Governing and Policy Decisions of the Board of Directors of the Society for Creative Anachronism, Inc. Kingdom of Drachenwald Law Edicts of the Crown of Drachenwald (Binding only within the Kingdom) PROLOGUE: The purpose of this document is to delineate a comprehensive set of laws for the Kingdom of Drachenwald, within the constraints of Corpora. 1.00 CONCERNING THE LAWS OF THE KINGDOM OF DRACHENWALD 1.01 All laws not listed in the Great Book of Laws are repealed. Only those laws listed here along with the By-Laws and Corpora of the Society for Creative Anachronism, Inc. are in effect in the Kingdom of Drachenwald, along with any duly enacted additions or amendments. 1.02 Concerning Laws and Edicts: 1.02.1 No laws of Drachenwald may be enacted without approval of the Crown after consultation with Council (Curia Regis). 1.02.2 Laws take effect after publication in the Dragon's Tale and proclamation at an official event listed in the Dragon's Tale calendar as per Corpora.. 1.02.3 Edicts take effect after publication in the Dragon's Tale. 1.02.4 An edict may not repeal or suspend Kingdom law. 1.02.5 Edicts must be approved by both the Sovereign and Consort and reviewed for conflict with other laws by the Seneschal. Edicts last for the duration of the Crown's reign. 1.03 Pending laws should be submitted to the Chronicler of the Dragon's Tale within thirty days and must be submitted within sixty days after each Curia Regis for publication in the next possible issue. 1.04 The Chronicler may not publish any laws without the documented approval of the Sovereign, Consort, and Kingdom Seneschal. 1.05 Laws of the Kingdom of Drachenwald are to be maintained by the Kingdom Seneschal and made available to the populace by the Chronicler on the Kingdom web site. This web copy shall include a revision date and a list of the signatories for the current Laws. Paper copies will be available at the requester's expense from the Kingdom Chronicler. In the event of a conflict, the latest paper publication of the Kingdom laws plus the properly enacted additions or amendments shall hold precedence over the web page. 1.05.1 The cost of publishing the required paper copies of the Great Book of Laws every second year shall be paid by the Kingdom of Drachenwald Treasury. 1.05.2 The King and Queen of Drachenwald, Crown Prince and Princess of Drachenwald, and each Greater and Lesser Kingdom Officer shall receive personal printed copies of the Great Book of Laws at no charge when they accept their new responsibilities or when a new edition of the law is printed. 1.05.3 The Society Seneschal, each registered branch within the kingdom, and Drachenwald's Ombudsman shall receive a free copy of the new law at each new printing. 1.05.4 All current policies of the Greater Kingdom Officers shall also be published on the Kingdom website and included in the bi-annual publication of the Great Book of Laws. These policies shall include, but not be limited to: Kingdom Financial Policies, Rules of the Drachenwald List, and reporting requirements for each office. 1.06 Any use of the words "written" or "in writing" throughout these laws is defined as communications sent either by postal mail or electronic mail. 2.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE CROWN 2.01 The Crown shall consist of the Sovereign and Consort, as defined in Corpora. These two shall have equal powers and neither may act without the other, except as provided herein. 2.02 Duties of the Crown 2.02.1 Being present at Their Coronation, the next Crown Tournament, the Coronation of Their Successors, and such meetings of Curia as They hold during Their reign. 2.02.2 The Crown must be able to maintain rapid communication with one another, their Kingdom officers, and the population for the duration of their reign. 2.02.3 Being for Their people examples of chivalry, courtesy, and the virtues appropriate to noblemen and noblewomen, and encouraging these virtues in Their people. 2.02.4 Knowing, upholding and abiding by the Laws of the Kingdom, and the By-Laws and Corpora of the S.C.A. along with any duly enacted additions or amendments. 2.02.5 Being true and faithful servants of Their Realm: upholding Their people's rights, working for their benefit, maintaining the Crown's justice among all subjects in Their Kingdom. 2.02.6 It is the responsibility of the Crown to ensure that a list of all awards granted by Them is received by the Schwarzdrachen Herald and the Chronicler. 2.02.7 Watching over and encouraging the Arts and Sciences in the Kingdom. 2.02.8 Encouraging special care in the extension of hospitality and welcome to new and prospective members. 2.02.9 Maintaining files to be turned over to the Successors at such time as They ascend to the thrones. 2.02.10 Relinquishing any office held, for the duration of the Reign. 2.02.11 There shall exist certain regalia, which shall remain the property of the Kingdom, but shall be in the keeping of the Crown. The care and maintenance of this regalia shall be solely the responsibility of the Crown. The use of this regalia shall be solely the prerogative of the Crown. This regalia may include, but is not limited to: crowns, scepters, staves, weapons, shields, banners, cloaks, and robes. 2.02.12 Disposal of Regalia 2.02.12.1 With Curia's approval, regalia no longer needed by the Kingdom will be auctioned off to the highest bidder. If no bids are received, the items will be disposed of in an appropriate manner. Items so auctioned may not be used as symbols of the Kingdom of Drachenwald. 2.02.12.2 With the consent of the Crown, these items may be displayed for historical purposes. 2.03 Privileges of the Crown 2.03.1 The right to acknowledge the attainment of County or Duchy title by those who have met the requirements. In the event that either Monarch does not possess a Patent of Arms, two months before Coronation the Crown Prince and Princess shall poll all Patent-holding Royal Peers resident in Drachenwald. If, after the polling, the Crown Prince and Princess feel that the Monarch meets Corpora standards, then the Monarch shall receive a Patent of Arms upon descending the Throne. 2.03.2 The right to make and repeal such laws as the Crown shall deem necessary for the conduct of the Kingdom, subject to the laws of Drachenwald. 2.03.3 The right to receive such gifts as may be made to the Crown during Their Reign and to preserve such gifts for Their Successors. The right to receive such personal gifts as shall be made during Their Reign. The right to use such possessions and treasures during Their Reign as the Crown may already possess. 2.03.4 The sole right to call such Courts as may be necessary for the governance of the Kingdom. 2.03.5 The right of Sanctum. Sanctum shall be defined as the area ten feet in radius surrounding the Thrones and the Crown s presence, which may be used exclusively by the Crown and into which other members of the Kingdom may enter and/or share upon the invitation of the King and/or Queen. 2.03.6 The right to a clear direct line of sight between the King and/or Queen and the principal activity of the event. 2.04 Failure of Succession 2.04.1 In the case that either the Sovereign or the Consort should fail, the other shall assume the full powers of the Crown, for the remainder of the reign. 2.04.2 In the case that both the Sovereign and the Consort should fail, the Seneschal shall become Regent. The Regent shall have all duties and privileges of the Crown granted under Corpora and these laws, except the right to make or bestow awards and orders, the right to make or change law, and the right of sanctum. 2.04.3 Should the Seneschal become Regent, he/she shall hold a Coronation or Crown Tournament (as appropriate) at the earliest possible date, and invest the victor and his (her) consort as King and Queen immediately. 2.04.4 In the case that the Crown Prince or Princess should fail, a new Crown Tournament shall be held in place of the previously scheduled Coronation, and the Victor and his (her) Consort shall be crowned as King and Queen immediately. In such case, only those fighters who had fought in the previous Crown Tournament shall fight in the new one. 2.04.5 The Succession fails whenever the Crown Prince or Princess abdicates or is unable to fulfill the duties listed in Corpora and these laws, as determined by the Crown. If the duties that were not fulfilled are those listed in 3.01.1 or 3.01.3 or 3.01.4 or 3.01.5 the Crown will determine whether the lapse was willful before declaring a failure. 2.04.6 Failure of the Sovereign or Consort occurs when the King or Queen abdicates or is unable to fulfill the duties listed in Corpora and these laws. In failure, the Sovereign or Consort is disqualified from any honors and privileges deriving from the failed reign. 3.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE SUCCESSORS 3.01 Duties of the Successors 3.01.1 At least one of the Heirs must attend each Kingdom Curia. 3.01.2 Attending Their Coronation. 3.01.3 Acting, in the absence of the Sovereign and Consort, and by Their writ, to conduct such Courts as shall be deemed necessary by the Crown. 3.01.4 Using the three month succession period to recruit and train those replacements necessary to take over any office which the Successors hold and must relinquish upon Their Coronation. 3.01.5 There shall exist certain regalia, which shall remain the property of the Kingdom, but shall be in the keeping of the Successors. The care and maintenance of this regalia shall be solely the responsibility of the Successors. The use of this regalia shall be solely the prerogative of the Successors. This regalia may include, but is not limited to: coronets, scepters, staves, weapons, shields, banners, cloaks, and robes. 3.01.6 The Crown Prince and Crown Princess shall ensure that each has access, at Their residence, to the Dragon's Tale and maintain this subscription throughout Their Reign. 3.02 Privileges of the Successors 3.02.1 The right of Sanctum. 3.02.2 The right to receive such gifts as may be made to the Successors, and to preserve such gifts for the next Successors; the right to receive personal gifts made to the Successors; and the right to use all such possessions and treasures given to them during their tenure as Successors. 4.00 CONCERNING THE CURIA REGIS 4.01 The Crown must consult Curia Regis in order to make, delete, or amend Kingdom law. A quorum of four Greater officers (or their duly designated representatives) have the right to demand that Curia Regis be convened. 4.02 The following are entitled to a seat on the Curia Regis: 4.02.1 The Crown Prince and Crown Princess of Drachenwald. 4.02.2 All Drachenwald territorial Princes and Princesses. 4.02.3 All Great Officers of Drachenwald. 4.02.4 All Lesser Officers of Drachenwald. 4.02.5 The seneschal of each branch or their designated legate or envoy. 4.02.6 Holders of Peerage. 4.02.7 The territorial Baronage. 4.02.8 Any other person who wishes to attend is welcome and may speak if recognized by the Crown. 4.03 For a Curia Regis to be convened, at least four Great Officers or their duly designated representatives must be present in person. 4.03.1 Great Officers must make every effort to attend Curia. Those who cannot attend must send their designated representative to represent them at Curia or they may send written comments to the Curia Agenda items to the Crowns prior to the day scheduled for Curia. 4.04 In order to fulfill the requirement that the Monarchs must "consult with Curia", they must do the following: 4.04.1 Call Curia with either of the following: 4.04.1.1 A notice in Dragon's Tale appearing no later than either: 4.04.1.1.1 The issue dated the same month as the Curia date, provided the Curia is on or after the fifteenth of the month, OR 4.04.1.1.2 The issue dated the month before the Curia date, provided that the Curia is scheduled before the fifteenth of the month. 4.04.1.2 In an emergency, a letter or e-mail notification to all those with seats on Curia (as defined in 4.02.1 thru 4.02.7 above) postmarked at least twenty-one days prior to the Curia date. 4.04.2 The calling notice or letter must state the place, date and preliminary time for the Curia, and set forth the agenda of items to be discussed. 4.04.2.1 All items that are known at the time of the Curia announcement shall be listed on the agenda, either in the form of a concise summary of the item proposed, or by printing the text of the proposal. This includes matters carried over from past Curias, which shall be placed under Old Business. 4.04.2.2 Any matters that come to the attention of the Crown after the Curia has been called shall be placed, at the Crown's discretion, on the agenda under New Business after the previously announced agenda items. Changes in Law will not be handled in this manner. 4.04.2.3 In the event that a Curia is held after the notice for a subsequent Curia has been sent - either to Dragon's Tale or to those with seats on Curia - any items of business held over from the Curia will be automatically placed on the agenda under Old Business for the subsequent Curia. 4.04.3 Solicit and listen to the opinions of those on Curia, giving adequate time for discussion. While it is not a requirement, the Crown is advised to act with the consensus of the people on Curia. 5.00 CONCERNING THE OFFICERS OF THE KINGDOM 5.01 The Great Officers of the Kingdom of Drachenwald are, in the order of Precedence, as follows: Kingdom Seneschal Schwarzdrachen Herald Kingdom Earl Marshal Kingdom Minister of Arts and Sciences Kingdom Chancellor of the Exchequer Kingdom Chronicler Kingdom Chirurgeon 5.02 The Lesser Officers of the Kingdom of Drachenwald and the greater officers responsible for them are, in order of Precedence, as follows: Kingdom Historian - Chronicler Kingdom Constable - Seneschal Kingdom Chatelaine - Seneschal Kingdom Captain-General of Archers - Earl Marshal Kingdom Signet Clerk - Herald Kingdom Marshal of Fence - Earl Marshal Kingdom University Chancellor - Minister of Arts and Sciences Kingdom Web Minister - Chronicler Kingdom Minister of Youth - Seneschal Kingdom Minister of the Lists - Chronicler 5.03 Greater and Lesser Officers must hold membership in the S.C.A. They must have immediate access to the Dragon's Tale. 5.03.1 All Kingdom Officers will take and train a Deputy for their Office who will be warranted as the Designated Successor, referred to in Corpora VI.C.6. 5.03.2 With the exception of Seneschal, Herald, Marshal, and Chancellor of the Exchequer, all other Kingdom officers may hold Shire, Baronial or Principality offices, at the discretion of the Crown. These officers must train a successor to their Shire, Baronial, or Principality office as soon as possible. 5.03.3 No person may hold more than one Kingdom level office concurrently. 5.03.4 All Great Officers will submit to the Crown and the Kingdom Seneschal a copy of any official reports forwarded to their corporate superiors. If a Great Officer does not submit reports to their corporate superior at least once a quarter, then, as a minimum will submit a quarterly written report to the Crowns two weeks prior to Coronation and Crown Tourney. 5.03.5 All officers shall maintain files for their office, open to review by the Crown at any time, and to be turned over to their successor within thirty days of leaving office. 5.03.6 All officers have the authority to make policy for the discharge of their offices and their subordinate's duties within the limits of the office. All such policies shall be published along with the Great Book of Laws in their paper and electronic forms. These policies shall include, but not limited to: Kingdom Financial Policies, Rules of the List of Drachenwald, and reporting requirements for each office. 5.03.6.1 Policies of the Kingdom Officers shall take effect after they have been published in the Dragon's Tale. 5.03.6.2 Standard quarters will be used for reporting purposes within Drachenwald. These quarters are January through March, April through June, July through September, and October through December. Quarterly reports due to Kingdom Great Officers will have standard deadlines of 25 April (for the first quarter), 25 July (for the second quarter), 25 October (for the third quarter), and 25 January (for the last quarter/Domesday reports). Kingdom Officers who require only semi-annual reports will use the January and July deadline for their reporting requirements. 5.03.7 Each kingdom officer is responsible for the office-related activities of his/her deputies and subordinate officers. 5.04 Terms of Office and Review of Kingdom Officers. 5.04.1 A term is two years long. 5.04.1.1 The terms of office for Kingdom Officers begin on the following dates: The Monday after Twelfth Night Coronation (on odd numbered years Gregorian) - Historian - Chirurgeon - University Chancellor - Web Minister - Minister of the Lists The Monday after Midsummer Coronation (on odd numbered years Gregorian) - Seneschal - Chronicler - Constable - Fence The Monday after Twelfth Night Coronation (even numbered years Gregorian) - Arts and Sciences - Earl-Marshal - Signet Clerk - Chatelaine The Monday after Midsummer Coronation (even numbered years Gregorian) - Herald - Exchequer - Captain-General of Archers - Minister of Youth The change of Office will be done by the incoming Crown at the event listed above and take effect on the Monday after it. 5.04.1.2 The term of Office of the Kingdom Chirurgeon is two years but must not exceed the expiration of the Chirurgeon's modern credentials. 5.04.2 Each Kingdom Officer will be reviewed prior to the end of their term by the Crown and Heirs. 5.04.2.1 The Crown may, at Their discretion, ask the officer to serve another term. It is recommended that a Kingdom Officer not serve more than two consecutive terms in the same office. 5.04.2.2 The Officer may accept or refuse the reappointment. 5.04.2.3 After consulting with the Crown, the Officer will publish in the Dragon's Tale their intent to continue in the office or resign, four months before the end of their term. 5.04.2.4 Should any Kingdom Officer leave their office before the end of their term, their Designated Successor will assume the Office until a new Officer is approved by the warranting authority. The new Officer will serve out the remainder of the term. The review of the Officer will be done on the schedule listed above. 5.05 Removal or suspension of Kingdom officers. 5.05.1 The Crown may, for just and stated cause, suspend any Kingdom officer. Suspensions by the Crown are for not more than the duration of the current reign. The duties of a suspended officer will be assumed by the designated successor. 5.05.2 Kingdom officers may be removed from office, for just and stated cause, by the Crown with approval of the Corporate Officer. If any Kingdom Office is empty, the designated successor will assume the office until a replacement can be warranted. If there is no designated successor, the Crown in conjunction with the senior officer will warrant a replacement, as soon as possible. 5.06 Duties of the Kingdom Officers 5.06.1 Kingdom Seneschal 5.06.1.1 Shall be the chief administrative officer for the Kingdom of Drachenwald. 5.06.1.2 Shall be responsible for registering the Kingdom with local governments when necessary and maintaining good relations with them. 5.06.1.3 Shall be responsible for all written Seneschalate reports due to the Society Seneschal and Board of Directors and shall be responsible for those reports being submitted in a timely manner. 