25 TON OF IMPORTED METAL (ZINC) WORTH RS.40 LAC RECOVERED
ALONGWITH CONTAINER AND TRUCK/TRAILER.

ONE JUNK DEALER ARRESTED.
INTRODUCTION:Crime Branch has succeeded in apprehending a junk dealer who used to steal imported metal
from the containers with the connivance of the drivers. One container containing approx. 25 ton of metal
(Zinc) worth Rs.40 lac alongwith trailer has been recovered from him. The consignment was supposed to
be delivered at Mathura, UP.
INCIDENT:Sh. Gajender Singh, Proprietor of M/s Krishan Cargo, Dadri, Gautam Budh Nagar, UP, reported
that on 07.04.2014, he had dispatched a container containing 25 ton of imported metal (Zinc) in his truck
to M/s Krishna Metal, Mathura, UP. The container was supposed to reach at the given destination by
08.04.14, but instead of delivering the goods at the destination, the truck driver Mushahid alongwith his
associates misappropriated the goods. A case vide FIR No 177/14 dated 10.04.14 u/s 406 IPC was
registered at PS Surajpur, District Gautam Budh Nagar, UP. Local police alongwith complainant was
searching for the missing container and the driver.
TEAM AND OPERATION:On 11.04.2014, SI Ravinder Singh Teotia of South-Eastern Range, Crime Branch, received a
secret information that one Iqbal, who has expertise in breaking the containers with the connivance of
driver of truck/vehicles would come alongwith a truck/trailer with loaded goods near Ghazipur Flyover,
NH-24, Delhi to sell the stolen metal to some prospective buyer. A team of South-Eastern Range led by
Inspr Sunil Kumar and comprising of SIs Ravinder Teotia, Ravinder Verma, HCs Ieed Mohd., Ravinder
Baliyan, Cts Manoj, Rakesh Sharma, Udai Ram, Kusum Pal and Ashok Kumar under the close
supervision of ACP KPS Malhotra and overall guidance of DCP Bhisham Singh was constituted. A trap
was laid and a decoy customer was sent to struck a deal with the culprit and one person who was later
identified as Iqbal @ Bhure (30 years) s/o Late Aashiq Ali r/o Village Morna, PS Sector-24, Morna,
Gautam Budh Nagar, UP was apprehended alongwith one truck/trailer containing approx. 25 ton of the
imported Metal.

INTERROGATION:During sustained interrogation, he disclosed that the recovered container was to be delivered at
Mathura but he alongwith the truck driver Mushahid misappropriated the goods to sell it in open market
to make easy money.
MODUS OPERANDI:Modus operandi of the accused was simple yet unique. He used to mix-up with the container/truck
drivers and they were offered hefty amount for misappropriating the goods contained in the container.
After taking out the goods from the container, it was sold to various junk dealers and the empty container
alongwith the trailer was left abandoned on the roadside. In the present case, the container driver
Mushahid, who hails from Badaun, UP was offered a handsome amount by accused Iqbal. Efforts are
being made to apprehend the driver and other such drivers.
PROFILE:Iqbal @ Bhure (30 years) s/o Late Aashiq Ali r/o Village Morna, Gautam Budh Nagar, UP is
illiterate and married. He was born in district Badaun, UP. About 16-17 years ago, he alongwith his
family came to village Morna, Gautam Budh Nagar, UP. He is a junk dealer and runs his shop in Gautam
Budh Nagar, UP. He was earlier arrested in 2013 by UP police in a theft case.
Information regarding his arrest has been given to concerned police station.

