LANDSCAPE MAINTENANCE CONTRACT TENDER DOCUMENTS
Introduction
This paper summarises the results of tenders for the following contracts:
TC380 Eastern Parks
TC385 V5 Grid Road
TC382 H1, H2 & A5d Grid Roads
TC384 V4 Grid Road
TC386 V8 & V9 Grid Roads
TC383 H4 Grid Road
The total value of the recommended contracts is £1,733,509 against an estimated
value of £1,748,000.
Term contract TC380 – Eastern Parks – Continuity 3 year fixed price
Cartwright Landscapes were invited to re-tender for their contract under the continuity
option. The Trust’s estimate for the new contract was £811k.
The continuity price submitted by Cartwright Landscapes was £719,276.79
The new contract incorporates land adopted from the HCA in April 2012, the
maintenance of which was covered by a small short-term contract designed to expire
as this new contract begins. The continuity estimate was calculated using the previous
contract figures with a reasonable uplift. For new operations where we did not have a
previous rate, average market rates were used to estimate the work.
While under our estimate, we feel that Cartwrights have used economies of scale to
incorporate the adopted land into their regular maintenance pricing, and therefore
recommend awarding them new contract for £719,276.79.
Term contract TC385 – V5 Grid Road – 3 year fixed price
The Trust’s estimate for the contract was £98.5k

The lowest price for both this and the TC382 contract were received from GreenScene
Landscapes. GreenScene are a young firm who have worked for us as day work
contractors and greatly impressed with their professional attitude and the quality of
their work.

We felt that to offer them two contracts would be overwhelming and therefore we
needed to decide which would be more appropriate.
Their tender for this contract was below our estimate and while not a concern for a
contractor experienced with our work, for a new contractor we feel this would be too
risky. Their price for the TC382 contract was close to estimate and we are more
confident offering them that contract and awarding this to the second placed contractor.
The contract has been offered to Turney Landscapes for the sum of £110,215.04
subject to Committee approval.

The Trust’s estimate for the contract was £107.5k.

The incumbent contactor Continental Landscapes had declined their continuity offer,
triggering a competitive re-tender of the contract. TUPE transfer of personnel will apply
to this contract.
On discussion with Continental regarding their new submission of £300k, it transpired
that this price was based on the hope of winning all three contracts and would not be
economically viable as a stand-alone contract. On reflection Continental chose to
withdraw their price.
We have offered the contract to Turney Landscapes for £386,845.58, subject to
Committee approval.