5.06.1.4 Shall submit a complete copy of the Domesday report to the Crown, to be maintained in Their files, and shall keep Them apprised of the total status of the Kingdom. 5.06.1.5 Shall be responsible for any additional reports required by the Crown, the Society Seneschal, or the Board of Directors. 5.06.1.6 Shall chair or have a warranted deputy chair all meetings of the Seneschalate. 5.06.1.7 Shall be responsible for overseeing and running the Lesser Offices established under the Seneschal. 5.06.1.8 Shall coordinate with the Kingdom Exchequer in the selection of a kingdom officer as the 2nd signatory on all kingdom bank accounts. 5.06.1.9 The Seneschal is responsible for maintaining the official Kingdom Calendar of Events, in accordance with policy established by the Seneschal. 5.06.2 Schwarzdrachen Herald 5.06.2.1 Shall be responsible for all written Heraldic reports due to the Laurel Sovereign of Arms and shall be responsible for those reports being submitted in a timely manner. 5.06.2.2 Shall be responsible for any additional reports required by the Crown and/or Corporate Officers. 5.06.2.3 Shall set up and maintain a Kingdom Order of Precedence and shall be responsible for having the Order of Precedence updated before each Coronation and presented to the Successors. 5.06.2.4 Shall be responsible for Field Heraldry, Court Heraldry and Heraldic Submissions within the Kingdom. 5.06.2.5 Shall chair all meetings of the Kingdom College of Heralds and shall be responsible for the administration of the same. 5.06.2.6 May maintain a bank account solely for Heraldic Funds 5.06.3 The Earl Marshal 5.06.3.1 Shall oversee Tournament Lists, the martial sciences, and safety on the field. 5.06.3.2 Shall set and enforce the Rules of the Lists and Conventions of Combat of the Kingdom and shall be responsible for all fighting in and marshalling of the Crown Tournament Lists. 5.06.3.3 Shall set and enforce weapon and armor standards. 5.06.3.4 Shall supervise the authorization of fighters and shall be responsible for maintaining a record of combat waivers and authorization information. 5.06.3.5 Shall supervise the training of fighters. 5.06.3.6 Shall appoint any assistants as deemed necessary. 5.06.3.7 Shall maintain the list of authorized fighters, which shall be available at Crown Tournaments. 5.06.3.8 Shall receive and investigate all complaints concerning combat. 5.06.3.9 Shall submit quarterly reports on the status of the martial arts in the Kingdom of Drachenwald to the Marshal of the Society, with a copy furnished to the Crown of Drachenwald. 5.06.4 Minister of the Arts/Sciences 5.06.4.1 Shall foster development of historically accurate Arts/Sciences in the Kingdom. 5.06.4.2 Shall be responsible for matintaining accuracy and propriety of any Arts/Science Competition as per the directives of the Corporate Officer of Arts/Sciences. 5.06.4.3 Shall work closely together with and shall co-chair any meeting of the collective Guilds of the Kingdom, as represented by the Guild Heads 5.06.4.4 Shall be responsible for the conduct of the annual Arts & Sciences Competition. 5.06.5 Chancellor of the Exchequer 5.06.5.1 Shall be responsible for maintaining the financial records of the Kingdom, and supervising the finances of the Kingdom. 5.06.5.2 Shall submit reports as requested to the Seneschal and to the Crown concerning the financial status of the Kingdom. 5.06.5.3 The Exchequer shall submit a detailed financial statement to the Crown and to the Kingdom newsletter, at the beginning of each reign, for publication. 5.06.5.4 Shall be responsible for all written financial reports due to the Society Chancellor of the Exchequer and shall be responsible for those reports being submitted in a timely manner. 5.06.5.5 Shall be the primary signatory on all kingdom bank accounts and shall coordinate with the Kingdom Seneschal in the selection on a kingdom officer as the 2nd signatory on all kingdom bank accounts. 5.06.6 Chronicler 5.06.6.1 Shall supervise all official publishing activities of the Kingdom and shall be the editor of (or supervise the editor of) the Kingdom publication, which shall be called the "Dragon's Tale". The Dragon's Tale will carry all required announcements and notices of official events, Kingdom Laws, and the like. 5.06.6.2 Shall maintain a bank account solely for Chronicler funds. 5.06.6.3 The Kingdom Chronicler is responsible for the content of the Kingdom of Drachenwald website on the World Wide Web. Website hosting is an expense of the Kingdom. 5.06.7 Chirurgeon 5.06.7.1 Shall have a minimum of a Red Cross First Aid Certificate with a current Red Cross C.P.R. card or recognized equivalents. 5.06.7.2 Shall coordinate and supervise the practice of emergency aid in accordance with the policy of the SCA. 5.06.7.3 Shall be responsible to provide health and safety education for the populace. 5.06.8 Kingdom Historian 5.06.8.1 Shall be a lesser office under the direction of the Kingdom Chronicler. 5.06.8.2 Shall collect material toward the end of preparing and maintaining an accurate history of the Kingdom. 5.06.8.3 Shall record Kingdom Activities, briefly chronicling significant events, tournaments, large demonstration events, Courts, etc. with a brief description of the activity, including date, time, location, persons involved, etc. and provide the Chronicler with the information for the Chronicles in the Dragon's Tale. 5.06.8.4 Shall keep files of all media coverage concerning the Kingdom. Maintains files, including all back copies of the Kingdom Newsletter. 5.06.8.5 Shall maintain an inventory of the SCA publications owned by the Kingdom. 5.06.8.6 Shall forward reports to superiors as required. 5.06.8.7 Shall maintain a listing of all regalia held by the Crown and the Successors. Will conduct an inventory of regalia held by the Crown. This inventory will be accomplished during the last month of each reign. The regalia inventory shall be published to the populace, via Dragon's Tale and the Kingdom web site, with the express purpose of improving the condition of various items and identifying needed items. 5.06.9 Constable 5.06.9.1 Shall be a lesser officer under the direction of the Kingdom Seneschal 5.06.9.2 Shall assist event stewards with plans for security at SCA events. This includes but is not limited to suggestions, guidelines, and resources for planning event security. 5.06.9.3 Shall be responsible for the Kingdom Lost and Found. The Constable is permitted once each year (at Midsummer Coronation) to auction off all unclaimed Lost and Found items for the benefit of the Kingdom Travel Fund. 5.06.10 Chatelaine 5.06.10.1 Shall be a lesser office under the direction of the Kingdom Seneschal. 5.06.10.2 Shall be Kingdom New Groups Coordinator, responsible for the development, and growth of new branches, and establishment of procedures to promote groups in accordance with Corpora and Kingdom Law and tradition. 5.06.10.3 Shall be chief recruiting officer for the Kingdom, providing information to assist local groups in conducting effective recruiting, and mentoring regional and local chatelaines to manage and maintain growth. 5.06.10.4 Shall assist new members in learning the laws and customs of the Society and Drachenwald. 5.06.11 The Captain-General of Drachenwald Archers 5.06.11.1 Shall be a Lesser Officer of State, under the direction of the Earl Marshal. 5.06.11.2 Shall oversee and encourage the study of period archery styles and equipment. 5.06.11.3 Shall set and enforce safety standards. 5.06.11.4 Shall make available regulations and information regarding target and combat archery. 5.06.11.5 Shall oversee archery competitions. 5.06.11.6 Shall warrant Lieutenant-Generals of Archers, Captains of Archers, and Archer Marshals-at-Large. 5.06.11.7 Shall be responsible for such reports as may be required by the Crown or Earl Marshal. 5.06.12 Signet Clerk 5.06.12.1 Shall be a Lesser Officer of State, under the direction of the Schwarzdrachen Herald. 5.06.12.2 Shall oversee the production of scrolls required by the Crown. 5.06.12.3 Shall promote the development of calligraphers and illuminators in Drachenwald. 5.06.13 Marshal of Fence 5.06.13.1 Shall be a Lesser Officer under the direction of the Earl Marshal. 5.06.13.2 Shall be responsible for setting and enforcing weapons and armor standards for fencing within the Kingdom. 5.06.14 Chancellor of the University of Drachenwald 5.06.14.1 Shall be a Lesser Officer of State under the direction of the Minister of Arts & Sciences. 5.06.14.2 Shall coordinate and supervise the University of Drachenwald. 5.06.14.3 Shall disseminate to the populace information concerning the university. 5.06.6.15 Kingdom Web Minister 5.06.15.1 Shall be a Lesser Officer of State under the direction of the Kingdom Chronicler. 5.06.15.2 Responsible for layout, design, regular updates, and maintenance of the Kingdom's website in accordance with the policies of the Society and the Kingdom Chronicler. 5.06.15.3 Shall oversee web publishing activities throughout the Kingdom. 5.06.6.16 Kingdom Minister of the Youth 5.06.16.1 Shall be a Lesser Officer under the direction of the Kingdom Seneschal. 5.06.16.2 Shall assist parents of children in integrating children's activities into local and Kingdom events. 5.06.16.3 The Kingdom Minister of the Youth will not be responsible for, nor in any way encourage autocrats or the Society to provide, baby-sitting/daycare services. 5.06.16.4 Shall supervise and coordinate the actions of local ministers of the youth throughout the Kingdom. 5.06.6.17 Kingdom Minister of the Lists 5.06.17.1 Shall be a Lesser Officer under the direction of the Earl Marshal. 5.06.17.2 Shall maintain accurate records of the fighting activities and the authorized fighters of the Kingdom, and provide such rosters as needed to the Earl Marshal, local ministers of the lists and marshals. 5.06.17.3 Shall supervise, teach, assist, and coordinate the actions of local ministers of the lists throughout the kingdom. 5.06.17.4 Shall run or coordinate the running of the list for Drachenwald Kingdom events (Crown Tournaments) and King and Queen's Champion Tournaments and provide assistance to principalities as required for principality events. 5.06.17.5 Shall maintain and distribute a Drachenwald Minister of the Lists handbook for the encouragement and teaching of methods for running various types of tournament lists as well as forms and details necessary. 6.00 BRANCHES 6.01 Duties and Rights of Territorial Princes and Princesses 6.01.1 Territorial Princes and Princesses may award arms to their subjects by the gracious permission of the Crown. 6.01.2 Territorial Princes and Princesses may acknowledge the attainment of Viscounty rank by those who have met the requirements. 6.01.3 In specific instances, the Crown may delegate, to a Territorial Prince and Princess, the transmission of an award to an individual named and selected by the Crown. 6.01.4 Territorial Princes and Princesses hold their Principality in Fealty to the Crown. This fealty must be presented at Coronation. If unable to attend, the Territorial Prince and Princess will provide fealty to the Crowns prior to the day scheduled for Coronation. 6.02 Concerning the Creation of a Principality 6.02.1 At the time that principality status is granted: 6.02.1.1 The first Coronet Tourney shall be scheduled and will be held under the supervision of the Crown of Drachenwald. 6.02.1.2 The Coronet will be open to all otherwise eligible entrants, as defined in Kingdom and proposed Principality law, who reside within the boundaries of the incipient Principality. The Drachenwald Crown and their successors at the time of the Coronet tourney are ineligible to participate in that list as either combatants or consorts. 6.02.1.3 The Crown of Drachenwald shall invest the first Coronet of the new Principality; thereafter all Investitures shall take place in accordance with the customs of the Principality. 6.03 Concerning the Separation of a Principality 6.03.1 After Kingdom status is authorized by the Board of Directors: 6.03.1.1 The next scheduled Coronet Tourney will become the first Crown Tourney of the incipient Kingdom and will be held under the supervision of the Crown of Drachenwald. 6.03.1.2 The Crown Tourney will be open to all otherwise eligible entrants with the single exception that it be restricted to residents within the boundaries of the incipient Kingdom. 6.03.1.3 The Crown of Drachenwald and the Crown Prince and Princess of the incipient Kingdom will negotiate a treaty which will list the new territorial boundaries, and anything else they deem necessary. 6.03.2 At the time of Separation: 6.03.2.1 The Coronet will return the Principality to Drachenwald and take their rightful places among the Viscounty. 6.03.2.2 The Crown of Drachenwald shall crown the Crown Prince and Princess of the incipient Kingdom as its first Sovereign and Consort. 6.03.2.3 The respective Crowns shall formally sign the treaty into effect. 6.04 Branch Required Officers 6.04.1 All branches of Drachenwald of Baronial/Provincial level or greater are should have, at a minimum, the following officers: Seneschal Herald Exchequer Knight Marshal Minister of Arts and Sciences Chronicler Chatelaine 6.05 Territorial Baronies 6.05.1 Territorial Baronies may be established within the Kingdom of Drachenwald in accordance with the terms for establishment as outlined within the Corpora. In addition, the following requirements must be met: 6.05.1.1 The petitioning group must meet the minimum requirements specified in Corpora and must be able to guarantee that this minimum will be maintained between the time of filing and the time of approval by the Board of Directors. 6.05.1.2 The petitioning branch must have a sustained record of activities, including the hosting of Principality or Kingdomwide events. 6.05.1.3 Request for the advancement to baronial status must be coordinated through the Crown, as well as the Kingdom Seneschal. 6.05.2 The title of territorial Baron or Baroness shall be awarded by the Crown upon petition by the members of the Barony in question. 6.05.3 When a Barony is left without either a Baron or Baroness the following procedures are in effect: 6.05.3.1 The outgoing Baron or Baroness shall appoint a Vicar as a temporary replacement. If this does not occur within ten days of the Baron's or Baroness's departure, the Crown may appoint a Vicar. The Vicar shall hold no baronial office. 6.05.3.2 Within ninety days of the naming of the Vicar, the membership shall be polled to determine the future of the branch; to remain as a Barony, to change to non-baronial branch status, or dissolve the branch. This polling will be conducted by the Vicar and the Baronial Officers under the supervision of the Kingdom Seneschal. The results of this polling are due to the Crown within thirty days of the poll being taken. 6.05.3.2.1 If the Barony members wish to dissolve the branch or change to non-baronial status, the Baronial Seneschal will coordinate with the Kingdom Seneschal on the necessary communications with the Society Seneschal, or the Board of Directors through the Society Seneschal. The Vicar shall retire at the end of the transition period. 6.05.3.2.2 If the Barony members wish to remain a Barony, they must select a new Baron and/or Baroness. The recommendation process must occur within one year from when the Vicar was named. At this time the group may send a petition to the Crown naming its candidate. The Vicar retires once the candidate is approved by the Crown. 6.05.3.2.2.1 If the Barony members are unable to select a candidate in the time allowed, the members will be polled to select a non-baronial branch status. The branch may not apply for Baronial status for at least two years. The Vicar retires on the day of the polling. 6.05.4 At any time the members of a Barony may petition the Crown for the appointment of a Baron/Baroness to rule with its current Baroness/Baron. 6.05.5 If the members of the Barony in question wish to remove a territorial Baron and/or Baroness, they must first seek arbitration through the grievance procedure outlined in 12.02.2. 6.05.5.1 If it is the finding of the arbitrators that the best solution to the difficulties is the removal or suspension of either or both Baron and Baroness, the membership shall submit a petition to that effect, signed by at least two-thirds of the members, to the Crown. The arbitrators will submit a report of their findings as specified in Drachenwald Law. 6.05.6 Territorial Barons and Baronesses have the right to give nonarmigerous awards and positions of honor. 6.05.7 Territorial Barons and Baronesses hold their Baronies in Fealty to the Crown. This fealty must be presented at Coronation. If unable to attend, the Territorial Baron and/or Baroness will provide fealty to the Crowns prior to the day scheduled for Coronation. 6.05.8 The length of a single term for Territorial Barons and Baronesses is a maximum of two years. After consulting with the members of the Barony, the Crown may, at their discretion, ask the Territorial Baron and/or Baroness to serve another term. It is recommended that Territorial Barons and Baronesses serve no more than two consecutive terms. 6.05.9 The Baron and/or Baroness of a Territorial Barony of Drachenwald must step down from office when no longer residing in the Barony. 6.05.10 Barons and Baronesses of Territorial Baronies of Drachenwald may participate in the Crown List.. They are required to submit the name of an acceptable candidate for Vicar with other documentation required for participation in the Crown List (see 7.02). Should the Baron or Baroness be victorious in the Crown Tournament, the Vicar assumes responsibility for the Barony immediately. The Vicar must conduct a polling for the new Baron/Baroness within 90 days. 6.06 Other Branch Organization and Registration 6.06.1 All other branches within the Kingdom (Provinces, Shires, Cantons, etc.) shall be organized and registered in accordance with the Corpora of the Society for Creative Anachronism. 6.07 Local Officers 6.07.1 Local officers are appointed by their kingdom superior officers. The appointments are subject to confirmation by the Crown. Local officers must not be substantively opposed by the people of the local branch, but the final decision regarding their tenure remains with the Crown and Kingdom officer. 6.07.2 Local officers may be removed from office, by their kingdom superior officers. Removals are subject to confirmation by the Crown. The designated successor will assume the office until a replacement can be appointed. If there is no designated successor, the kingdom officer will, subject to the confirmation of the Crown appoint a replacement, as soon as possible. 6.07.3 Local officers who miss two reports in a twelve month period, as determined by their kingdom superior officers, have resigned. When a local officer is deemed to have resigned in this manner, the officer in question and the Seneschal of the relevant branch shall be notified of the resignation, and informed that the warrant for that officer has been withdrawn. 