Purpose
This National Diploma recognises the skills and knowledge of an experienced manager of
hazardous wastes. The holder of this qualification is able to manage a facility for the
processing or disposal of hazardous wastes.
The compulsory section recognises knowledge of legislative and safety requirements for
managing hazardous waste, understanding of hazardous waste treatment methods, skills
in managing workplace emergencies, and competence in planning and managing
treatment processes and waste disposal for a hazardous waste facility.
In acknowledgement of the diversity of operations at hazardous waste facilities, the
elective section enables candidates to select knowledge and skills that cover business,
financial, and communications knowledge and skills relevant to their workplace.
This qualification follows the National Certificate in Solid Waste (Core Skills) (Level 2) with
the optional strand in Hazardous Waste [Ref: 1398], the National Certificate in Hazardous
Waste (Processing and Disposal) (Level 3) [Ref: 1402], and the National Certificate in
Hazardous Waste (Processing and Disposal) (Level 4) [Ref: 1403].
Special Notes
Prerequisites: a current Approved Handler Certificate for the substances in the workplace,
or demonstrate equivalent knowledge and skills. Approved Handler Certificates are issued
under the Hazardous Substances and New Organisms (Personnel Qualifications)
Regulations 2001.
It is recommended that prior to achievement of this qualification candidates have
demonstrated competence in managing health and safety relating to the safe processing
and disposal of hazardous waste. This may be evidenced by achievement of the National
Certificate in Hazardous Waste (Processing and Disposal) (Level 4) [Ref: 1403], or
demonstration of equivalent knowledge and skills.

Requirements for Award of Qualification
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same Id may be used to meet