THREE CRIMINALS OF NOTORIOUS GUDDU GANG ARRESTED
The staff of Police Station Mukherjee Nagar have arrested three
accused persons namely Asraf, Anwar and Sahid involved in committing crime in
an organised manner. They are members of Guddu Gang who is a notorious
criminal and has been previously involved in many cases alongwith his brother
Saboo.
INCIDENT
On 13.4.2014, Smt Mohini Bala resident of Indira Vikas Colony
reported regarding stolen of battery rickshaw. Accordingly, a case vide FIR No.
365/14 u/s 379 IPC PS Mukherjee Nagar was registered and investigation was
taken up. ASI Lala Ram, HC Yograj and Const. Virender Tiwari alongwith Sh.
Ganesh, driver of the complainant were in search of stolen rickshaw. During search
operation, they reached near Mukherjee Nagar Bandh towards Nirankari Colony on
Pushta Road and saw three suspicious looking persons were trying to upload the
battery rickshaw into a Tata Pick-up. The driver of the complainant identified his
battery rickshaw at first instance and shouted. On hearing the loud and seeing the
police, they tried to escape but two of them were overpowered by HC Yograj and
Ct. Virender Tiwari after a brief chase when they were trying to jump in the drain in
order to save themselves but in vain. They came out to be one Asraf s/o Pappu
Khan R/o H.No. 1305, Gali No. 8, E-Block, Shri Ram Colony, Khajoori Khas, Delhi
and Anwar s/o Gulam Nabi r/o Village Chamrua, PS Shahzad Pur, Distt Rampur,
UP. Their third accused namely Sabbu s/o Babu Khan managed to escape from the
spot after jumping in the drain.
INVESTIGATION
During investigation, both the accused were interrogated at length.
Accused Anwar & Asraf disclosed that they have stolen 10-12 battery rickshaws
from the area of PS Mukherjee Nagar and from various parts of Delhi on the
direction of Guddu and Saboo and many of stolen rickshaws have been shifted to
Rampur, UP by uploading in Tata Pick-ups and Canter for the purpose to sell. One
rickshaw stolen from Moti Nagar is still lying at the resident of Guddu. At the
instance of accused Anwar, police reached at Nashbandi Colony, Loni, UP and
recovered one battery rickshaw from the house of Guddu uploaded in Tata Pick-up
for supplying at Rampur.

Then a dedicated team under the supervision of Inspr. R.S.Meena,
SHO/Mukherjee Nagar comprising of SI Vinod, SI Manoj, HC Yograj, HC Ram Dayal,
Ct Madan, Ct.Pankaj and Ct. Manoj was constituted. The said team conducted raids
in the godown and plot of Guddu at Rampur in UP and recovered 4 battery
rickshaws, 9 batteries of e-rickshaws alongwith 4 battery chargers and one Tata
Pick-up. Thereafter, a raid was conducted at the house of Guddu in Nashbandi
Colony, Loni, UP, where another accused namely Sahid s/o Abid Ali R/o Village
Jatt Pur, Thana Azim Nagar, UP was arrested while he was shifting the stolen
vehicles from the house of the accused Guddu and two scooty and two motorcycles
were also recovered.

PROFILE:
Accused Anwar Ali S/o Gulam Nabi was born his native place at Village
Chamrua, PS Shahzad Pur, Distt Rampur, UP. He has five brother in his family all
are farmers by profession. He killed two persons of his native village in revenge of
the murder of his uncle. He was convicted with the life imprisonment and was
released just two months ago after 18 years for taking cognizance of his good
conduct as he told. After releasing from jail he was in search of work but he has
not being getting work. He came into the contact of Guddu who offered them to
steal the battery rickshaw later on he joined him. On the day of incidence he
alongwith his associates Asraf was caught red handed when he was trying the
uploading of stolen rickshaw in Tata Pick-up.
Accused Asraf S/o Pappu Khan was born in somewhere in Allahabad. He has
five brothers and sister. His father was expired in early stage. His mother remarried with Pappu Khan, who is a rickshaw puller. He himself started working as
white washer. He was residing with his family in the house of Sabboo S/o Babu
Khan R/o 1305, Gali No. 8, E-Block Shri Ram Colony, Khajoori Khas, Delhi. He left
the same house in the month of march and started committing theft of rickshaw