7.00 CONCERNING KINGDOM EVENTS 7.01 Definition and Requirement for Kingdom events 7.01.1 Drachenwald Kingdom events are the Spring and Fall Crown Tournament, Twelfth Night and Midsummer Coronations, the Kingdom Arts and Sciences Faire and the Kingdom University. 7.01.2 In return for the privilege of being allowed by the Crown to sponsor on of the six Kingdom Level events, the sponsoring group should donate 75% of the profits of the event to the Kingdom coffers. 7.01.3 If necessary, the dates may be changed by the Crown's Discretion on a case by case basis. Any event currently scheduled may conflict. 7.01.4 Bids for Kingdom events may be submitted as early as 24 months prior to the event. Bids for Kingdom events MUST be submitted to the Crown and Kingdom Seneschal no later than 8 months prior to the date scheduled for the event, with the decision being made no later than 6 months prior to the event. If acceptable bids are received early, the decision may be made without waiting until the bid deadline. If bids require early decision due to site scheduling limitations, the Crown and Kingdom Seneschal must have at least 45 days in which to notify the kingdom of the intent to make a decision and gather other bids if possible. The Crown may extend the decision date if they determine that no acceptable bids have been submitted. As a planning tool for groups considering event bids, the current number of bids that have been received by the Crown will be listed in parentheses () after the event listing on the Kingdom Calendar. 7.02 Concerning the Crown List 7.02.1 The Crown Tournaments of Drachenwald will be held on the first weekend of April and the second weekend of October. If Spring Crown Tournament falls on Easter weekend, the event will be moved to the second weekend of April. No other events may be held on these dates. 7.02.2 Requirements for Participation: 7.02.2.1 Each competitor in the Crown Tournament must be fighting for a prospective consort of a different gender than his or her own. The competitor and prospective Consort are referred to as "Participants" in these laws. 7.02.2.2 Participants must be able to fulfill the duties of the Crown as outlined in 2.02. 7.02.2.3 Participants must be acceptable to the Crown and declare their intent to participate in a letter submitted to the Crown and Kingdom Seneschal 30 days prior to the date scheduled for Crown List. The Participants' letter of intent must include at least: 7.02.2.3.1 Proof of membership (as described by Governing Policy and Decision #4: Enforcement of membership requirements for participating in Crown and Coronet Lists). 7.02.2.3.2 Proof of current fighter authorization for the competitor. 7.02.2.3.3 The modern and SCA names of the Participants along with their address(es) and other contact information.. 7.02.2.4 Participants must both be present at the Crown Tournament. 7.02.2.5 Participants must be at least eighteen years old on the day of the Tournament. 7.02.2.6 The Participants may not be Territorial Coronets, nor the Crown's appointed representatives of a Crown Principality (such as Viceroy and/or Vicereine), at the time of the Crown Lists or at any time during their tenure as successor or Drachenwald Crown. 7.02.2.7 Each person must be a member of the S.C.A., and must live at a residence with direct access to the Dragon's Tale. The Victor and Consort must maintain their membership without lapse, throughout Their tenure as Successors and Crowns. 7.02.2.8 The intent of a residency requirement is to ensure that participants in the Crown List are familiar with Drachenwald culture, traditions, and customs and that they understand the unique aspects of our Kingdom. Therefore the residency requirements for all participants are: 7.02.2.8.1 Participants must have resided in Drachenwald for the six months preceding the Crown List entered. 7.02.2.8.2 Each participant must have attended at least six official events (before Crown Tournament), held in Drachenwald, listed on the Kingdom Calendar in the Dragon's Tale, in the preceding twelve months. Additionally, each participant must have attended one official event (defined by the same requirements), more than 6 months before Crown Tournament but not more than 24 months before Crown Tournament. This event may be one of the six but does not need to be. 7.02.3 Each Participant will sign a statement, prior to the tourney, saying that they meet the requirements for membership (as stated in GPD#4) and other requirements as listed above.. This statement will be kept by the Seneschal's Office until the end of the Victor's reign. 7.03 Concerning Coronation 7.03.1 The victor of the Crown Tournament and his or her Consort shall together assume the positions of Successors to the Crown. 7.03.2 Coronations shall take place on a weekend near 6 January and 21 June. If the weekend closest to 21 June is Midsummer then the weekend before may be selected. 7.03.3 Upon Their Coronation, the Successors to the Crown shall assume the titles of Sovereign and Consort as appropriate. 7.03.4 The Sovereign and Consort must be first in fealty to the Kingdom of Drachenwald. No person who is in fealty to any other than listed above shall assume the Throne of Drachenwald. 7.04 Kingdom Arts and Sciences Faire: The Kingdom Arts & Sciences Faire will be comprised of A&S competitions held at the five other kingdom events, specifically the two Coronation, two Crown Tournaments, and Kingdom University. The A&S Faire specifics are defined in the MoAS policy, but the A&S Faire does not take up a separate weekend on the kingdom calendar. 7.05 Kingdom University: The Kingdom University shall take place on the Saturday closest to November 11th. No other events shall be scheduled for this date with the exception of those defined in the Kingdom University Chancellor's policy. 8.00 TITLES 8.01 The assumption of titles of rank equivalent to the reserved titles is forbidden. Those claiming ecclesiastical offices may not claim territorial jurisdiction in either the known or modern world. 9.00 GRANTING AWARDS 9.01 Only the Crown of Drachenwald may grant kingdom awards in accordance with Kingdom law. 9.02 Both the Sovereign and Consort must agree upon any awards given by the Crown, except as specified below. 9.02.1 The Queen's Order of Courtesy is granted solely at the discretion of the Queen. 9.02.2 The King's Order of the Companions of Albion is granted solely at the discretion of the King. 9.02.3 The Sigillum Coronae are granted jointly for the joint award, or at the sole discretion of either the King or the Queen for the individual awards 9.03 The Crown may elevate subjects to the Peerage by granting membership in one of the Orders conferring a Patent of Arms, after polling the members of the Order, and in accordance with these laws and the customs of Drachenwald. 9.03.1 Any polling for a candidate must be sent to all members of the Order residing in Drachenwald. The members of the Order must be allowed at least thirty days to reply to the polling. If a member has not responded to any pollings in the last two years, or not responded to three consecutive pollings, then they shall be considered inactive and will no longer be sent pollings until they ask the principal to be reinstated. 9.03.2 The original polling for each individual must be in writing. Subsequent polling need not be, although the Crown is urged to do so. 9.03.3 Since people and membership in orders change, in order to give a polling award to any person, the polling on the person must have been done in the last year. If at least 80% of the circle is present at a given event, a decision to elevate can be made with a verbal polling of the circle even if the last written polling is more than 1 year old. 9.03.4 In order to be best prepared to assume the Thrones, the Crown Prince and Princess may conduct pollings. 10.00 CONCERNING ARMIGEROUS KINGDOM AWARDS 10.01 The Crown may confer a Grant-of-Arms at their discretion to those members of the Kingdom Populace deemed worthy. 10.02 The following awards confer an Award of Arms upon the recipient if they are not yet armigerous. 10.03 Orden Des Lindquistringes 10.03.1 This award was established to honor a former member of the Principality/Protectorate, Fahrquar Finley Fahrquarson (John Lindquist). 10.03.2 Presented to those people who have distinguished themselves by long and extraordinary services to the Kingdom. 10.03.3 The badge of the Order is (Fieldless) a ring formed of a wingless dragon in annulo widdershins Or, maintaining in chief with all four legs and mouth a gem gules 10.03.4 Members of this Order shall rank equally with members of the order of the Panache and the Order of the Silver Guard. 10.04 Order of the Panache 10.04.1 Presented to those people who have distinguished themselves by long and consistent excellence in the Arts and who have also constantly made their expertise available to the various members of the Kingdom. 10.04.2 The symbol of the Order is (Fieldless) issuant to chief from a torteau charged with a bezant pierced sable three feathers gules, Or and Sable. 10.04.3 Members of this order shall rank equally with members of the Orden des Lindquistringes and the Order of the Silver Guard. 10.05 Order of the Silver Guard 10.05.1 Presented to those members who have distinguished themselves by chivalry and prowess at arms. 10.05.2 The badge of this Order is (Tinctureless) a silver wrist-guard engraved with a dragon passant coward, wings addorsed, maintaining in dexter forepaw a sword erect. 10.05.3 Members of the Order shall rank equally with members of the Orden des Lindquistringes and the Order of the Panache. 10.06 The Order of the Edelweiss (formerly Marguerite) 10.06.1 This Order is closed. 10.06.2 Companions of this Order may be styled "Lord/Lady of the Edelweiss" as appropriate. 10.06.3 The symbol of the Order is (Fieldless) an edelweiss Or, seeded gules, within and conjoined to an amulet argent. 10.07 The Order of the Rose 10.07.1 This order shall be bestowed upon former Consorts of Drachenwald at the end of their first reign. 10.07.2 Companions of this Order may be styled as Lord or Lady of the Rose as is appropriate. 10.07.3 The symbol of the Order is (Tinctureless) a wreath of roses. 10.08 Order of The Dragon's Steel 10.08.1 Presented to those members of the foil, epee and schlager fighting community, who exemplify courtesy, chivalry, dedicated patronage to the arts and sciences and show continual service to local branches and the Kingdom of Drachenwald. The members of this order shall have displayed superior abilities in light weaponry. 10.08.2 Award of this Order of the Dragon's Steel shall confer a Grant of Arms unto the recipient. 10.08.3 The badge of the order shall be Or, three pine trees in fess eradicated gules, overall a dragon passant coward sable, and on a chief gules a rapier argent. 10.08.4 Members of the Order will be charged with instructing and monitoring training of all light weapons fighters. 10.08.5 Before creating a new member of the Order, the Crown must consult with the Order. 11.00 CONCERNING NON-ARMIGEROUS KINGDOM AWARDS 11.01 The Popular Company of Sojourners (PCS) 11.01.1 Presented at the discretion of the Crown to those members departing, or have departed the Kingdom, who have contributed to Drachenwald. 11.01.2 The badge is Barry wavy argent and azure, two flaunches vert. 11.02 The King's Order of the Companions of Albion. 11.02.1 The Albion is presented by the King to those of His subjects that He may deem worthy of recognition for exemplary chivalry, courtesy or service. It is recommended that the King present this award no more than one time per reign. 11.02.2 The Companions of this Order shall have the right to display the regalia of the Order, which is (Fieldless) a dragon's claw inverted sable within and conjoined to an annulet per pale Or and gules. 11.03 The Queen's Order of Courtesy of Drachenwald 11.03.1 The Queen of Drachenwald shall confer the Order upon such people as She deems worthy, by reason of their exemplary chivalry, courtesy or service to the people of all ranks in this Kingdom and in the Society at large. 11.03.2 The Queen may, if She sees fit, call upon the members of the Order to assist Her with their aid or advice in encouraging Courteous behavior, whenever She may deem this necessary. 11.03.3 The symbol for this award shall be an Edelweiss with a red center to be worn on a pin or silver chain. 11.04 The Sigillum Regis of Drachenwald, the Sigillum Reginae of Drachenwald, and the Sigillum Regis et Reginae of Drachenwald 11.04.1 The Sigillum Regis of Drachenwald, the Sigillum Reginae of Drachenwald, and the Sigillum Regis et Reginae of Drachenwald is awarded for personal service to the Crown(s) that far exceeds any expected measure. 11.04.2 It is recommended that each Sovereign and consort present this award no more than three times per reign. Joint awards count as one each. 11.04.3 The name and badge of these awards are: 11.04. 3.1 For the King and Queen The Sigillum Regis et Reginae of Drachenwald: A white edelweiss surmounted by a black dragon's head bearing the sigils of the Crown bestowing it. 11.04. 3.2 For the King The Sigillum Regis of Drachenwald: A black dragon's head charged with the sigils of the King bestowing it. 11.04. 3.3 For the Queen The Sigillum Reginae of Drachenwald: A white edelweiss charged with the sigils of the Queen bestowing it. 11.05 The Order of the Dragon's Tears 11.05.1 This Award is given at the discretion of the Crown to the autocrat(s) of an extraordinarily successful event. 11.05.2 The symbol of this Award is (Fieldless) on a goutte per pale Or and gules a dragon passant coward sable. 11.05.3 Members of the Kingdom may receive this Award more than once. 11.05.4 Recipients of this Award may be styled, Holder of the Dragon's Tear (or, if they have more than one, Holder of the Dragon's Tears). 11.06 The Order of the Dragon's Bowle 11.06.1 The Order of the Dragon's Bowle is awarded at the discretion of the Crown to those who have displayed notable attention to authenticity. 11.06.2 The symbol of this Award is (Fieldless) a dragon passant coward sable charged with a bowl per pale Or and gules. 11.07 The Order of the Dragon's Jewel 11.07.1 This award will be given to children (under 12 years of age) who have distinguished themselves through exemplary behavior or service. 11.07.2 The symbol for this award will be a crystal jewel other than black suspended from a red, black, and gold ribbon or cord. 11.08 The Order of the Dragon's Pride 11.08.1 This award will be given to children (under 12 years of age) who have distinguished themselves through exemplary work in the arts and sciences. 11.08.2 The symbol for this award shall be (reserved). 11.09 The Hospitallers of Albion 11.09.1 The Hospitallers of Albion is presented by the Crowns to those persons or groups who have shown unselfish service to Crown and Kingdom Drachenwald during their travels to events outside the Kingdom of Drachenwald. 11.09.2 The symbol of this award is (Fieldless) On a dragon passant coward sable a wake knot argent. 11.09.3 Only persons/groups residing/ based outside the Kingdom of Drachenwald may receive this award. 12.00 CONCERNING THE DUTIES AND PRIVILEGES OF THE POPULACE 12.01 The populace of Drachenwald owes homage to the Crown of Drachenwald. It is appropriate to do homage when entering the Royal Presence, and when passing certain symbols of Royal authority, specifically the Crowns or Coronets and the Thrones. 12.02 The Right to Petition: The Crown recognizes the right of any member of the Kingdom to petition for reward or redress providing they adhere to the following requirements: 12.02.1 Petition for Reward 12.02.1.1 Any member of the Kingdom may recommend a person for recognition by means of a Kingdom Award. 12.02.1.2 All recommendations for awards shall be submitted to the Crown. 12.02.1.3 Recommendations may be submitted either verbally or in writing, as required by the Crown, and should include the following information: SCA name, modern name, SCA branch, reason (including length of service to the Kingdom), other information as required by the Crown. 12.02.2 Petition for Redress 12.02.2.1 This procedure is NOT intended to address individual acts which fall within the jurisdiction of a civil or criminal court maintained by the nation or other political division where it takes place, nor shall any recommendation about individuals be made on such issues. Any actions of this type should be brought to the IMMEDIATE attention of the Kingdom Seneschal. 12.02.2.2 This procedure will only be used when all lesser avenues of redress have been exhausted. These lesser avenues of redress include, but are not limited to: discussing the action at issue with the individual(s) involved, the appropriate local officer(s), the appropriate baronial officer(s), principality officer(s), the appropriate Kingdom officer(s), or a representative with the appropriate order of peerage, as the circumstances dictate. 12.02.2.3 This procedure may be implemented to investigate, discuss, and arbitrate issues which have implications either in Kingdom law or in the Society's rules for courteous behavior, as long as the act in question occurred within a Society context (at a Society related activity, as an official act of a Society officer or representative, etc.). 12.02.2.4 Procedure 12.02.2.2.4.1 After all lesser avenues of redress have been exhausted, any subject may submit a written Petition for Redress to the Crowns with a copy going to the Kingdom Seneschal. The Petitioner must furnish copies to any and all parties named in the petition. 12.02.2.2.4.2 The Crown and the Kingdom Seneschal will send a list of three potential arbitrators to the involved parties within thirty days of receipt of the Petition. The Crown and the Kingdom Seneschal will take language and regional familiarity into consideration when selecting the initial group of potential arbitrators. 12.02.2.4.2.1 The Kingdom Seneschal will be responsible for maintaining a pool of potential arbitrators. 12.02.2.4.2.2 Any arbitrator may disqualify him/herself from participation at any time without prejudice. 12.02.2.4.2.3 All arbitrators must volunteer in writing, be at least 21 years of age, be a paid member of the SCA, be a resident of Drachenwald for at least one year, and be armigerous. 12.02.2.4.3 Under the supervision of the Kingdom Seneschal the parties may, if they wish, eliminate one arbitrator each until one arbitrator is left. If an arbitrator is not agreed upon within thirty days, the Crown will select one from the pool. 12.02.2.4.4 The arbitrator will be given all documents concerning the issue in question including, but not limited to: the original petition, any supporting testimony or affidavits (in writing), any related petitions from other named parties, and any correspondence concerning the issue, etc. 12.02.2.4.4.1 The arbitrator may, with specific instruction from the Crown, investigate the matter further if the submitted documentation remains unclear. 12.02.2.4.4.2 Whenever possible, the arbitrator should meet faceto-face or telephone the main parties involved to clarify any points which remain unclear. 12.02.2.4.4.3 The arbitrator will strive to reach a settlement of the issue between the parties involved. The parties are free to resolve the matter or withdraw the original Petition at anytime during the process. 