged by the storm (for damage not
covered by existing insurance; property owners should also contact their insurance
company).
Help with medical, dental or funeral expenses.
Help with mental health counseling.
One important form of help that FEMA can offer is disaster unemployment assistance. This program
is designed for persons who have lost their jobs due to the storm, but who are not eligible to receive
conventional unemployment insurance payments.
In addition, FEMA can help connect eligible residents with legal services, for example in settling
landlord-tenant issues that may arise as a result of storm damage. A complete description of FEMA
assistance programs for individuals and households is available for download at the “Help After a
Disaster” page at fema.gov.
FEMA Hotlines
The Disaster Distress Hotline for those who need counseling in coping with the crisis. The number
to call is 1-800-985-5990 or Text: ‘TalkWithUs’ to 66746 On the web, Visit:
disasterdistress.samhsa.gov. The Disaster Legal Service Helpline is now operational. The number is
866-864-4464.
FEMA Community Relations Teams continue to go door to door and visit County warming stations
to interview residents and inform them of the FEMA claims process. Once a Disaster Recovery

Center has been established, FEMA will notify you. Residents should contact FEMA at

Shelters
Senior Shelter is located at at 201 W. 4th St. (Stillman School) in Plainfield. The Salvation Army in
Plainfield will provide hot meals and the site will be in need of approximately 200 cots, which Union
County will ship.
Our Union County Shelter continues to operate at 220 Walnut Avenue in the Community Center at
Cranford. Call 908-709-7283, press 2 when prompted. The shelter is also pet friendly, but residents
must bring their own supplies and cleanup equipment. The Red Cross has volunteers manning the
shelter with assistance from resident volunteers. The UC Sheriff’s Office will provide transport for
ambulatory residents to the shelter. They should call 908-654-9881 to arrange transport.
Many Warming Centers have opened throughout the County in addition to the regional shelter. For
information about centers in your area, please contact the OEM at 908-654-9881.
Small Business Loans
The Union County Freeholders are pleased to work with the UCEDC to offer a fast track loan
program for businesses impacted by Sandy. Loans in the amount of $15,000 in working capital are
available and able to close in two weeks. An additional, more substantial program may also be
forthcoming. Contact UCEDC at 908-527-1166 or www.ucedc.com
FEMA representatives can also help business owners get in touch with the Small Business
Administration to find out about their eligibility for low-interest disaster loans.
Non-Profit Eligibility for FEMA Assistance
The Federal Emergency Management Administration (FEMA) has provided an explanation of what
non-profits can apply for in terms of assistance in the recovery from Hurricane Sandy.
Those nonprofits eligible for other essential governmental services include museums, zoos,
community centers, libraries, homeless shelters, senior citizen centers, rehabilitation facilities,
shelter workshops and facilities that provide health and safety services of a governmental nature.
Health and safety services are essential services that are commonly provided by all local
governments and directly affect the health and safety of individuals.
Low-income housing, alcohol and drug rehabilitation, programs for battered spouses, transportation
to medical facilities, and food programs are examples of health services.

Tips for Requesting Service Reconnections from JCP&L

Thousands of Jersey Central Power & Light customers sustained significant damage to their homes
and businesses as a result of Hurricane Sandy. As repairs are completed, customers will need to
have their service reconnected. Here are some tips and information to make the reconnection
process easier.
> There are dedicated Service Crews handling reconnection work.
> Residents should have a licensed electrician make repairs to their homes.
If the customer has a functioning electrical service entrance, including the meter – JCP&L will
complete the service reconnection. If the meter was removed due to severe damage or flooding –
JCP&L will install a new meter after the service is repaired by a qualified electrician and inspected
by a state inspector.
> The inspector will provide certification that the work has been done properly, and will fax the cut-in
card to 888-914-9140.
> The inspector will attach a sticker with the inspection date on the meter pan.
Customers should have their home address or account number when calling the company to
request reconnection.
> Because of the volume of requests, it could take a few days for service to be reconnected.
To schedule a service reconnection, customers should call 1-800-662-3115.

Hurricane Sandy Update #10 from Warren County
(WASHINGTON TWP., NJ, November 9, 2012) -- The Warren County Department of Public
Safety reports the following as a result of Hurricane Sandy:
SHELTERS
The shelter at Warren County Technical School, 1024 Route 57, Franklin Township, is
closing this afternoon after lunch is served.
The Warren County Human Services Department is working to place anyone still in need of
shelter. One available option is Trinity United Methodist Church, 213 Main Street, Hackettstown,
which has opened its doors as a shelter.
POWER
According to Warren County Public Safety Director Frank Wheatley, JCP&L aims to have
power restored to 99 percent of the county’s homes and businesses tomorrow, and the remaining,
most difficult cases by November 14.
FEMA ASSISTANCE
The Federal Emergency Management Agency plans to open a Disaster Recovery Center, or
DRC, in Warren County, Wheatley said. The DRC is tentatively scheduled to open next week at the
Franklin Township Municipal for individual assistance. Residents who suffered losses from
Superstorm Sandy should register with FEMA at www.disasterassistance.gov or by calling toll-free
800-621-FEMA (3362), or TTY 800-462-7585 for those with hearing or speech impairments.
Specialists are standing by at the toll-free numbers seven days a week, 7 a.m. to 10 p.m. local time,
until further notice, and help in languages other than English is available.
Wheatley noted that many homeowner’s insurance policies have hurricane clauses, where
the insured party’s deductible is increased for hurricane claims. However, Wheatley said people
should know that Sandy was not a hurricane when it made landfall in New Jersey, but rather a “posttropical cyclone,” and therefore insurance companies cannot increase the deductible amount.
“Residents should be aware of that,” he remarked.