with Sabboo and Guddu. He was getting 1500/- for one stolen rickshaw to consign
upto the plot in Nashbandi Colony Loni UP and Mustfadbad.
Accused Sahid S/o Abid R/o Village Jatt Pura , Rampur, UP. Sahid is an
active associate of Guddu in Rampur. Gudu consigned all the stolen rickshaw from
Delhi to Rampur by road in TATA PICK UP, where Accused Sahid helped in
disposing off of the same.. He also obeyed all the direction given him by Guddu.
Now it is revealed that accused Sahid and Guddu are going to be relatives as both
have fixed the marriage of their childs with each others. Accused Sahid was
arrested when he was trying to shift the stolen bikes and scooties from the house of
Guudu in Nashbandi Colony, Delhi.

Three Auto lifters/robbers arrested
INTRODUCTION:
With the arrest of three persons namely Raj Kumar Mukherjee @ Raja, Dev Kumar
Thakur and Hari Singh Bisht, the team of Police Station Badarpur, South- East District has
solved 03 incidents of auto thefts and one incident of robbery and recovered one Ritz car and
one Apache Motorcycle.
TEAM AND INVESTIGATION:
The team of Police Station Badarpur South-East District consisting of ASI Phool Singh,
HC Bhoop Singh, HC Surender, Ct Yashbir Singh under the supervision of Inspr. Aishvir Singh
SHO/P.S Badarpur developed information about the active auto lifters/robbers. On 14.04.2014
a secret information was received that three persons who might be involved in recent incidents
of theft, robbery and snatching in Delhi NCR area will come from Ali Vihar side and will go to
Faridabad via Mathura road. On receipt of secret information the team laid a trap near
Gautampuri Mod, Main Mathura Road, Badarpur, New Delhi and finally nabbed three persons
namely Raj Kumar Mukherjee @ Raja, Dev Kumar Thakur and Hari Singh Bisht. They have
been arrested u/s 41.1 CrPC and solved 03 cases of auto thefts and one case of robbery and
recovered one Ritz car and one Apache Motorcycle.
INTERROGATION & PROFILE OF ACCUSED PERSONS:1.
Hari Singh Bisht S/o Sh. Khem Singh Bisht H. No. 1365, Govt. Qtrs Mall Road,
Timarpur, New Delhi is an active BC of PS Timarpur. He studied upto 12th standard and his
father is a Govt. servant. He has been previously involved in many cases of snatching and theft
with his associate Raj Kumar.

Raj Kumar Mukherjee @ Raja S/o Late Sh. Madan Mukherjee R/o A-397, Chattarpur
Extn. Mehrauli, New Delhi aged 33 years has studied upto 8th standard. He is the main
accomplice of Hari Singh Bisht. Both have involved in many incidents of snatching and theft in
Delhi NCR area.

Dev Kumar Thakur S/o Sh. Jassi Ram R/o Vill-Jalgran, P.S.Baijnath, Distt- Kangra,
Himachal Pardesh aged 29 years is a school dropout..He met Hari Singh and Raj Kumar in
Tihar Jail.

THREE ILLICIT LIQUOR SUPPLIERS ARRESTED
The staff of PS Jaitpur, South-East district police has arrested three illicit
liquor suppliers and 34 Cartoons of illicit liquor containing 1632 Quarters recovered
from them and one Chevrolet Enjoy white colour car bearing No. HR-55 S-6878
was seized.
Incident, Team and arrest:
Today at about 08:45 AM a secret information was received by HC Krishan
386/SE that one Chevrolet Enjoy white colour car bearing No. HR-55 S6878 coming from Sarita Vihar side is having huge quantity of illicit liquor.
Immediately a team headed by Inspr. Ravinder Tomar ATO/Jaitpur consisting of
HC Krishan, Ct. Surender, Ct. Kishan and Ct. Sudhir was formed under the
supervision of Inspr. Shriniwas Rajora, SHO/Jaitpur. They started checking every
vehicle at Kalindi Kunj, Okhla Barrage Picket. After some time a Chevrolet Enjoy
white colour car bearing No. HR-55 S-6878came from Jamia Kalindi Kunj side and
the staff deployed at the picket signalled to stop the car but they did not stop the
car and tried to escape from there. The picket staff with the help of barricades
stopped the car. During checking 1632 Quarters of illicit liquor brand ‘Impact Grain’
Whisky for sale in Haryana only recovered from the car. Accordingly a case FIR No.
141/13 u/s 33 Delhi Ex. Act was registered at P.S. Jaitpur, and all the three
accused were arrested.