12.02.2.4.5 At the end of 60 days, assuming no settlement has been reached, the arbitrators will submit all documentation including the Petition(s), supporting testimony, affidavits, and any other hard evidence to the Crown. The arbitrators will also submit to the Crown, a written report summarizing all contacts with the named parties, the results of any investigations, and a list of recommendations concerning the issues in question. 12.02.2.4.6 The Crown will review all submitted documentation and may, at Their prerogative, solicit advice from the Peers of the Realm and Kingdom Officers. Within 30 days of receiving the report from the arbitrators, the Crown will rule on the issue addressed in the Petition. 12.02.2.4.6.1 The Crown will provide a written response to the Petition which outlines Their decision on the matter, with any additional explanation deemed appropriate, to all named parties. 12.02.2.4.6.2 The Crown, in cases of severe transgression of Kingdom and Society laws or courtesy, may exercise sanctions as outlined in Corpora. 12.02.2.4.7 If additional pertinent information comes to light, the Petitioner may re-Petition the Crown. The Crown may revise Its decision based on this new evidence after review with the Kingdom Seneschal, the original arbitrator(s), and all named parties. 12.03 The Right to Bear Steel 12.03.1 All members of the Kingdom shall be assured of the right to bear steel. 12.03.2 Those members found to be irresponsible, through misconduct or negligence, with their weapons, shall forfeit the right to bear steel in the Kingdom. 12.03.3 ALL bladed weapons shall be carried sheathed. ALL blades will be passively bonded at S.C.A. events, except for ceremonial duties of the Royal Guard. 12.03.4 Weapons of War shall not be carried before the Throne, without the permission of the Crown, during Court (Knights are excluded from this restriction). 12.04 It should be the duty and responsibility of all members of the Kingdom of Drachenwald to maintain and increase Authenticity, the Spirit and the Willingness to create a Current Middle Ages. 13.00 MISCELLANEOUS 13.01 The Crown looks with favor upon the formation of Guilds within the Kingdom and directs that they operate under the supervision of the Minister of Arts and Sciences. Guild masters will be called upon by the MoAS in conclave, upon occasion. 13.02 Smoking is forbidden in the central area of any event, being defined as any area where people must be present in order to participate in the event, such as the hall where a feast is held, or the area immediately surrounding the Lists at a tournament. The autocrat shall be responsible for defining the boundaries of the central area and for providing some other area as convenient as may be found where smoking is permitted and made safe and practical. Smoking is permitted in the interior of a pavilion with its owner's permission. 13.03 Canned beverages are forbidden to be set out in plain sight at Kingdom events. Those who bring canned beverages are encouraged to keep them out of sight and to discreetly dispose of them afterwards. 13.04 Black dragons are under the protection of the Crown of Drachenwald. 13.05 Mock assassinations should only be carried out with the consent of the participants. 13.06 Free admission to an event for any gentle is at the discretion of the Autocrat and Chancellor of the Exchequer of the sponsoring group. 13.07 The use of flash photography during court is forbidden. Picture taking without the use of a flash is perfectly acceptable. 13.08. The order of Precedence of Drachenwald. The order of Precedence shall be as follows 1. 2. 3. 4. 5. These Financial Policies exist as an Addendum to the Society Financial Policy, and except as noted above, shall be followed by each branch and recognized incipient branch of the Kingdom of Drachenwald as if incorporated within the Laws of the Kingdom of Drachenwald. This Financial Policy will be incorporated as an Appendix of Drachenwald Kingdom Law. A. Structure of the Financial Committee 1. Kingdom Committee shall consist of the Crown, Kingdom Seneschal, and Kingdom Chancellor of the Exchequer. The Crown shall have a single vote on committee items. 2. Principality Committees shall consist of at least the Coronet, Principality Seneschal, and Principality Chancellor of the Exchequer. The Coronet shall have a single vote on committee items. 3. Baronial Committees shall consist of at least the Baron and/or Baroness, Baronial Seneschal, and Baronial Exchequer. The Baron and/or Baroness shall have a single vote on committee items. 4. All other branch committees will consist of at least the branch Seneschal, the branch Exchequer and one other branch officer. B. Revisions of Financial Policy 1. These Policies must be revised whenever appropriate due to changes in mundane law, Corpora, or Kingdom Law 2. The Kingdom Exchequer must review this policy annually and the review must be forwarded to the Society Exchequer, with a copy going to the members of the Kingdom Financial Committee. 3. All proposed changes to the financial policy will be submitted in writing to the Kingdom Financial Committee for review. Any member of the Drachenwald populace may submit proposed changes. 4. Proposals approved by simple majority vote of the Kingdom Financial Committee will be forwarded to the members of Curia identified in 4.02.1 through 4.02.4 as a recommended change to Kingdom Financial Policy. The deadline for feedback and comments on the recommendation will be at least thirty days from the date of distribution, and will be clearly specified. 5. The Kingdom Financial Committee will review the comments and feedback. A revised recommendation that is approved by simple majority vote of the Kingdom Financial Committee will be sent to the Society Chancellor the Exchequer for approval. C. Becoming a Branch Exchequer 1. 1. In order to become a branch Exchequer, either the branch seneschal or the outgoing exchequer should assist the new exchequer in completing a Request For Warrant letter, which will be sent to the Kingdom Chancellor of the Exchequer. If the warrant request form is not included in the exchequers package/files, one can be requested from the Kingdom Chancellor of the Exchequer or can be downloaded from http://www.sca.org/docs/warrant.hbk.html. Along with the Request for Warrant letter, the following items must be included: a. Proof of identification, which includes a photo. This can be can be a copy of a driver's license, military ID card, passport or other legal identification. b. Proof of SCA membership, which can be a copy of their membership card, newsletter mailing label, registry printout, or a letter from the Society stating membership. 2. Upon approval, the Kingdom Chancellor of the Exchequer will issue a warrant for two years. 3. The Term of Office shall be two years long, and no Exchequer should serve more than two consecutive terms. D. Branch Exchequer Responsibilities. 1. Become familiar with the Laws and Policies governing the use and controls of branch assets as outlined in the Society Chancellor of the Exchequer's Handbook. 2. Become familiar with your country's laws regulating registered organizations and/or regulations of economy in registered organizations.. 3. Reports a. All exchequer reports are required regardless of the type of funds or the bank the funds are held in. The group's exchequer and seneschal (or autocrat in the case of event reports) will sign the reports. b. Event finance, quarterly, and doomsday report forms are available in the Exchequers Handbook, from the Kingdom Exchequer, or on the web. c. Groups within a barony, province, or principality, file quarterly reports with the Baronial/Provincial/Principality Exchequer in accordance with the Society Chancellor of the Exchequer's Handbook. Quarterly reports are due to barony, provincial, or principality exchequers by 1) First Quarter (1 January - 31 March) 15 April 2) Second Quarter (1 April - 30 June) 15 July 3) Third Quarter (1 July - 30 September) 15 October 4) Fourth Quarter (1 October - 31 December) 15 January next year. This report is also the year-end "Doomsday" Report. d. Shires, baronies, provinces, and principalities with subordinate groups will file quarterly reports with the Kingdom Exchequer by e. 1) First Quarter (1 January - 31 March) 25 April 2) Second Quarter (1 April - 30 June) 25 July 3) Third Quarter (1 July - 30 September) 25 October 4) Fourth Quarter (1 October - 31 December) 25 January next year. This report is also the year-end "Doomsday" Report. f. Groups that don't fall under 3.c or 3.d above will submit reports according to the schedule in 3.d. g. The only times a "negative report" will be submitted are h. 1) The group reports to another 501(c)(3) entity (such as college groups, since a college group is normally registered on campus and their money is held in a university account, and they report to their university) 2) The group has held no money during the year and had no activities that generated in-come or expenses during the year. Simply put, they have nothing to report. 4. 5. 6. 7. 8. a. The branch exchequer will review the completed event financial report for every event held by their branch and ensure a preliminary report showing expected loss or gain is submitted to the Deputy Kingdom Chancellor of the Exchequer within 30 days of the completion of the event. The final event report is due 60 days following the event. The event Finance Report is the responsibility of the event autocrat and will be reviewed by the branch exchequer. Event Finance report formats are available in the Exchequers Handbook, from the Kingdom Exchequer, or on the web. Attend as many local branch meetings as possible. Contact the Regional or Kingdom Exchequer for aid and guidance when needed. Read the Kingdom Exchequer's letter in the Dragon's Tale, where any proposed changes in policy or procedure will be noted first. Principality/Baronial/Provincial Exchequers shall warrant subsidiary branch exchequers and collect the Doomsday Reports in the Principality/Barony/Province for compilation and submission to the Kingdom Exchequer. S/he will discuss any financial problems with the branch Seneschal and his/her Superior Officer. The Kingdom Exchequer will send reports to the Society Chancellor of the Exchequer on a quarterly basis as published in the Society Chancellor of the Exchequer Handbook. Copies of the reports will be sent to the Crown and Kingdom Seneschal. A summary of the Doomsday Report of the Kingdom will be sent to the Chronicler for publication in the Dragon's Tale. E. Financial accounts and accounting. 1. With the exception of the Herald and Chroniclers funds, all funds of the Kingdom of Drachenwald shall be kept in a central Kingdom account, the books of which will be maintained by the Kingdom Exchequer. Single entry bookkeeping will be used. 2. Funds in banks. 3. a. a. All funds held by the branches or Kingdom Offices (except petty cash funds which will not exceed Û 25.00) in American banks will be held in an 4. 5. 6. 7. 8. account in the name of the 'SCA, Inc -<name of branch or office>, with the SCA Tax number on the account. The account will require two signatures to withdraw money. The signatories will not live in the same domicile. b. b. Branches or Kingdom Offices, which have funds in Non-American banks, will discuss with the Kingdom Exchequer and the Kingdom Seneschal for an alternate procedure where E.2.a does not apply. Exchequers will disburse funds only with the agreement of the financial committee for that branch. The decisions on expenditures of the Financial Committee will be determined by a simple majority vote of the committee members. Reimbursements can only be made when the members of the Financial Committee agreed upon the amount before it was spent. Receipts or written justification signed by all members of the financial committee are required for reimbursements. Emergency expenditures will be handled on a case-by-case basis with the branch Financial Committee. At the beginning of each year, the branch financial committee should determine a sum from which normal office expenses like postage and copying are taken. The Kingdom budget needs to include items like transportation, repair, and/or refurbishment of Kingdom Regalia; and costs for Kingdom awards, such as medallions, parchment and other scroll supplies, etc. Once preliminary amounts have been established by the financial committee, the money can be disbursed without first contacting the financial committee for re-approval. 9. a. These expenses shall be kept to a minimum. b. Receipts are required for reimbursement. c. Telephone expenses shall only be covered if an emergency occurs which makes fast response necessary. 10. The Kingdom should receive 75% of the profits from the six major Kingdom Events as defined by kingdom law. The profits from kingdom events will be transferred to the kingdom at the same time as the event finance report is filed with the kingdom. 11. Autocrats are encouraged to donate a portion of event profits (from events other than the six major kingdom events) to the Kingdom coffers. 12. If the Herald's account is not kept in US$, the Kingdom Exchequer will allow payment of submissions to be made to the Kingdom account. 13. The submitter will inform the Kingdom Exchequer and the Kingdom Herald about his/her payment to the Kingdom account and the type of submission (name and /or device). The Kingdom Exchequer will perform a quarterly reconciliation with the Kingdom Herald about the amount held with the names of the persons and the type of submissions. F. Kingdom Travel Fund 1. The kingdom travel fund is for the express purpose of offsetting expenses for the King and Queen. It is not for the travel of any retainers, household members, or associates. The travel fund will support the Crown with a maximum of € 600 (Euros) each reign for travel expenses within the kingdom. Reimbursable travel expenses are deemed to be airfare, fuel expenses, train fare, and ferry costs for events outside their local event region of the kingdom. The regions of the kingdom for local events are specified in section IV.B of the Kingdom Seneschal's Policies. 2. Only 50% of the total travel expenses for a given event will be reimbursed, up to the maximum for the reign. Expenses will only be reimbursed upon presentation of original receipts. 3. Contributions to the travel fund for a specific reign can be made to increase the €600 limit. In this case, the maximum allowance will be raised by 50% of donations for that specific Crown. This additional allowance can begin when new Heirs have been named but contributions must be marked for the Crowns or Heirs by name. Unmarked contributions are assumed to be for the general Travel Fund. Any unused portions of money collected will be returned to the general travel fund for future reigns. Each Crown is expected to make every effort to perpetuate the travel fund through contributions and/or fundraisers. Appendix C: Kingdom Seneschal Policies I. Warranting / Appointment of local Seneschals A. All officers are required by Corpora and Society Bylaws to have current paid memberships to SCA Inc. B. Local Seneschals 1. All Principality and Deputy Seneschals shall be warranted according to the warrant form in Corpora Appendix D. All other Seneschals shall be warranted according to the roster system. The Kingdom Seneschal, or their designated deputy for the regnum, shall maintain a roster in accordance with Governing and Policy decision 9 of the Corpora. This roster shall be forwarded monthly in good time for publication in the Kingdom newsletter in the Regnum section. 2. The term of office for local seneschals shall be set by local group decision. It is recommended that the term of office be no longer than two years and that no seneschal serves more than two consecutive terms. C. Branch seneschals are required to inform the Kingdom Seneschal, or their designated deputy for the regnum, if there is a change of branch Seneschal. The selection of a new Seneschal shall be done by local tradition, subject to the approval of the Kingdom Seneschal and where legal by mundane law. In all cases, the change of office must be reported to the office of Kingdom Seneschal with all required information to complete a legal roster as defined in Governing and Policy decision 9 of the Corpora. II. Branches A. Formation of local groups. 1. Any gentle wishing to form a new local group should contact the, Kingdom Seneschal and the New Group Coordinator for more information. Let the New Group Coordinator and Seneschal know if the branch is to be sponsored on a military post also, as there are additional materials available for help in obtaining local military post approval. 2. Gentles wishing to form new branches on military posts should contact the Seneschals office or the New Group Coordinator for an additional information package on working with your local military post regulations regarding non-profit organisations sponsored by the post morale offices. B. Advancement of Branches 1. Incipient branches are expected to apply for full branch status within one year of their incipiency date. Those branches not applying for full branch status after one year should forward in their quarterly report why they are not applying for advancement. 2. Any Incipient Branch wishing to apply for full branch status needs to contact the Kingdom Seneschal. A. Required paperwork for petitioning for full branch status: 1. List of paid members with membership numbers 2. Petition signed by the local populace requesting branch advancement 3. List of officers with legal name, SCA name (if any), mailing address, phone number and email address (if any) 4. Map of the claimed territory 5. A list of postal codes for the claimed territory 6. A summary of Branch activities 7. A recommendation from the sponsoring group for advancement 8. Confirmation from the College of Heralds of the required heraldry for the group B. Petitions for advancement of status shall be forwarded to the Kingdom Seneschal and New Group Coordinator; and after confirmation that all requirements have been fulfilled it will be forwarded to the Crown for final approval/disapproval. Where required, the kingdom Seneschal will also request BoD approval. 3. Any Branch wishing to make changes to its status needs to submit a petition and request for status change to the Kingdom Seneschal for commentary and forwarding to the BoD for approval/ disapproval. III. Reporting requirements. A. Local branches are required to report on a quarterly basis. Reports are due to the kingdom seneschal's office on 1. 2. 3. 4. 25 April (for Jan - Mar) 25 July (for Apr - Jun) 25 October (for Aug- Sep) 25 January (Oct - Dec AND annual Domesday Report of entire year's activity) Principality, Baronial and Regional Seneschals may set their own deadlines as long as the above deadlines are met. B. Reports may be sent via e-mail, hardcopy, or a combination of the two (for example, if there are media prints you should include those). E-mailed reports can not be sent as attachments. Report submission may be delegated to a deputy, however, it is the responsibility of the branch seneschal to ensure that all branch reports are filed on time. There are no official forms for reporting. C. Local officers missing two reports within a twelve-month period are considered to have resigned from their office. Non-reporting branches will be posted in the Dragons Tale. D. Information required in Quarterly reports 1. 