Context
The British Red Cross helps people in crisis, whoever and wherever they are. We are part of a

their own communities. And when the crisis is over, we help them to recover and move on with
their lives. Within the UK, the British Red Cross operates through about 3500 staff and over
30,000 volunteers. Geographically, the UK is organised into 20 areas, which are grouped into
three regions.
We are part of the Red Cross and Red Crescent Movement, the world’s largest independent
humanitarian network and are committed to and bound by its fundamental principles: humanity,
impartiality, neutrality, independence, voluntary service, unity and universality.
Within the International division, the Programmes and Partnerships department provides single
oversight of our community resilience and capacity building partnerships with national societies
and disaster management activities. The department is structured regionally and works in
partnership with National Red Cross and Red Crescent Societies, the International Federation of
Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red
Cross (ICRC). The department functions internally within a matrix relationship of technical
advisers and policy professionals, located in other teams within the International Division.
Following two earthquakes that hit Nepal on 25th April (7.8) and 12th May 2015 (7.3), the Nepal
Red Cross Society (NRCS) provided emergency relief in the affected areas with the assistance
of Red Cross and Red Crescent Movement partners. The recovery programme is focused on
five key sectors i.e. Branch Capacity Development, Health, WASH, Livelihood and Shelter. The
British Red Cross and the NRCS have been working in three urban districts of Kathmandu valley
(Bhaktapur, Lalitpur and Kathmandu) implementing Earthquake Preparedness for Safer
communities (EPS) programme since last three years. A Recovery Frame Work and Guidelines
have been finalised by the NRCS. The British Red Cross has submitted a proposal for recovery
interventions in the above 3 districts, which is under review by the DEC.

BRC and Nepal Red Cross (NRCS) have partnered on programmes for many years, and BRC
has been present in Nepal since 2012 to support:
 an Earthquake Preparedness for Safer Communities (EPS) project in the Kathmandu
Valley
 an Integrated Disaster Resilience Programme (IDRP) in Jhapa district
 a nascent HIV/AIDS project in Pokhara Municipality
Overall purpose of the role
The BRC Shelter and Settlement delegate in Nepal will contribute to the affective development
of the BRC supported Nepal Red Cross Recovery Programme in selected Urban districts
(Bhaktapur, Lalitpur and Kathmandu).
The programme seeks to support the GoN to implement the National level training packages in
line with GoN Policy for recovery and reconstruction practices and approaches. To this, the
programme will require a strategic thinker to support innovative approaches to recovery and
reconstruction, to support technical assistance and capacity building at scale. The role will
involve strong knowledge of housing, land and property, rental solutions, cash based
programming to understand the complexities of the urban context, in addition to understanding
restoration and conservation of historic and protected buildings.
The role requires a strong training ability, both vocational and technical capacity building, with
awareness on how to initiate, develop and implement trainings packages in line with government
requirements and guidance from the shelter cluster. Practical experience is required to fully
understand the complexities of safer construction in seismic risk locations, to understand the
build back better technical requirements for masonry brick construction and incorporate practical
knowledge intro the trainings processes and packages.
Main responsibilities and duties
Coordination

To develop the shelter element of the recovery programme, by actively keeping abreast
of national and local level policy for reconstruction and recovery activities.

Keep abreast and participate in Shelter Cluster meetings at National and Local levels,
contributing to relevant TWIGs - Recovery and Reconstruction Working Group (RRWG)
to inform programme development to reflect process and content.

Contribute to RCRC Shelter Working Groups meetings incorporating learning from
external coordination meetings and policy into programme development and
implementation.

Coordinate with Department of Urban Development and Building Construction (DUDBC)
in selected Districts to support training development following the National Building Code
of Nepal and district level GoN and other relevant actors.

Operational - Programme Development
1.
Contribute to programme development and detailed timeline of activities, linking
with other relevant sectors. Supporting programme cycle framework, recovery
assessments, planning, implementation, monitoring, supporting an integrated
sector approach.
2.
Develop an overarching plan for training and capacity building support in line with
government technical outline training curriculum requirements in the Proposed
Districts.
3.
Develop communication plan to link and coordinate with all actors in selected
Districts, government, local, national, INGO, RCM, UN organisations and local
private sector to support more coherent approach to trainings.
4.
Support the development of all training packages for Government vocational
training and capacity building processes and plans in coordination with national
District/Municipal engineers and GoN.
5.
Develop hands-on training methodology for Masons and Carpenter technical
assistance trainings and packages to support the reconstruction activities in
selected districts. Support training packages to be implements in line with
district/municipal level reconstruction hubs. Develop training curriculum to Nepal
training institutions standards and certifications.
6.
Develop PASSA training and implementation plans suitable for the seismic context
and in line with programme outcomes.
7.
Liaise with National Engineering Council and UNESCO on reconstruction plans for
selected areas.
8.
Develop criteria for detailed support and training to structural and hazard
assessments to support development of training packages in selected districts.
9.
Support the planning and distribution of Cash and Winterisation NFIs in selected
areas, supporting logistics develop a plan of action for implementation.
10. Develop and implement the rubble removal element of the shelter programme
supporting national actors and local capacity.
11. Support the development of details market assessments to inform shelter and
reconstruction programming.
12. Support the targeting of cash programming to achieve the required shelter outcome

the proposed area of operations.

shelter programming to ensure nationwide consistency; engage with Shelter
technical and coordination groups and relevant sub-working groups.
17. Scope additional potential opportunities for BRC to support shelter in Nepal through
software approaches.
Programme Implementation support:
18. Oversee the implementation of the shelter recovery components in the Integrated
Recovery Programme being implemented in 3 districts (Bhaktapur, Lalitpur and
Kathmandu).
19. Work closely with the Programme Manager, Beneficiary Communication Delegate,
the Finance and Logistics to effectively and timely implement the planned activities.
20. Support Logistics and WASH delegates on planning and implementation activities.
21. Work under the technical guidance of the Shelter Adviser in UKO on all technical
matters and share information on a regular basis.
22. Develop technically appropriate exit strategy and document good practices,
learning and challenges.