Observance of Good Friday on 18.04.2014
Good Friday shall be observed by members of the Christian community at various places
in Delhi. On the occasion people shall visit the Churches to pray. Processions shall also be taken out.

There shall be substantial gathering of people and vehicles in and around of the vicinity of
the churches. Mass gathering of people is expected at Sacred Heart Cathedral Church, round about GPO,
New Delhi.
Traffic Police has made traffic arrangements around churches and routes of processions
which shall witness sizeable congregation of people. Motorists are advised to follow the directions of the
traffic policemen posted on roads to avoid inconvenience.

ORDER
1. Whereas, a large number of complaints are being received that people purchasing liquor from
liquor vends often start consuming the same in front of the liquor vend itself or at other public
places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly
outside liquor vends which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of
marriage processions also openly drink liquor etc. on the roads while the Barats are moving.
Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing
serious injuries / death and damage to public and private property. This affects the peace and
tranquillity of the area and creates problems in maintaining law and order. It is also a punishable
offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010)
2. And whereas, it is necessary to take speedy measures in this regard to prevent danger to human life or
safety and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.
3. Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 of Criminal
Procedure Code, 1973 (No. 02 of 1974) read with Govt. Of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/1/2008 UTL, dated 26/11/2008, I, Samay Singh, Assistant Commissioner of
Police, Sub-Division Tilak Nagar of West District do hereby make this written order to do the following,
for strict compliance by the owners of such liquor vends in the jurisdiction of Sub-division Tilak Nagar,
West District:a. Install CCTVs with sufficient numbers of Camera and recording system with play back facility, to cover up to
50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor, facilitating
consumption of liquor or any unauthorized vender stationed in the coverage area.

b. The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.
c. The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police
whenever demanded.
d. Before starting sales for the day, the manager of the liquor vend should ensure that the CCTV system is in a
proper working order and in case any defect is noticed, immediate action to get it rectified should be taken.
An entry should be made in the register and intimation in writing should be sent to the police station
simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary
Number on the intimation.
e. During the course of monitoring of the CCTV System, the manager of anyone specifically designated by the
Manager for real time monitoring of CCTV shall immediately inform the police Control Room at Telephone
No. 100 and also nearest Police Station in case any illegal drinking in public or unauthorized vendor is
noticed in the CCTV coverage area.
f. The vend owner shall display prominently at least two bilingual sign boards mentioning the drinking in public
places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited.
Telephone number of nearest Police Station shall also be mentioned on the signboards.
g. The vend owners shall ensure that the liquor should not be sold to minors at any cost. They have also to
display the board cautioning “The sale of liquor to the person below 25 years of age is a punishable
offence”. If any minor found purchasing liquor from liquor vends or consuming liquor in front of the liquor
vends, necessary action U/S 188 IPC will be initiated against the vendors.
4. This order shall come into force with effect from 16/04/2014 and shall remain in force for a period of 60 days
i.e. up to 14/06/2014 (both days inclusive) unless withdrawn earlier.
5. Any person contravening this order shall be liable to be punished in accordance with the provision of Section
188 of Indian Panel Code.
6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be
published for the information of public through the Press and by affixing copies on the notice boards of the
offices of all District DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices
of the NDMC, MCD, PWD, DDA, Delhi Cantt. Board.