2. 3. 4. 5. 6. 7. 8. 9. Annual Domesday Report. In addition to the above reporting requirements the annual Domesday report shall include the following 1. An estimated breakdown of the paid and unpaid members of the group 2. A short financial summary of the group 3. Listing of current officers and confirmation of their status of SCA members in good standing IV. Policies regarding the scheduling of events and the Kingdom Calendar A. A. The Kingdom of Drachenwald is separated into three planning regions for the purpose of Kingdom events. These regions are Scandinavia (including Finland), nsulae Draconis, and Central Europe. A bid schedule showing the rotation shall be maintained in the Dragon's Tale. Any groups outside these traditional areas may bid for a Kingdom event at any time. This rotation schedule shall not apply to the Kingdom University. B. Drachenwald will have the following five regions: 1. Aarnimetsä (Finland) 2. Nordmark (Sweden) 3. Insulae Draconis (United Kingdom, Ireland, Iceland) 4. Central (Germany, Austria, Denmark, The Netherlands and France) 5. South (Spain, Greece, Italy, Israel, and South Africa) C. For the purpose of local events, the Kingdom is split into five regions as noted above. Only the first event requested for a given weekend per region will be official unless the following group's event request includes a letter of acceptance from the event steward of the official event for the given date. If the distance between the hosting groups is greater than 310 miles/500 Kilometers, it will also be considered an official event without the letter of acceptance from the original event date holder. It is encouraged that local groups attempt to avoid dual scheduling in a given region, where possible. As per kingdom law, no other official event can be held on the weekend of a kingdom event, whether in the same region or different. D. Any branch wishing to hold an event must contact the Chronicler/Deputy for the Kingdom Calendar in order to check for and reserve open dates. Contact can be made via phone, e-mail, or by submitting a date request via the Kingdom web site. 1. Events may be registered up to 2 years in advance. 2. Events must be sponsored by a recognized full branch. Incipient branches should have events sponsored by their sponsoring branch. 3. Local branches should work with each other and contact each other if there are difficulties with events. 4. After the event date is approved, copies of flyers and event announcements must be sent to the Kingdom Chronicler's Appendix D: Kingdom Chronicler Policies The Chronicler requirements outlined in the Kingdom Book of Laws are as follows: 5.06.6. Kingdom Chronicler 5.06.6.1 Shall supervise all official publishing activities of the Kingdom and shall be the editor of (or supervise the editor of) the Kingdom publication, which shall be called the Dragon's Tale. The Dragon's Tale will carry all required announcements and notices of official events, Kingdom Laws, and the like. 5.06.6.2 Shall maintain a bank account solely for Chronicler funds. 5.06.6.3 The Kingdom Chronicler is responsible for the content of the Kingdom of Drachenwald website on the World Wide Web. Website hosting is an expense of the Kingdom. DRACHENWALD CHRONICLER POLICIES Duties of the Chronicler 1. Dragon's Tale: the Kingdom Chronicler shall supervise all official publishing activities of the Kingdom and shall be the editor of (or supervise the editor of) the Kingdom publication, which shall be called the Dragon's Tale. The Dragon's Tale will carry all required announcements and notices of official events, Kingdom Laws, and the like. 1.1. The Kingdom Chronicler is responsible for publishing and mailing all other Kingdom publications as directed by Their Majesties. This includes but is not limited to: The Book of Laws, the Order of Precedence, Officer policies, Kingdom Census. 1.2. The Kingdom Chronicler is responsible for the content of the Dragon’s Tale Homepage on the World Wide Web. The maintenance of this site is delegated to the kingdom Web Minister (or special deputy appointed by the Kingdom Chronicler for this purpose.) 2. Advice to Crown: it is the duty of the Kingdom Chronicler to give advice to Their Majesties and the Kingdom Seneschal on matters pertaining to the Chronicler’s Office. 3. Deputies and subordinates: the Kingdom Chronicler is responsible for supervising the activities of his/her deputies and subordinate officers which include the Drachenwald Historian, the Kingdom Web Minister, and any other deputies the Kingdom Chronicler appoints. 3.1. The Kingdom Chronicler is responsible for warranting the Kingdom Web Minister and all local group chroniclers; and monitoring their publications for compliance with these policies and other applicable SCA governing documents. 3.2.. Group Chroniclers are issued individual warrants for each term by the Kingdom Chronicler. In turn, the group Chroniclers are responsible for warranting their group Web Minister. A term of office is two calendar years and may be renewed at the end of each term. There is no limit to the number of consecutive terms the office may be held provided the Chronicler wishes to remain in office and continues to have the support of the Kingdom Chronicler, local seneschal and local group. Warrants for group Chroniclers will be mailed or e-mailed by the Kingdom Chronicler to the group Chronicler and group Seneschal. A list of warranted officers will be submitted to the Crown for approval at least once during each reign. 3.3.. The following items must be received by the Kingdom Chronicler before a warrant will be issued (this should be done within 60 days of a new Chronicler taking the Kingdom Office or a change in the Group Chronicler): a. A letter from the group’s seneschal confirming that the applicant is acceptable to the group. b. A letter from the applicant expressing their desire to be warranted. This letter must include: i. Group Name (i.e. Shire of...) ii. Name of Publication iii. Frequency of Publication (monthly for Baronies and either bimonthly or quarterly for smaller groups.) iv. Applicant’s SCA Name v. Applicant’s Mundane Name vi. Applicant’s SCA membership number and expiration date vii. Applicant’s address, telephone number and e-mail address. 4. Archival copies: no less than once per year, the Kingdom Chronicler will provide the Kingdom Archivist with the complimentary copies of newsletters from other kingdoms and from the groups within the Kingdom of Drachenwald. 5. Financial matters: the Kingdom Chronicler shall maintain a bank account solely for Chronicler funds. 5.1. It is the duty of the Kingdom Chronicler to maintain accurate financial records of all expenditures and income. This includes dealings with the postal system and maintaining a checking account for newsletter expenditures. Quarterly reports will be submitted to the Society Exchequer with copies provided to the Society Chronicler, Kingdom Seneschal and Kingdom Exchequer. The format of these reports is determined by the Society Exchequer. A deputy may be appointed to handle these matters, however the Kingdom Chronicler is still ultimately responsible for the timeliness and accuracy of the reports. Submissions to the Dragon's Tale 6. Submissions may be sent in hard copy form through the mail or, by preference, e-mailed to the Chronicler at the e-mail address noted in the front of the Dragon’s Tale. 6.1. All dates must be confirmed with the Deputy Kingdom Seneschal for the Calendar before sending an event announcement to the Kingdom Chronicler for inclusion in the Dragon’s Tale. 6.2. All submissions for the Dragon’s Tale must be in the Chronicler’s hands by the 25th of the month two months before the issue cover date. (Example. Deadline for the March issue is January 25. The March issue is mailed in February to be received by the beginning of March.) 6.3. Printing of event announcements is an important function of the Dragon’s Tale. The event announcements for official events which occur during the publication month and the month following will be included in an issue. Other event announcements (which include announcements for unofficial events) are included on a space available basis. (For example: For the January issue of the Dragon’s Tale, all January and February events will be included. Any event scheduled after the end of February may not be included if there are space restrictions.) While this is not a normal occurrence, it may happen on occasion with special issues of the Dragon’s Tale. Advertisements for events is also available on a space available basis. 6.4. All events must have the following information to be considered an official event: a. Event name b. Event date(s) c. Sponsoring group d. Address of the event (if there is no address you must write "no site address") e. Event Steward’s mundane name f. Event Steward’s SCA name g. Event Steward’s address, phone number (and e-mail address if available). h. If there is a fee, payment information. It is strongly encouraged that you include reservation deadlines and restrictions (such as pets, is the site wet, etc.) 6.5. The Chronicler’s Office is not responsible for lost or misdirected submissions or those submissions which do not follow the submission guidelines. 7. Advertising in the Dragon’s Tale is accepted on a pre-paid space-available basis, at a set rate per quarter, half or full page, such rate to be set in the local currency of the Kingdom Chronicler, updated as necessary, and advertised in the front page of Dragon’s Tale. For advertisements which run 3 or more consecutive issues, a reduced rate per month will apply. Classified advertisements are charged per 100 characters. Payment for advertisements may be made in the advertiser’s local currency (usually Euro, pounds or kroner) equivalent to the stated advertising rate. 7.1. Commercial advertisements must be for products and services vital to the educational purposes of the Society. Group Chroniclers 8. Adherence to policies: all Chroniclers of the Kingdom of Drachenwald are required to be conversant with the SCA Chronicler Policies (especially section I.C. Local Newsletter Policies) and the Chronicler Policies for the Kingdom of Drachenwald. Copies of both of these documents are available from the Kingdom Chronicler, or respectively from http://www.sca.org/officers/chronicler/ChronPolicy.pdf and Drachenwald Kingdom Law, Appendix D: Kingdom Chronicler Policies 8.1. All Chroniclers of the Kingdom of Drachenwald are required to be warranted. (A copy of the Society Chronicler Policies and the Chronicler Policies for Drachenwald will be sent with the Chronicler’s Warrant.) 8.2. All Chroniclers shall endeavor to produce a newsletter that reflects the dignity of the group they represent. A group or organizational newsletter is one that cites the name of the group as its publishing authority; keep its funds in the bank account of an officially recognized SCA, Inc., group; and has as its editor a Chronicler who is warranted by the Kingdom Chronicler. No other publications are considered for the purposes of these policies. a. Principality Chroniclers: All Principalities in the Kingdom of Drachenwald are required to have a warranted Chronicler who is required to publish a monthly newsletter. Any Principality Chronicler who fails to publish three consecutive scheduled newsletters will have their warrant revoked. The Principality Officers and Crown may not hold the office of Principality Chronicler. a. Baronial Chroniclers: all Baronies in the Kingdom of Drachenwald are required to have a warranted Chronicler who is strongly encouraged to publish a monthly newsletter, but must at the least publish a bi-monthly newsletter. Any Baronial Chronicler who fails to publish three consecutive scheduled newsletters will have their warrant revoked. The Baronial Seneschal, Baron and Baroness are discouraged from being Baronial Chronicler and may only fulfill the duties of Chronicler as an interim measure until a new Chronicler can be found. b. Chroniclers for Smaller Groups: Groups below Baronial status are strongly encouraged to fill the office of Chronicler and publish a newsletter. The frequency of the newsletter is up to the group (monthly, bi-monthly or quarterly) but this schedule must be maintained, especially if a subscription rate is charged for the newsletter. If the group does publish a newsletter, they are required to have a warranted Chronicler. 9. Complimentary Copies: Complimentary copies of each newsletter must be sent to Their Majesties, Their Highnesses (Heirs to the Throne of Drachenwald), Kingdom Seneschal and Kingdom Chronicler, and the Society Archivist. Groups such as Cantons or Colleges must also send a copy to their Baronial Chronicler. Other complimentary copies may be sent at the local Chronicler’s discretion within their budget constraints. The copy of the newsletter sent to the Kingdom Chronicler serves two purposes. 1.) It is an essential part of the Chronicler report, and 2.) The copy of the newsletter is given to the Kingdom Archivist to keep on file. 9.1. You need to send the Kingdom Chronicler a copy within 14 days of publishing. 9.2.Failure to send copies of the group newsletter to the Kingdom Chronicler can result in revocation of the local Chronicler’s warrant.) 9.3. William Blackfox awards: the submission of entries into the annual society newsletter awards is compulsory for all kingdoms. Branch chroniclers are thus strongly encouraged to suggest to the Kingdom Chronicler particular issues of their newsletters for submission to the awards, and to provide extra copies of such editions. In addition, the multi-national make-up of the Kingdom means that many articles and issues will be problematical to submit as they are not in English, the language of SCA admin and the award judging. Branch chroniclers are expect to provide English translations of particularly good articles or editions which they wish to submit. 10. Group Chronicler Reports: in addition to complimentary copies of the group newsletter, the group chronicler must supply quarterly reports to the Kingdom Chronicler. 10.1.These are due at the standard Kingdom deadlines,namely 25 April (for the first quarter), 25 July (for the second quarter), 25 October (for the third quarter) and 25 January (for the last quarter/Domesday reports). 10.2.Quarterly reports are to include the details of the Chronicler and publication, a list of editions produced and a brief account of the newsletter's finances (income and costs). 10.3.Failure to report can result in revocation of the local Chronicler’s warrant. 11. Mailing requirements: each group shall establish a mailing deadline for the mailing of the group’s newsletter. The exact date for this should be determined by the date of the regularly scheduled business meeting for the group. Consistency is important in the mailing schedule for the newsletter. 11.1. Subscription Liability: the funds which a group accepts from a subscriber for a newsletter create an obligation on the part of the group which must then publish the promised number of newsletters and make a reasonable effort to deliver them to the subscriber. If unable to fulfill the obligation, the group must promptly refund to every subscriber an amount equal to the remaining subscription liability. 12. Financial requirements: Group Chroniclers shall work with their local exchequer to ensure that all financial transactions of the office are handled in accordance with the governing financial policies of the SCA and the Kingdom of Drachenwald. Group Chroniclers are not responsible for payment for the publication of the group newsletter and shall be reimbursed for reasonable expenses. 12.1. Disposition and Administration of Funds: Funds collected for a newsletter (through fund raising, subscription, donation, etc.) must be held in the local branch bank account, to be disbursed by the Exchequer at the Chronicler’s request. 12.2.The Chronicler must provide receipts for funds spent, and account to the local branch Exchequer at least once per quarter. 12.3.The Chronicler may be a signatory on the group account if so directed by the group’s Seneschal and Exchequer. 13. Online publication: online branch newsletters, either web-based or e-mailed, are perfectly acceptable, as is the publication of hard-copy newsletter info online. However certain provisos apply: 13.1 Branch chroniclers need to be aware that not everyone is online or wants to receive a newsletter electronically, for reasons including aesthetics, convenience, non-use of the internet, or problems with large file downloads. Therefore, a hard copy version must be available on request to group members, obviously subject to a reasonable subscription charge to cover printing and postage. 13.2. Even if a newsletter is entirely online, the branch chronicler MUST provide hard copies of the newsletter to the required kingdom- and society-level officers - the Crown, the Heirs, the Kingdom Chronicler, the Kingdom Seneschal and the Society Archivist. It is not fair to expect officers to either download or keep track of vast numbers of online-only newsletters. 13.3. It should be noted that the publication of contact details on the web requires signed letters of permission (in HARD COPY) from each individual whose details are so published. 14. Required Content of Local Newsletters: each issue must contain the following: 14.1. Statement of Ownership: This statement must appear in each issue of a publication which is produced by an organization of the SCA, Inc. but which is not published as a function of the Registry mailing list: "This is the (Name of Publication), a publication of the (Group Name) of the Society for Creative Anachronism, Inc. (Name of Publication) is available from (Mundane name and address of Chronicler. Subscriptions are $/DM/KR/£ , etc. per year. Payment for subscriptions should be sent to the Chronicler; checks should be made payable to (Group Name, SCA, Inc.) Specify type of currency if desired $ / DM / KR / £ / etc. This newsletter is not a corporate publication of the Society for Creative Anachronism, Inc. and does not delineate SCA policies. © Copyright (year), Society for Creative Anachronism, Inc. For more information on reprinting letters, artwork and articles from this publication, please contact the Chronicler who will assist you in contacting the original creator of the piece. Please respect the rights of our contributors." The underlined section can be eliminated if the group’s publication is wholly funded by the group or by fund raising activities. 14.2. Cover: The cover of the newsletter will include the name of the newsletter, the group it is being published for, volume and issue numbers and the date of the issue (in Gregorian reckoning - not A.S.) 14.3 Regnum: A listing of the local officers will be included in each issue of the group’s newsletter. This shall include their name (both SCA and mundane), full address and phone number. For those groups that are a part of a barony, such as cantons and colleges, the Baronial Regnum must be published every other issue. 14.4. Meeting Minutes: Group Chroniclers are responsible for taking minutes at group meetings (or ensuring that someone else takes minutes) and publishing them in the next issue of the group newsletter. These minutes do not have to be excessively detailed, but should include officer reports, and should give enough information so that an individual who misses a given meeting has a reasonable indication of what business was conducted. 14.5. Meeting Place: The information on the time, date and place of the next group business meeting shall be included. 15. Problems: if you have a problem with your newsletter, a submission, a submittor, or a member of the local populace in connection with your duties as a Chronicler, you should report this to the Kingdom Chronicler immediately. When in doubt about what to include in your newsletter, what to do about a Chronicler issue or any other problem which may surface in performing your Chronicler duties, contact the Kingdom Chronicler. The Kingdom Chronicler is a resource for help and guidance. Appendix E: Kingdom Earl Marshal Policies Policies of the Earl Marshal of Drachenwald This document was last modified on Tuesday, December 17, 2002 Lord Maximilian von Brandenberg Earl Marshal, Drachenwald I. Introduction: These are the policies of the Earl Marshal of the Kingdom of Drachenwald. These policies determine how the office of the Earl Marshal shall be organized and conducted. These policies do not supercede Kingdom or Society law. II. Order of precedence of rules In general this Order of Precedence of the rules is observed: o o o o Rules of the List of the SCA Conventions of Combat of the SCA Rules of the List of the Kingdom of Drachenwald Conventions of Combat of the Kingdom of Drachenwald In case of doubt or if a Kingdom specific rule is less stringent than the equivalent rule in the SCA Rules of the List or the SCA Conventions of Combat, then the SCA Rules of the List or the SCA Conventions of Combat, as needed, are binding. III. General scope of the Office of Earl Marshal From Corpora VII. D. The Earl Marshal is responsible for overseeing the conduct of all martial arts activities, including but not limited to tournament lists, wars, combat archery, and fencing, as well as such related activities as scouting and target archery. The Earl Marshal bears primary responsibility for promoting both the safety and the authenticity of the martial arts in the kingdom, but works with other officers in their areas of mutual interest. Addendum: The Earl Marshal of the Kingdom of Drachenwald extends in writing his responsibility to include o o o o siege engines thrown weapons, defined as real weapons thrown at an inanimate target equestrian activities boffer combat of minors. IV. Special rights and priviledges The Earl Marshal reserves the right to waive or modify these policies on a case-bycase basis, as the situation demands and provided the change does not conflict with Kingdom or Society law. V. Kingdom specific duties of the Earl Marshal The Earl Marshal 1. Shall select and train a designated successor to the office, termed Deputy Earl Marshal 2. Shall oversee Tournament Lists, the martial sciences, and safety on the field 3. Shall set and enforce the Rules of the Lists and Conventions of Combat of the Kingdom 4. Shall set and enforce weapon and armor standards 5. Shall supervise the authorization of fighters and shall be responsible for maintaining a record of combat waivers and authorization information 6. Shall maintain in total at least the following documents in updated condition o o o o a current copy of the Drachenwald Rules of the List a current copy of the Drachenwald Conventions of Combat a complete list of all Marshals authorized in Drachenwald a complete set of all waivers signed 1. Shall supervise the training of fighters 2. Shall appoint any assistants as deemed necessary 3. Shall maintain the list of authorized fighters, which shall be available at Crown Tournaments. 4. Shall receive and investigate, where appropriate, all complaints concerning combat 5. Shall submit quarterly reports on the status of the martial arts in the Kingdom of Drachenwald to the Marshal of the Society, with a copy furnished to the Crown of Drachenwald 6. Shall serve a maximum term of 2 years and may not serve 2 terms in succession 7. Shall not hold any other office for the duration of his term 8. Shall maintain files for this office, accessible by the Crown, and relinquish them no later than 30 days after leaving office to his successor VI. Types of Marshals in the Kingdom The following is a list, in order of precedence, of Marshals at the local level 1. Marshal-in-Charge - an authorized Marshal who has the responsibility for combat activities at a particular event. Must issue a report to his Regional Marshal 2. Knight Marshal - a warranted marshal who is the administrative officer of a group responsible for all combat related activities within the group. Must issue a monthly report to his Regional Marshal 3. Authorizing Marshal - the ONLY type of Marshal who has received special training and permission by the Earl Marshal or one of his Deputies to perform authorizations of fighters. Currently exist only for Armored Combat. 4. Marshal-at-large - an authorized Marshal who is currently not occupying a Marshal related office Definitions: 1. Authorized Marshal - a Marshal who is listed in the database as a Marshal for a combat related activity. 2. Warranted Marshal - a Marshal who has been invested with an office and given a "warrant" to fulfill his office. Example: A Knight Marshal must be a warranted Marshal. However, a authorized Marshal does not need to be warranted 3. Marshal-in-training - somebody who is being trained by an authorized Marshal to become a Marshal VIII. Requirements for groups 1. Any group which actively engages in combat related activities must have a warranted Knight Marshal 2. Any type of official combat related activity within the group must always be accompanied by a Marshal authorized for that activity 3. If a group is conducting combat related activities at an event, a Marshal in Charge must be listed in the event announcement and present during the entire event IX. Becoming a Marshal 1. Armored Combat Marshals In order to become a Marshal in the Kingdom of Drachenwald the following conditions must be met: a. the candidate must be a paid member of the SCA b. the candidate must have access to E-mail. If this should pose a considerable hardship, please contact the Earl Marshal c. The Marshal wishing to take on a Marshal-in-Training must contact the Regional Kingdom Marshal or the Earl Marshal prior to enrolling d. the candidate must have received training by an authorized marshal for at least 6 events or a period of 6 month, whichever is longer. Training must involve: i. the study and application of the regulations for combat in the Drachenwald Marshal Handbook ii. training in the administrative aspects of Marshalling iii. practical experience in all aspects of Marshalling under the tutelage of the experienced Marshal at tournaments, battles and events in general iv. supervised participation in equipment inspections and authorizations v. the candidate must pass a test, administered by the Earl Marshal or designated deputies vi. the test must follow the outline given in the Marshal Handbook of Drachenwald X. Warranting of Marshals 1. Armored Combat Marshals 2. All Marshals are warranted for a period of 2 years. 3. All Marshals must be listed on a roster that includes the legal and Society names, address, phone number, their Marshal authorizations (ACM, PFM, CAM, AM) and the expiration date of their warrant. 4. In the Kingdom of Drachenwald this roster is the Marshal Database, which is administered by the Earl Marshal and the Kingdom Minister of the Lists. 5. In order to be a recognized official of the SCA and of the Kingdom of Drachenwald, each Marshal must have his authorizations as Marshals indicated. Without this indication the Marshal is not considered warranted or rostered. 6. The database must be updated regularly, accessible to the crown and be approved at the end of the second quarter and fourth quarter via signature by the Crown. For this purpose a listing of all warranted marshals shall be printed and each page signed by the crown. 7. The database must display a statement that it is the current roster of the office of Earl Marshal for the Kingdom of Drachenwald of the Society as of (last date of modification). XI. The Rules of the List The Kingdom of Drachenwald adheres to the SCA Rules of the List as listed in the SCA Marshal's Handbook XII. The Conventions of Combat The Kingdom of Drachenwald adheres to the Society Conventions of Combat as listed in the SCA Marshal's Handbook, with the following changes: Addition to A as item 3.Appearance of armor a.To promote and enhance safety and authenticity on the field, it is recommended that all armor should be made to appear as realistic and as authentic as possible. Blatantly mundane articles should be covered up or disguised in some fashion. Addition to B as item 9.Any loss or failure of a required piece of armor during combat immediately stops the fight. In a group combat situation the fighter must immediately leave the area. The defective armor must be repaired and re-inspected by a Marshal prior to use. 10.Circling an opponent who is on his knees during engagement is forbidden. The attacker may not set his leading foot beyond the opponent's hip socket or must at least maintain one foot between the opponent's knees. 11.At the conclusion of each combat, if a fighter disputes the outcome, he must settle his grievance before leaving the list/field. Departing the list/field will be considered acceptance of the results. D. Melee/War conventions 1.We do not wish to recreate a real medieval battle. The same standards of chivalry and courtesy, which are shown in the list shall be displayed in group combat. Anyone who refuses to obey the rules reproduced here, or the Rules of the Society, shall be removed from the field. 2."Kill from behind" is done by placing your weapon in front of your opponent's visor and announcing in a loud voice "Kill from behind". Using a great weapon or spear, set the haft on the opponent's shoulder, announcing "Kill from behind". Multiple kills are not to be done in a hurried, slap dash manner. Each kill is a separate engagement, and takes a certain amount of time. "Kill from behind" is allowed by default, but the usage of "Kill from behind" must be announced to all participants prior to an engagement by the Marshal-in-charge. 3."Kill on the ground" is done by placing your weapon on a opponent who is helpless lying on the ground announcing "Kill on the ground". Striking a fallen opponent is strictly forbidden. "Kill on the ground" is allowed by default, but the usage of "Kill on the ground" must be announced to all participants prior to an engagement by the Marshal-in-charge. 4.No more than four fighters shall attack one single opponent, except in the case where a unit is being engaged. 5.A unit is defined as consisting of at least three fighters together. 6.Engagement with a unit is defined as being in range of the longest weapon in the unit. Once a fighter is engaged with the unit, he is engaged with the entire unit. 7.Engagement with a single opponent is defined as being in range of the longest weapon of either the opponent or the fighter and the opponent giving a sign of recognition of the approaching fighter. Recognition can include, but is not limited to turning to face the opponent, verbal acknowledgement and looking directly at the fighter. Engagement also exists if the opponent and the fighter are aware of each other and the chance that the other may strike, as is the case, for example, in unit combat. 8.If you are engaged with an opponent who then turns away from you while remaining in your weapon range, he/she may be struck. Kingdom Arts and Sciences offices 1.1. Kingdom Arts and Sciences offices 1.1.1. Kingdom Minister of Arts and Sciences (Kingdom MoAS) The Kingdom MoAS is a greater officer of the state subject to an appointment as stipulated in the Kingdom Law and SCA’s governing documents. The Kingdom MoAS is required to report activities in the arts and sciences in the Kingdom of Drachenwald to the society MoAS, the Kingdom Seneschal, the King and Queen and to their successors four times per year. The reporting deadlines being the 15th of March, June, September and December or as published in the Kingdom newsletter Dragons Tale (DT). The Kingdom MoAS is also encouraged to report back to local MoASes, guild heads, the University Chancellor (UC) and his/her deputies. The Kingdom MoAS is also responsible for arranging the Kingdom Arts and Sciences Competition which is held at the five kingdom events throughout the year (See the point 2). The Kingdom MoAS will organize judges, prizes and any other equipment needed as requested for the competition. The autocrats of the kingdom events are responsible for organizing everything not related to the competition. The Kingdom MoAS will keep a copy of the arts and sciences polices of the Kingdom in the files, and make an effort to improve and develop the contents. Kingdom MoAS files will be transferred completely to the successor at the time of changing the office. If any part of the files have been archived to the Kingdom archivist the successor should be informed. It is recommended that the Kingdom MoAS maintain a list of persons willing to share their knowledge and answer arts and sciences related questions of the populace. The Kingdom MoAS will maintain informal contact with the University Chancellor to discuss issues concerning the furthering of the arts and sciences in the realm. The Kingdom MoAS will be available to advice the crown on issues related to the arts and sciences within the Kingdom. The Kingdom MoAS will make every effort to actively participate in the Kingdom Curia, either in person, in writing or by appointing a representative. 1.1.2. University Chancellor (UC) See the point 3. for the polices of the University Chancellor for the Kingdom of Drachenwald. 1.1.3. The Kingdom MoAS’s deputies 1.1.3.1. Designated Successor and Kingdom MoAS deputy (DDD) The Designated Successor (DS) is the personal deputy of the Kingdom MoAS appointed by the Kingdom MoAS in DT and approved by the King and Queen. The Kingdom MoAS will train the DS to be his/her successor for the office. The duty of the DS is to closely follow the Kingdom MoAS’s job to learn the job for his/her own coming term. The Kingdom MoAS drop dead deputy (DDD) is the personal deputy of the Kingdom MoAS and the DDD will coordinate and help the Kingdom MoAS in projects and tasks appointed by the Kingdom MoAS. DDD is not necessarily the DS. 1.1.3.2. Regional deputies The Kingdom MoAS may appoint regional deputies to help in his/her job as needed. Regional deputies will maintain a list of MoASes of that region and report to Kingdom MoAS in cases mentioned in and as described in the points 1.2.1. and 1.2.3. Regional deputies will also co-ordinate and assist the Kingdom MoAS in projects and tasks appointed by the Kingdom MoAS. Regional deputies will assist the Kingdom MoAS in maintaining a list of persons who are willing to share their knowledge, answer to arts and sciences related questions and help other people in their interest area. 1.2. Local MoASes, regional deputies and Kingdom level guild heads (GH) 1.2.1. Reporting dead lines of local MoASes and regional deputies Local MoASes and regional deputies are responsible for reporting to the Kingdom MoAS at least once every quarter.Reports are due 25th of April, July, October and January. Local MoASes and regional deputies are also encouraged to report back to their populace about the Kingdom MoASes report. 1.2.2. Reporting dead lines of Kingdom level guild heads. Polices of Kingdom level guilds Kingdom level guild heads are responsible for the activities of their guild and report regarding these activities to the Kingdom MoAS twice a year, deadlines being the 15th of May and November. Kingdom level guild heads are also responsible for keeping the rules of the guild concerned and sending the Kingdom MoAS any changes/additions to the rules of the guild. Kingdom level heads are also encouraged to report back to guild members about the Kingdom MoASes report. If a guild has not been active for one year (two skipped reports) the guild will be removed from the Kingdom level guild list and put in the list of arts and sciences interest groups to await for better days. After an interest group has sent the Kingdom MoAS a copy of the rules of the guild and full contact information for the guild head the guild will be added to the list of Kingdom level guilds. 1.2.3. Content of the report The report should at least contain the following information: 1) The name of the group(s) and/or guild(s) covered by the report (see point 1.2.3. reporting through a sponsoring group) 2) SCA as well as mundane name of the reporter with full contact information (_current_ address, telephone number and email address if any) 3) SCA Membership number and expiration date 4) Time period covered by the report 5) And if nothing special has happened just a short note that the group(s) guild(s) are alive and kicking Recommended for inclusion in reports: 6) List of regular and irregular meetings 7) Upcoming arts and sciences events 8) Personal projects of the populace 9) A list of persons who are willing to share their knowledge, answer to arts and sciences related questions and help other people in their interest area. 1.2.3. Reporting through a sponsoring group or to a regional deputy of Kingdom MoAS Incipient shires and all cantons are recommended to report through their sponsoring group if the sponsoring group has a MoAS. Reports to the sponsoring group must be sent well before (at least two weeks) the reporting dead line of local groups. If an incipient group locates under a different regional deputy than the sponsoring group the report of the incipient group must be sent as a courtesy report to the regional deputy. Incipient groups should be mentioned separately in the report of the sponsoring group. Shires and other independent groups report through a regional deputy if there is one. Reports to the regional deputy must be sent well before (at least two weeks) the reporting deadline of the deputy. 1.2.4. Change of a local MoAS or a GH When a local group or a guild changes its MoAS/GH the Kingdom MoAS must be informed promptly and without delay. An announcement about a new MoAS/GH should include the name of the group/guild concerned, SCA and mundane name of the new MoAS/GH, contact information, and SCA membership number and expiration date. This is needed so that the Kingdom MoAS is able to maintain an accurate list of MoASes/GH within the Kingdom and check that the correct contact information is presented in DT. 2. The Annual Arts and Sciences Competition of the Kingdom of Drachenwald 2.1. Overall explanation The Kingdom of Drachenwald Arts & Sciences competitions will be held throughout the year at all Kingdom-level events (Twelfth Night/Midwinter Coronation, Spring Crown Tournament, Midsummer Coronation, Fall Crown Tourney, and Kingdom University). (These events will be referred to as Competition Events throughout this document.) The cycle will begin at Twelfth Night and conclude at Kingdom University, where the winners will be announced and acknowledged. The competitions are drawn from six general A&S categories (culinary arts, fine arts, sciences, textile arts, performance arts, and research). Additionally, prizes will be awarded in two special categories (under the age of 12 and between the ages of 12 and 16). Each general category is broken into the subcategories. 2.2. Rules. If you are going to enter an item into the Arts and Sciences competition you need to enter it with documentation and a competition form. The competition form is at the Arts and Sciences Judging Criteria web page for the kingdom. You must have completed the item you enter into the competition while residing in the Kingdom and it cannot have been entered in any previous Kingdom A&S Competition or Competition Event. If you can't attend the event, you can send someone that will represent you. If possible, please inform the MoAS in advance who will be representing you., so your item(s) can be returned to the proper person. After the event, the MoAS will either e-mail or postal mail you your score sheets. You must send a letter of intent to the Kingdom MoAS if you plan on competing in the A&S Championship Tourney at least two weeks in advance of the Competition event via e-mail (moas@drachenwald.sca.org). The notification must include your SCA and mundane names, the number of items you plan to enter, a brief description of each item, and the category into which the item will be entered. This advance notification will assist in selecting judges expert in the areas represented and in scheduling the judging during the event. NOTE: the letter of intent only applies to entries for the A&S Championship Tourney. Anyone is welcome to enter an item into any of the Competition events without them being considered for the A&S Championship. You can also enter as many items as you like, but each item needs to be entered with its own documentation. If you like, you can have more than one item for your entry but in that case it will be counted as a single entry with your documentation. This might be a way to show a special technique (like the different stages of making a gauntlet) or to better illustrate a complex manufacturing process. You cannot enter an item more than once by itself. But you can incorporate an already entered item as part of a larger project at a later occasion. If you include it as part of a larger project, the item must be specifically identified in your documentation. All research papers must be submitted in English. Entrants must send the paper in a DOC, TXT, RTF or PDF format to moas@drachenwald.sca.org no later than the Friday three weeks before the event, so it can be sent to the judges. Entries from any category will be accepted at each Competition Event. Individuals can enter any competition they wish, and can enter as many items as they like. However, only the highest scoring item from a given category will be used for determination of the A&S Championship. In other words, if an individual enters three different meads as separate items, the highest score of the three will be used as the score for the Culinary Arts category for that individual. All items must be entered by Saturday morning. However, keep in mind we intend to start judging Friday night., so anything that can be entered Friday evening should be. This will give the judges more time to look at your entry. Only items that score above 50 will be counted towards the grand total. To be the overall winner of the Kingdom A&S event, you must enter at least two different events, and enter in at least three different categories. 2.2.1. Prizes and judging At each Competition Event a prize will be awarded for the highest-scoring item overall. The entrants will be recognized at court and presented with a token acknowledging their achievement. This award is for that event only. The overall winner of each Competition Event will receive an additional 5 points towards their score for the Kingdom A&S Championship. At Kingdom University, a prize will be awarded for each regular category and each special category. The winner for each category will be the individual with the most points in that category throughout the year. Again the winners will be presented with a token of acknowledgement. We will make every effort to find judges who are knowledgeable about the particular topic of the competition, but we are limited to those individuals present at the event and available at the time of the competition. Judges are required to sign their names on the judging sheets, and are asked to provide written commentary about the entry. All judging sheets are returned to the representative of the MoAS in charge of the Competition event. We consider judging forms to be private, so they will be returned directly to the entrant, and are not available for perusal by other entrants or by the populace. If they are not picked up by the entrant, they can be retrieved from the appropriate A&S Officer at a subsequent event, or can be requested via e-mail. Upon the judge’s discretion, and depending upon availability and time, judges can be made available for one-on-one discussion of entries and judging results. Please contact the A&S Officer in charge of the event if interested in such feedback. 2.2.2. Categories The competitions are drawn from six general A&S categories (culinary arts, fine arts, sciences, textile arts, performance arts, and research). Each of these categories are divided into subcategories. Special Categories The special categories have some special requirements and rules. You need to fulfill the requirements if you want to enter into one of the special categories. For requirements and rules please see the "Special Categories" information below. At the end of the year, one prize will be awarded for the best item from each of these special categories. These categories are separate from the Kingdom A&S Championship, and any item entered in them will not be considered for that competition. Under 12 Category May enter with items from all subcategories from above. You need to be younger than 12 years old at the day of the competition to enter this category. The item should be entered with a small amount of documentation that includes: SCA name, modern name, name of item, country of origin, period of origin and if the item is made with or without help. The important part is the item and not the documentation. 12 – 16 Category May enter with items from all subcategories from above. You need to be between the ages of 12 to 16 at the day of the competition to enter this category. The item should be entered with a documentation that includes at a minimum: SCA name, modern name, name of item, description of item, country of origin, period of origin, and sources. You should also acknowledge anyone who assisted you with making the item. 3. Polices of the University Chancellor (UC) for the Kingdom of Drachenwald 3.1. Definition and formal duties UC is a lesser officer of the state, subject to appointment and removal as stipulated in the Kingdom Law and the SCA's covering documents, and responsible to the Kingdom MoAS. According to the Kingdom Law, the UC's duties are to co-ordinate and supervise the University of Drachenwald and to disseminate information to the populace concerning the university. The UC will maintain and transfer files and fulfils all other duties as specified by Kingdom Law for lesser officers of state. The UC will report to the Kingdom MoAS in writing an at least two occasions related to each university session, initially to recommend a hosting group, and secondly, within a month after the session, to evaluate it. 3.2. Further duties The UC will, if requested, as far as possible assist any local group wishing to hold a university/collegium, even if the event is not connected to the Kingdom University. The UC will maintain informal contact with the Kingdom MoAS to discuss issues concerning the furthering of the arts and sciences in the realm, and to assist the Kingdom MoAS in handling such issues. The UC will be available to advice the crown on issues related to the Kingdom University, in particular helping them to make an informed decision on the choice of hosting group. The UC will make every effort to actively participate in the Kingdom Curia, e ither in person, in writing or by appointing a representative. The UC will keep a copy of the Chancellor's polices in the files, and make an effort to improve and develop the contents. The UC files will be transferred completely to the successor at the time of changing the office. If any part of the files have been a rchived to the Kingdom archivist the successor must be informed. The UC will seek out, take part of, evaluate and learn from a maximum of available sources on the subject of teaching and learning in the contexts of the SCA. 4. The Kingdom University 4.1. Overall explanation The purpose of the Kingdom University is to provide a maximum of the realm's inhabitants with an opportunity to improve their knowledge and skill in subjects related to the Current Middle Ages. Considering the geographical size of the Kingdom, it is impor tant to vary the location of main session, and encourage local sessions (collegia) of the Kingdom University to be held in locations distant from that of the main session. 4.2. The main session 4.2.1. The university will hold at least one main session a year, on the date stipulated in the Kingdom Law. The crown may, after consulting with the UC, declare main university sessions on other dates. This session will be one of the six Kingdom level events. An event bid of the main session should be sent to the University Chancellor, the Kingdom MoAS and to Their Royal Majesties and their successors by the end of July to make it possible to announce about the event at last two months beforehand at DT. 4.2.2. The group to host the main session will be chosen by the Crown on recommendation by the UC and after consultation with the Kingdom Seneschal and MoAS. 4.2.3. The UC will be in charge of the academic side of the event, such as the choice of classes, teacher recruitment, scheduling, and class registration. The hosting group will be in charge of the practical and social aspects (event registration, site, f ood, entertainment etc.). The hosting group will handle the event announcement after consultation with the UC. The UC may publish additional information concerning the contents of the session. 4.2.4. The main session contents should be as varied as possible, to include classes related to different aspects of the Current Middle Ages, classes geared to varying levels of skill, classes with a theoretical and practical focus. 4.2.5. All participants should be provided with a means to document their participation, i.e. a diploma containing a list of the classes one has taken part in, that they can have relevant teachers sign for confirmation. 4.3. Local sessions 4.3.1. A local university session may be held on the same weekend as main session if the proposed site is geographically distant from the site of the main session (at least 10 hours' travel by public transport other that air) and the UC approves the proposed contents of the session. A group wanting to host a local university session must submit its plan to the UC at least two weeks before the dead line of the- first newsletter in which they intend to publish the event announcement. It is recommended that the hosting group of the local university session donates 25 % of the net profit of the event to the Kingdom treasury. 4.3.2. A local session may issue Kingdom University diplomas as specified in 4.2.6. 4.4. The Kingdom University teachers 4.4.1. The UC will make every effort to ensure high quality of teaching at the various University sessions. 4.4.2. The UC will maintain a file of potential teachers. 4.4.3. The UC is in charge of recruiting teachers for the main session. To recruit teachers, the UC may consult the Kingdom MoAS and other officers, the Peerage orders, the Kingdom guilds, local guilds, local officers etc. If a group planing a local sessi on request it, the UC will assist them in finding suitable teachers. 4.4.4. The UC will make an effort to evaluate the teacher's performance, either informally, by asking the participants in their classes, or formally to fill an evaluation. The evaluation will consider the teacher's knowledge of their subject, their abilit y to adapt to students with varying levels of knowledge, their attitude towards different theories and interpretations of their subject matter, their ability to organise class time etc. Appendix G: Kingdom Herald Policies Policies for the Drachenwald College of Heralds updated January, A.S. XL (January, 2006) (and amended July 2006) Pietari Uv, Schwarzdrachen Herald Introduction This document outlines the policies of the Drachenwald College of Heralds. These policies apply following the Society-wide policies that govern SCA heraldry, and after kingdom law. The order of precedence is SCA Organizational Handbook (Corpora, By-laws, Corporate policies, and Articles of Incorporation) Administrative Handbook of the College of Heralds of the SCA, Inc ("AH") Rules for Submissions of the College of Heralds, of the SCA, Inc ("RfS") Drachenwald Kingdom Law Policies of the Drachenwald College of Heralds Who Can Be a Herald? There are lots of things to do with heraldry, and new people are always welcome. Anyone who is interested in any of the aspects of heraldry, as the word is understood in the society, can be a herald. Just contact your local, regional or Kingdom-level herald. There is, however, another and more bureaucratic definition. As per SCA regulations, local officers and anyone who handles money have to be warranted. Because of this, heralds are divided in two: the heralds in Ordinary, who are warranted, and the heralds Extraordinary, who are not. All local heralds and all who handle the fees for submissions must be heralds in Ordinary, but this leaves a lot of fun for the extraordinaries. The roster of warranted heralds is maintained by the Schwarzdrachen office. In order to have someone warranted as a local herald, the previous herald or the local seneschal should send a letter to that office; this letter must include the name (both SCA and mundane), address (preferably including phone number and e-mail address), and SCA membership number of the new herald. In order to be warranted as a herald-at-large, the person should send similar information in a letter. The College of Heralds consists of the following types of heralds in Ordinary: Schwarzdrachen Principal Herald: Chief heraldic officer of the Kingdom; oversees the college and reports quarterly to the Laurel Sovereign of Arms and to the Crown of Drachenwald. Kingdom staff deputies: experienced heralds who manage specific tasks, like submissions, ceremonies, commenting, or the order of precedence. Regional heralds: heralds with some experience, and knowledge of at least one area of heraldry, who are willing to "fill the gaps" for their region's groups, and in particular consult with and teach the members of branches that do not have a local herald for advice about names, armory and protocol. The regions used are the standard ones for the kingdom: Nordmark, Aarnimetsä, Insulae Draconis, Central (Netherlands, France, Germany, Austria) and South (Africa, Middle East, Greece, Italy, Spain). Regional heralds may have additional duties, especially when the region is also a branch with its own ruling nobles. Local heralds: the largest group within the College. They are local officers for their groups, who are interested in heraldry. For a good description of a local pursuivant's duties, please see the Drachenwald Branch Herald's Guide, 2nd edition. Heralds-at-large: heralds who do not hold a specific office but are still warranted. These can include commenters -- the heralds who do research and offer commentary about names and armory -- or novice heralds, who do not hold a local office. The difference between the last category and that of a herald Extraordinary is their ability to handle submissions fees. On the other hand,, heralds Extraordinary are not required to report as officers, although they are encouraged to do so; however, those who have not had any contact with the Schwarzdrachen office for one year will be dropped from the roster and their titles may be given to someone else. All members of the College report directly to the Schwarzdrachen office and send copies of their reports to any appropriate regional or baronial herald. See Reports. Heraldic titles During most of our period, and in large parts of Europe, heralds as a rule had titles of office. The same is largely true for the SCA as well, except that we also have lots of untitled heralds, especially at the lower levels of the hierarchy. A herald's title has two parts. First, there is a name, like Schwarzdrachen; after that comes the rank of the title, like Principal Herald. Historically a name usually was used with just a single rank throughout the centuries -- so that if a person was promoted to the next rank he got a new name of office as well -- although in some cases a name was used with different ranks at different times. In Drachenwald, any herald can have a title. Those warranted as Kingdom staff and most regional heralds already have one, as do the local heralds. Of the heralds at large, both in Ordinary and Extraordinary, those who are commenting either internally or on the SCA level are encouraged to register a title and the rest are free to do so -- although they are encouraged to at least try commenting as well. By SCA custom, the use of heraldic titles is coordinated by the Principal Herald of a kingdom. Anyone desiring a new title should therefore start by contacting the Schwarzdrachen office. Also, titles are registered permanently to individuals only as a special recognition to senior heralds. This is done very rarely: only one such title has been awarded by the Crown of Drachenwald. Normally, the title is registered to the kingdom. Even so, heralds who wish to have a title for their own use may register one, at their own expense, and they will keep such titles as long as they remain active. However, once the original holder of such a title is dropped from the roster, for instance because of inactivity or moving out of kingdom, the title reverts to the kingdom and may be given to someone else. Heralds' Names The name part of the heraldic titles is the one that varies the most. There are some general categories, though, and nearly all names belong to one of them. Heralds were often known by the title of their master, so that the Duke of York would have had a York Herald as his personal herald. In some instances the herald's title was taken from the lord's family name instead of his title. This would result in a title like Fitzalan Pursuivant. In cases when an order had a herald, the order name could be used as the title. This is how the principal herald/of England is titled Garter King of Arms. Especially junior officers were often named after elements in their employers' arms or badges, like Unicorn Pursuivant. Some titles are derived from the employer's motto, like Ich Dien Pursuivant. This was rare, though, and there is relatively little research on period mottoes. What does this all mean in the case of the Drachenwald College of Heralds? First, all local heralds are encouraged to use the name of their group as their herald's title, so that the herald for the Shire of Dickleburgh is by default known as Dickleburgh Pursuivant. Second, a household employing a herald is likewise encouraged to use the name of their household as the herald's title -- provided that the household name is of one of the types used as heralds' titles, i.e. a family name, a place name or an order-type name. In this case, the request to use the title should be signed by the herald and the person to whom the household name is registered. If you don't have a title but think you should have one, you'll have to register one. Considering the categories above, the title should be justified as either a place name, a surname, or as a heraldic charge. The title will be registered to Drachenwald, though; you should keep this in mind while filling in the forms. Heralds' Ranks At least in the western part of Europe there were three ranks of heralds (this varied a little, so that apparently at least the lowest rank wasn't used in the German countries). The highest rank was that of King of Arms, sometimes also called King of Heralds; such a person often had a defined territory, so that for instance Norroy King of Arms was the chief herald of Northern England. The next rank was that of Herald, and the lowest that of Pursuivant (originally meaning one who aspires to become a Herald, but later simply a rank below that of a Herald, with no clear implications about the experience of the person). In the SCA the rank of King (or Queen) of Arms is traditionally restricted to the chief heraldic officer of the Society and his (or her) immediate deputies. However, as we have several kingdoms it's natural to think that we need to specify the chief herald of a kingdom somehow. Thus we also have people with the rank of Principal Herald (this form was, in fact, sometimes used in period instead of King of Arms to specify the chief heraldic officer of a region). The two lower ranks of Herald and Pursuivant are used to denote the seniority of the position, roughly like they are in the real world. In Drachenwald the following ranks are currently used: First, we have the Principal Herald. It is not really a separate rank: rather the attribute 'principal' is used to show that this Herald is the chief one; thus it is common, and quite correct, for people to drop the attribute. Second, we have the rank of Herald. These titles go with the senior jobs in the Kingdom, where the requirements of the job are getting close to those of the top one. As a rule of thumb, one competent enough to hold one of these offices should be able to fill in as the Principal Herald in an extreme emergency, without causing irreparable damage to either their own mental health or the College of Heralds. In practice this means the emergency deputy for Schwarzdrachen (obviously), the Regional heralds (who have to have some idea about the system), and senior SCA-level commenters (including the submissions deputies). Also, the rank of Herald Extraordinary is given by long-standing custom to people who have been granted a personal title, unless they are warranted as Heralds in Ordinary. Third, we have the rank of Pursuivant. These are the people whose job doesn't demand as much experience as a Herald's office. In practice this means the rest of kingdom staff, local heralds, most heralds-at-large and heralds Extraordinary. How to become a herald? The roster of the Drachenwald College of Heralds is kept by the Schwarzdrachen office, so anyone who wants to be rostered as a herald in Ordinary should contact that office. The process goes as follows: In the case of local heralds, the outgoing officer should contact the Schwarzdrachen office about the changeover. This message should include a statement from the branch seneschal, confirming that the branch supports the new applicant. The incoming herald sends the Schwarzdrachen office their membership and contact information. (Your membership number appears on your membership card, and your Dragon's Tale or Tournaments Illuminated mailing label.) Once the new person is added to the roster of warranted heralds, he or she is a herald in Ordinary. A second roster is kept of the heralds Extraordinary. The process of getting on that roster is similar, except that membership information is not required. Becoming a Pursuivant Extraordinary can be viewed as an analogue for a fighter's authorisation, although there are no safety issues involved: here, the main idea is to keep in contact. A list of both warranted heralds in Ordinary and heralds Extraordinary appears on the heraldry section of the Drachenwald kingdom website. If you are not listed, you are not considered a member of the College of Heralds. The typical term for a local officer is two years. You keep your warrant as a local herald as long as you continue to report for the branch. If you miss two quarterly reports in a row, the Schwarzdrachen office will contact you and your group seneschal, to see if there's a problem to resolve, and to confirm that you wish to remain active. If there is no reply, you are dropped from the warrant list, and your group needs a new officer. If you enjoy heraldry and want to retain your warrant after you step down from your local office, inform the Schwarzdrachen office. You will remain on the warrant list by continuing to send in reports (even a short message saying, "I'm not doing anything heraldic right now" is acceptable to retain a warrant). Any herald can take a deputy: to train the next person for an office, to share duties, and to encourage people to learn about heraldry. Deputies for local heralds do not need a warrant until they take over the office, but they are encouraged to get listed in the Extraordinary category. Appointment of senior heralds Senior heralds, such as kingdom staff heralds and regional heralds, are actively encouraged to seek out and train deputies to assist them and to take over their office when their term ends. A typical term for a senior herald is two years. If no new volunteers are available to take over the office, Schwarzdrachen can extend the incumbent's warrant for the office for another term. The incumbent is free to turn down the extension. Like kingdom officers, senior heralds are discouraged from holding an office for more than two terms. Before a senior herald's term ends, Schwarzdrachen or the herald advertises for a successor by posting a job description to the Drachenwald Herald Tribune, the Drachenwald herald's newsgroup and/or the kingdom newsletter, including a deadline for applications. Applicants should write to both the incumbent and the Schwarzdrachen office, to express their interest in the position, their own experience, and their ability to meet the requirements. Including a reference (someone who can speak knowledgeably about the applicant's abilities and experience) is helpful, particularly if the applicant is new to the kingdom. Schwarzdrachen chooses the new officer after discussing the matter with their predecessor. The new appointment is announced in the kingdom newsletter and, where feasible, the office should be handed over at an event. Kingdom staff heralds and their responsibilities These job descriptions outline the responsibilities of the senior heralds in Drachenwald, and the skills they consider necessary to perform each job well. For all offices, you must be a Society member, receive the kingdom newsletter, have a mailing address, and regular reliable access to a computer and an e-mail account, to keep in touch with the kingdom's officers. Schwarzdrachen Herald Principal herald for the kingdom, who reports to the Crown, seneschal and to the Laurel Sovereign at Arms. See Drachenwald kingdom law, section 5, and the College of Arms Administrative Handbook, section X, for an outline of responsibilities. Requirements: Good knowledge of more than one area of heraldry (armory, names, submissions process, court heraldry, research) An organised approach to paperwork (quarterly reports to kingdom and Laurel) Good communication skills - for example, can: o Answer enquiries reliably from submitters, heralds, fellow officers, the crown o Write letters to Dragon's Tale o Advise about heraldic policy (new awards, changes of rank, matters of protocol) Willingness to travel to kingdom events, to provide visibility and access to the office Aurochs Herald Designated successor and primary deputy to the Principal Herald -- not necessarily the next Schwarzdrachen, but the person appointed to take over when the Principal Herald is not available, especially in case of an emergency. Unless otherwise noted, in this policy document the term Schwarzdrachen office refers to both Schwarzdrachen and Aurochs Requirements: An organised approach to paperwork Good communications skills Ability to assume the duties of the Principal Herald temporarily, on short notice Edelweiss Herald Deputy in charge of internal submissions. For "an appropriate deputy", read "Edelweiss". Albion Herald Deputy in charge of external submissions. This person works with the Edelweiss herald to: collate commentary received from internal commenters send those comments with the submissions, as external LoIs to the Laurel Sovereign of Arms notify submitters with results from the Letters of Acceptance and Return received from Laurel Requirements: good knowledge of the Rules for Submission, familiarity with the submissions process an organised approach to paperwork capacity and willingness to meet monthly deadlines good communication skills (e.g answer enquiries reliably) Post Horn Pursuivant Deputy in charge of the Order of Precedence (OP). This person receives court reports from court heralds keeps the OP up-to-date on a monthly basis, as awards are given updates the list and description of tracked awards in the OP, as awards are created. Although all awards given within Drachenwald (including all baronial and principality awards) are tracked in the OP, only armigerous awards from other kingdom or principalities are tracked. The herald's role is to assist the submitter by explaining the submission process and rules, and offering advice about style or potential conflicts. Heralds who enjoy artwork can offer to draw up a submission, but the submitter is still responsible for it. Submitters should use the current Drachenwald heraldic submission forms (dated May AS XXXII) available in PDF format from the heraldry section of the Drachenwald kingdom website. Submit each item on the correct form; use the individual name form for people's names, use the badge form for badges, etc. Important Note about printing forms: In your printer's Page Scaling options, choose None (vs. Fit to Paper, a common default for A4 paper). Make sure you print a 100% scale version of the PDF, to produce a form of the correct size. Tip: To confirm your print settings, measure the shield (on the device form). It should be exactly 5 x 6 inches. Please do not use a colour printer or colour photocopier to generate colour copies. The inks fade quickly, even with little exposure to light. Because Laurel will keep one copy permanently, please use coloured markers, such as Crayola 8-pack markers. Avoid pencil crayons and highlighters. Websites are acceptable sources of documentation, provided the quality of the information is good. Look for sites that refer to original documents or facsimiles, and that provide detailed references. To document an item from a website, print the index or home page (including the address) and the relevant page that contains the citation or example. Documentation from the Laurel web site does not have to be printed. Albion herald (responsible for external submissions) announces the status of all submissions in the Dragon's Tale, and also by letter directly to the submitters. Submitters can check their submissions' status themselves using the submissions database, available from the heraldry section of the Drachenwald kingdom website. For a detailed outline of how the submissions process works, see Appendix B, How the Submissions Process Works in Drachenwald, in the Drachenwald Branch Heralds' Guide, 2nd edition, available from the heraldry section of the Drachenwald kingdom website. Where the paperwork goes Send submissions to the Edelweiss Herald. Name submissions require two copies (including all documentation) Armory submissions require four copies (three colour and one outline) Submitters are strongly encouraged to keep a personal copy of all forms and documentation, both for their own records and to make a resubmission easier, if it proves necessary. Submission fees Each new submitted item (a name or a piece of armory, for individuals or for groups) -- Eur 12, or an equivalent amount in a currency acceptable to either the Edelweiss Herald or the Kingdom Exchequer. Resubmitted items and appeals on the decisions for earlier submissions are free. Edelweiss will not begin processing a submission until the fees are received. To pay for submissions please contact Edelweiss. As an alternative, mail cheques to the Drachenwald Chancellor of the Exchequer. The Exchequers details are on the Kingdom contact page. Cheques should be made out to "SCA, Kingdom of Drachenwald." We can accept cheques in at least US Dollars and GB Pounds but check with the Exchequer for other currencies. When you have paid the fee, send a written notice of the fund transfer to both the Edelweiss Herald and the Kingdom Exchequer (e-mail is acceptable). Include the submitter's mundane name, Society name, amount forwarded, and whether the funds are for a name, device, or badge submission. Accurate accounting of submissions funds is extremely important. The submission (and resubmission) process can extend over a number of years. The submitter, and the herald, must keep track of funds submitted and received. A warranted herald in Ordinary can accept cash for a submission (for example, if the herald runs a consulting table, accepts cash at the table, and sends the funds in one cheque at the end of an event). In this case, the herald must send the funds on to the kingdom exchequer promptly, and provide the submitter and Edelweiss with a notice of funds received and forwarded. If you accept cash, always provide a receipt. A sample receipt listing the information to provide is attached to the end of this document. If you accept cash for submissions regularly, invest in a carbon-copy receipt book to use for submissions. Reports Quarterly reports All members of the College who are warranted in Ordinary should report to the Schwarzdrachen office four times a year, using the standard quarters. These quarters are: January through March (reports due 25 April) April through June (reports due 25 July) July through September (reports due 25 October) October through December (reports due 25 January for the last quarter / Domesday reports). Those rostered as Pursuivants Extraordinary should write a similar report yearly. Local heralds within a principality or a barony should send a copy to the principality or baronial herald. Reports need not be long or onerous and can be done on plain paper, e-mail or using the online form. The report should include: Your SCA name Your real name Your contact information: postal address, e-mail address, phone number Your membership number (not required for heralds Extraordinary) Recent activities: submissions sent, courts held, field or event heraldry organised, other activities like banner-making. Financial reports Every warranted herald who receives payment for submissions must report every three months and send it to the Kingdom exchequer and the Schwarzdrachen office. For each submitted item, include following information: Submitter's legal name Submitter's primary persona name Item submitted Currency Amount received Date received Date sent and to whom Currency Amount sent and to which account Date sent See the heraldry section of the Drachenwald kingdom website for the on-line report form. Court reports For all courts held within the Kingdom, the court herald submits a report within a week of the event. This responsibility cannot be transferred to anyone else, even the royalty or baronial nobles who held the court. The report must include The names of the person(s) holding the court The name of the herald The date of the court The awards: SCA Name Mundane Name Gender Award Any token or scroll given (so the Signet Clerk knows whether or not to assign a backlog scroll) In addition to these, it is advisable to include other court business as well, as a service for the nobles who held the court and for the chronicler. However, such business should be on a separate section, so that the division between awards and other business is kept clear. Send court reports to: the Schwarzdrachen office Post Horn Kingdom Clerk of the Signet The nobles who held court (e.g. their Majesties, their Highnesses of Nordmark, the Viceroy and Vicereine of Insulae Draconis on behalf of their Majesties, their Excellencies of one of the baronies) Chronicler of the group whose presiding nobles held the court Any assisting heralds Contact information is on the heraldry section of the Drachenwald kingdom website. Appendix A: Heraldic financial policy This section outlines how the Drachenwald College of Heralds handles submission funds, at times when there is a separate heraldic account. When this is the case, financial reports for submission fees are sent to the warranted exchequer of the College of Heralds instead of the Kingdom exchequer. These policies apply following the Society-wide policies that govern SCA exchequers, and after kingdom law. The order of precedence: SCA Organizational Handbook (Corpora, By-laws, Corporate policies, and Articles of Incorporation) SCA Exchequer's Handbook Drachenwald Kingdom Law Drachenwald Financial Policy Drachenwald Heraldic Financial Policy Principality or baronial heraldic financial policies Warranting the College of Heralds' exchequer As the deputy in charge of submissions, Edelweiss is normally warranted as an exchequer, or another person can be appointed a deputy to serve as exchequer for the submissions account. See the kingdom financial policy for warranting requirements. Heralds' Financial Committee The financial committee for the college of heralds includes: Edelweiss Herald, or whoever is warranted as the exchequer of the College of Heralds Kingdom exchequer or deputy exchequer Kingdom seneschal or deputy seneschal Schwarzdrachen Herald (non-voting member) The financial committee meets annually, either at a designated kingdom event, or by phone or e-mail, to review the financial policies of the college. Any member can request an emergency meeting (e.g. if submissions money goes missing after an event). Three of the four members are required for quorum, and two of the three voting members must agree to approve a decision, either at the annual meeting, or in an emergency. Banking arrangements Drachenwald maintains an account for receiving submission funds.Submitters can send submission funds to either this bank account or the kingdom account. The College of Heralds and the Kingdom exchequers must reconcile their accounts quarterly, to make sure all submission funds are accounted for. Drachenwald pays Laurel, on a quarterly basis, USD 4 for every submission sent to Laurel. Sample receipt Provide a receipt with this information for any funds received for submissions.
